TECHNICAL SPECIFICATIONS

1. GENERAL REQUIREMENTS:

The Contractor shall furnish all labor, supervision, materials, supplies, equipment, tools, and transportation required for maintaining six elevators, in a continuously safe, reliable, and satisfactory operating condition and to perform all inspections and testing as required. Five (5) assets are located at Naval Air Station Meridian, MS, and one (1) asset is located at Outlying Joe Williams Field, Kemper County, MS. The Contractor will provide recurring monthly services and non-recurring/on-demand repair services to the Government in exchange for compensation. The Contractor must conduct operations in compliance with the contract Performance Work Statement (PWS), the American Society of Mechanical Engineers (ASME) Safety Code for Elevators and Escalators (A17 series), and all applicable local, state, and federal regulations.

1.1 RECURRING MONTHLY PREVENTATIVE MAINTENANCE EVENTS:

The Contractor shall develop and implement a complete maintenance program for the elevators referenced herein. The Contractor shall conduct monthly inspections and systematic examinations, perform equipment adjustments, as well as clean and lubricate elevators as required. No less than 15 days after contract award or the exercise of an option the Contractor will prepare and submit a yearly recurring service schedule to the Government for review and approval. Monthly completion reports shall be submitted by the 5th day of each month. All essential repairs or maintenance efforts needed to sustain satisfactory operability of the elevators shall be performed and documented by the Contractor.

1.2 NON-RECURRING REPAIR SERVICES (SERVICE CALLS):

In addition to the recurring monthly maintenance events referenced above, the contract includes line items for Government initiated ordering of non-recurring repair services. Non-recurring repair services, also referred to as, "service calls", are intended to be used for addressing unforeseen repairs that arise outside of monthly preventative maintenance service events. Non-recurring service items classify as either non-recurring "Urgent" or "Emergency" service calls. Non-recurring service items are not guaranteed and are contingent upon service needs of the Government. Contract funding balances obligated to non-recurring service items which are not expended during a yearly period will be de-obligated from the contract and returned to the Government at the end of each year. Only the Contracting Officer or Contracting Officers Representative are authorized to initiate "urgent" or "emergency" service calls. The maximum service call ordering quantity during a yearly performance period are (12) urgent and (4) emergency. The estimated yearly quantity cited in the contract for emergency and urgent service calls is based on Government historical data.

Interested offerors must pre-price both urgent and emergency service calls in their offer to be considered for award.

Unless otherwise specified, the Contractor has full financial responsibility for any work up to the service call liability limit of $2,500.00. The liability limit covers direct labor and direct material costs for each individual service call, regardless of the category. The Government will only pay for the portion of direct labor and/or direct material that exceeds the urgent or emergency service call limits of liability. However, the contractor is required to notify the Government in writing of the direct labor or material costs which exceed the liability limit of $2,500.00. The contractor's notification must be accompanied with an itemized quote which identifies all costs up to the liability limit and those costs which exceed the liability limit, as well as any supplier quotes needed to justify excess material costs. The contractor must obtain written consent from the Contracting Officer before it is authorized to proceed with any repair work exceeding the $2,500.00 liability limit.

1.2 (a) NON-RECURRING URGENT SERVICE CALLS:

Service work generated by Government representatives and defined as other than emergency type. Such work shall be accomplished during hours of regularly scheduled working days. Work, once commenced, may be interrupted at the end of a scheduled working period and completed the next working day. The mechanic shall report for urgent service work within 24 hours of receipt of notification by the Contracting Officer (KO) or Contracting Officers Representative (COR). When responding to urgent service work requests, the contractor shall perform inspections, systematic examinations and adjustments, cleaning and lubrication as necessary. The Contracting Officer or designated representative shall order all service work.

1.2 (b) NON-RECURRING EMERGENCY SERVICE CALLS:

An emergency service call shall consist of work generated by Government representatives and can be defined as one in which a condition exists that presents an immediate danger to personnel or threatens to impair the mission of the base. Examples include but are not limited to: personnel "trapped" inside an elevator, fire damage involving either an elevator car or hoistway, or equipment operating in an unsafe or dangerous manner. A mechanic shall be on the job ready to service the elevator within (2) two hours of receiving an emergency service call, 24 hours a day, 7 days a week, to include official federal holidays. After receiving a request for non-recurring emergency services, the Contractor shall work continuously until the elevator is operable/restored to a safe condition.

1.2 (c) NON-RECURRING SERVICE WORK COMPLETION:

The following completion schedule applies to all non-emergency service call and repair work:

For service calls which do not exceed the liability limit of $2,500.00 work shall be carried through to completion upon commencement of the work.

