EXCAVATED SOIL AND MATERIALS MANAGEMENT PLAN 02220 - 1
SECTION 02220
EXCAVATED SOIL AND MATERIALS MANAGEMENT PLAN
PART 1 - GENERAL
1.1 GENERAL REQUIREMENTS
A. All of the Contract Documents, including General and Supplementary Conditions and DIVISION I - GENERAL REQUIREMENTS, apply to the work of this Section.
B. Examine all Drawings and all other Sections of the Specifications for requirements therein affecting the work of this Section.
C. Coordinate work with that of all other trades affecting or affected by work of this
Section. Cooperate with such trades to assure the steady progress of all work under the Contract.
D. The Contractor shall manage solid waste and contaminated materials encountered in the excavation in a manner that ensures the protection of health, safety, public welfare and the environment. Materials with concentrations of contaminants below and above MCP Reportable Concentrations exist at the site.
The Contractor shall be responsible for all work related to legal off-site disposal of excess and unsuitable materials in accordance with the provisions of the Massachusetts Contingency Plan, 310 CMR 40.0000, 310 CMR 19.000 and all other applicable state and federal laws and regulations including: utilization of LSP-prepared and signed Bills of Lading, Uniform Hazardous Waste Manifests, Material Shipping Records and/or solid waste tracking records; coordination with and transportation to off-site disposal/treatment facilities accepted by the Owner.
The Contractor shall prepare and coordinate use of Uniform Hazardous Waste Manifests as required.
E. The Contractor shall manage groundwater and surface water runoff that is collected, treated or discharged from the site as part of construction in compliance with all applicable provisions of the federal, state, or local laws, regulations, or bylaws, and the criteria of this Section.
F. The provisions specified in this Section may be subject to alterations by the
Owner’s Environmental Consultant based on actual field conditions encountered during excavation activities.
1.2 ENVIRONMENTAL SITE CONDITIONS
A. The site of the JFK Library was a portion of the tidewaters of Dorchester Bay until the early 1950s. By around 1955, an L-shaped dike was constructed of gravel and stone fill into Dorchester Bay. The dike location coordinates well with the existing northern and eastern shoreline. The area within the dike was land filled
EXCAVATED SOIL AND MATERIALS MANAGEMENT PLAN 02220 - 2
with incinerator slag and other refuse until 1962, with subsequent and more significant filling in 1970 and 1971 using miscellaneous refuse and organic soils excavated from the UMass Boston Campus construction project. The original JFK Library was built beginning in 1976. In 1990-91, an addition off the west plaza side of the original library building was constructed.
B. The Contractor is advised that the landfill waste may include remains of previous structures, construction debris, household waste, glass, plastic, metal and other miscellaneous debris, and that landfill gas containing methane and volatile organic compounds exist at the property.
C. A preliminary sampling program has been conducted for the project to obtain chemical test data for the soils slated for off-site removal. The results of this program are summarized in a memorandum entitled “Results of Test Pit Explorations and Preliminary Excavated Materials Management, Proposed Addition to John F. Kennedy Presidential Library and Museum, Boston, Massachusetts,” dated 10 October 2008, prepared by Haley & Aldrich, Inc.
D. Based on the results of the sampling program cover soils (soils above the landfill waste) contain metals (lead and chromium) above MCP RCS-1 Reportable Concentrations and contain Volatile Organic Carbon’s (VOCs), polyaromatic hydrocarbons (PAHs), petroleum hydrocarbons (VPH/EPH), and Polycyclic Biphenyl’s (PCBs) below applicable Massachusetts Contingency Plan (MCP) RCS-1 Reportable Concentrations.
E. Based on the results of the sampling program the landfill waste contains PAHs, petroleum hydrocarbons and metals (lead, chromium, and cadmium) above MCP RCS-1 Reportable Concentrations and contains VOCs and PCBs below applicable MCP RCS-1 Reportable Concentrations. The levels of PAHs and metals are likely associated with the burning operations.
F. The site is associated with DEP’s Release Tracking Number (RTN) 3-1430, which was assigned in 1987. A preliminary assessment form for the site, dated 21 March 1980, indicated a hazard description of “No Hazard/Potential Hazard” and a Final Strategy Determination of “No Action Needed”. DEP considers this reuse of the landfill to be adequately regulated under 310 CMR 19.000, Solid Waste Management Facility Regulations. As a result, the off-site soil management for the site will not require MCP reporting.
G. As the location of the JFK Library was a former landfill, the Massachusetts Solid
Waste Management Regulations, 310 CMR 19.000, apply to reuse of the site.
Prior to commencing work, the Contractor shall be aware of and have reviewed the Conditions within Massachusetts DEP Bureau of Waste Prevention, Division of Solid Waste Management’s approval of the Major-Post-Closure Use of the landfill and shall adhere to all requirements.
EXCAVATED SOIL AND MATERIALS MANAGEMENT PLAN 02220 - 3
1.3 DESCRIPTION OF WORK
A. The Owner's Environmental Consultant has undertaken a preliminary subsurface exploration and soil sampling program on behalf of the Owner. The memorandum titled Results of Test Pit Explorations and Preliminary Excavation Materials Management, dated 10 October 2008, prepared by the Owner’s Environmental Engineer and included in the Specification documents summarizes the analytical data on the general quality of materials to be excavated. The Contractor shall be aware that certain concentrations of chemical constituents are present in the soil and landfill waste at the site.
B. This Section provides procedures and requirements for excavated soil management activities to be conducted during excavation for the building, utilities, and foundation construction. Material classification, stockpiling, off-site transportation, off-site disposal and treatment, on-site reuse, dust control measures, and contingencies are also included. The following work shall be undertaken by the Contractor:
1. The Contractor shall be responsible for material excavated for all below-grade construction, including general excavation, utility trenching, and other excavations including pre-excavation material.
2. The Contractor shall excavate, manage, handle, segregate, stockpile, store, load, treat, recycle, reuse, transport, discharge, and/or dispose of contaminated materials in compliance with the provisions of 310 CMR
19.000 (on-site handling and reuse), 310 CMR 40.0000 (off-site disposal), 310 CMR 30.0000, and all other applicable Federal, State, and Local laws and regulations and bylaws, and the criteria of this Section.
