October 3, 2007 Memorandum for Record
Justification of Mileage Restriction
Exhibit Fabrication and Installation National Archives and Records Administration seeks to include in it RFP a mileage restriction of 120 miles for the following reasons:
- Conducting meeting with fabrication contractors requires many face-to-face meetings; many times, the Government must travel to the contractor’s plant: this can be expensive in terms of Government time and Government travel dollars. For example, to take care of business that should only take an hour at a contractor’s plant, the Government would incur unnecessary travel cost and a loss in productive man-hours.
- A great amount of exhibit work will be accomplished on the Archives I premises, a contractor traveling from greater distances than 100 miles may incur travel cost that will be passed on the National Archives. Being a competitive IDIQ type contract, Contractors outside of the 120 mile radius, due to travel cost, would not be competitive on orders.
- Occasionally, contractors may be asked back to fix a defect in workmanship/quality; due to the high-visibility the government can not wait excessive periods of time for the contractor to attend what should normally be a short meeting or quick fix.
- We expect at least 5-6 task orders issued per year, averaging $25,000, sometimes as low as $5,000. The average cost of the task orders is expected to increase significantly if contractors out side of the radius restriction.
- GSA and CCR both list a prominent number of contractors in a 120 mile radius of the Archive I Building. These vendors will be aggressively pursued to provide a proposal in response to the National Archives solicitation.
