The National Archives and Records Administration (NARA) requires Contractors to provide a written quotation to NARA officials for the purposes of assuring that the prospective Contractor fully understands the scope of this Contract and has the capability to complete all Performance Work Statement (PWS) requirements. NARA will incorporate the written quotation into the purchase order.

NOTE: Exceptions Taken to any Terms and Conditions Stated in the RFQ. Complete rationale, justification, and cost impact must be included in written notice. The Government advises Contractors that it intends to evaluate quotations and award a contract without discussions. Exceptions may render unacceptable an otherwise acceptable quotation. Questions regarding RFQ terms and conditions should be submitted no later than 12:00 PM Eastern Time on June 29, 2011.
1. Technical Quotation---Volume I. For your quotation to be considered complete and eligible for evaluation, Volume I should be submitted not later than 4:00 PM Eastern Time on July 18, 2011. Contractors shall submit an original hard copy plus four (4) compact-discs (CDs) copies) of Volume I, Technical Quotation, including résumés of key personnel.
1.1 Content of the Technical Quotation. The Contractor’s technical quotation to the Government must demonstrate the Contractor’s 1) Technical Understanding and Approach and 2) Management and Quality Control. The purpose of the technical quotation is to enable the Government to assess and determine the soundness of each Contractor’s capabilities in accordance with the evaluation factors. The technical quotation must not include any price or cost information. However, resource information such as data concerning labor hours, categories, material, draft Quality Control Plan, and subcontracts, all of which reflect the Contractor's: 1) Technical Understanding and Approach and 2) Management and Quality Control must be contained in the quotation so that the Contractor’s understanding of the PWS can be evaluated in accordance with evaluation.
1.2 Draft Annual Work Plan - The Contractor is required to provide a draft Annual Work Plan for assessment as part of this factor, that describes all work to be done on a yearly, monthly, weekly and daily basis in accordance with Exhibit A, Data Requirement Item 0005, Janitorial Work Schedule Plan/Weekly and Periodic Building Cleaning Work Assignment Report. The Annual Work Plan should outline specific areas, and schedules indicating day of week and time of day specific work is to be accomplished. The Annual Work Plan must provide details of how the Contractor will ensure protection of all surfaces during cleaning including protection of adjoining surfaces, protection of surfaces around trim and door handles, doors and frames from scrapes, wall base, etc. The Annual Work Plan must also include a janitorial staff presence to maintain continuous cleanliness of the general public access area (including research areas, exhibit areas, halls, restrooms, etc.) of the building during the extended hours that the public has access to the facilities (see PWS paragraph 1.2, Hours of Operation and Public Access, for hours). The Annual Work Plan should also include a carpet maintenance schedule with the frequencies recommended by the industry, manufacturer, or based on the condition of the carpet.
1.3 Draft Quality Control Plan - Shall detail the Contractor’s methodology for mitigating threats, challenges, and risks to performance. This draft Quality Control Plan shall be included with Volume I, Technical Quotation.
1.4 Draft Contract Transition Activities Plan – Shall detail the Contractor’s phase-in and phase-out actions, to ensure the continuity of services. This draft Contract Transition Activities Plan shall be included with Volume I, Technical Quotation.

The Government expects that all personnel or the combination of personnel meet the performance requirements contained in the PWS. These résumés shall be included with Volume I, Technical Quotation.
2. Relevant Past Performance Information---Volume II. For your quotation to be considered complete and eligible for evaluation, Volume II (an original plus four (4) compact-discs (CDs) copies), should be submitted not later than 12:00 PM Eastern Time on July 6, 2011. Format/Medium: an original hard copy plus four (4) compact-disc (CD) copies). NOTE: The Government requests that Enclosure 5, Attachment 1, Relevant Past Performance Questionnaire be forwarded to your references, completed by your references, and returned by your references directly to the NARA Contract Specialist shown below by 12:00 PM Eastern Time on July 6, 2011 (ideally timed to coincide with submission of the Relevant Past Performance volume and allow for verification of reference data prior to receipt of the technical and price volumes).

Failure to submit the required Relevant Past Performance Information (Quotation Volume II and Relevant Past Performance Questionnaires) by the due date mentioned above may result in rejection of the quote unless the Contractor has certified that it has no relevant, directly related or similar past performance experiences.