For service calls anticipated to exceed the liability limit of $2,500.00 the Contractor will be allowed one day to notify the Government and obtain Contracting Officer consent to the excess repair costs, plus one day to acquire materials/parts.

After procuring the part, work shall commence and continue uninterrupted until completed.

The Contractor must obtain a minimum of two supplier quotes when either, the total costs of the parts for a single repair are over $500.00, and, or the Contractor cannot obtain the part within the time allotted.

If the Contractor has not secured the part within the allowed time, then the Government reserves the right to (a) find a source for the part and require the Contractor to purchase the part from that source, or (b) to accomplish the work by other means in accordance with section 22 of this document, titled "CONSEQUENCES OF A CONTRACTOR FAILING TO PERFORM".

1.3 ONE-TIME CATEGORY 5 TEST (5-YEAR FULL LOAD TEST):

During the Base Period of performance, the Contractor shall perform a one-time ASME A17 series Category 5 (CAT 5) full load test on the two (2) contract elevator assets located within Air Traffic Control Towers (ATCT). Specifically, these assets are the ATCT elevator located at Naval Air Station (NAS) Meridian, Mississippi, and the ATCT elevator located at Outlying Joe Williams Field in Kemper County, Mississippi, as identified in the inventory list of this Performance Work Statement (PWS).

The Contractor shall coordinate and perform all CAT 5 testing in the physical presence of the designated Navy Elevator Inspector. Prior to the commencement of onsite services, the Contractor shall submit a proposed testing and performance schedule to the KO and COR for joint written approval.

To be considered for award, offerors must pre-price this requirement under Contract Line-Item Number (CLIN) 0004. The proposed price for CLIN 0004 shall encompass all direct labor, specialized equipment, materials, and associated indirect costs necessary to execute the CAT 5 testing for the two (2) designated assets. Any proposal that fails to provide a price for CLIN 0004 shall be deemed incomplete and ineligible for award.

ASME A17 CAT 1 and CAT 5 testing are separate and distinct compliance requirements that the Contractor shall satisfy independently; CAT 5 testing shall not be used to bypass or skip annual CAT 1 obligations. Accordingly, the Contractor shall continue to perform annual Category 1 (CAT

1) testing for all six (6) elevator assets covered under this contract. All costs associated with annual CAT 1 testing shall be incorporated into the proposed monthly rates for the recurring service CLINs (CLIN 0001, 0005, 0008, 0011, and 0014). CLIN 0004 is strictly dedicated to the level of effort and costs essential to executing the CAT 5 full load testing requirements.

2. SERVICE LOCATIONS:

Of the six elevators serviced in connection with the subject contract, five are located at Naval Air Station Meridian, Mississippi (NASMER) and one at Outlying Joe Williams Airfield (OLJWF) in Kemper County, Mississippi. OLJWF is located approximately 40 miles north of Naval Air Station Meridian.

3. LENGTH OF CONTRACT:

The contract consists of a base year and four outlying option years. The contract has a potential duration of five years. The base year begins on the date of contract award and expires after one year (365 days), unless the Government elects to exercise the next available option period which extends the contract for one year. Outlying option years are not guaranteed. While the Government intends to exercise each option year the decision to exercise an outlying option is contingent upon continuing Government needs and the Contractor's ability to maintain satisfactory performance during the prior period. If the Contractor routinely exhibits unsatisfactory service performance the Government can forgo exercising future option years, allowing the contract to expire.

Although options are not guaranteed, this is a firm fixed price contract which necessitates an offeree pre-price the base year and all outlying options in its offer. Any offeror who fails to provide pricing for the base year plus all options is considered ineligible for award. All priced items are incorporated into the contract at award and shall remain fixed throughout the life of the contract. Post-award price changes related to insufficient, deficient, or omissions in pricing are prohibited.

4. APPLICABLE DOCUMENTS AND REGULATIONS:

The applicable section, specifications and standards of the issues referenced below as well as any future addendums, changes, or revisions, shall apply to this specification as required. All current and future versions of the policy documents listed below are considered incorporated into this contract. It is the contractor's responsibility to familiarize itself with all applicable specifications, references, citations, and source documents expressed within the policies below and to request that the Government clarify any specification items that cannot be acquired elsewhere.

Rails on which a lubricant is used shall be cleaned down at least once a year. When necessary, a nonflammable or high-flash-point solvent is used to remove excess lubricants, lint and dirt which will accumulate on them, and which present a hazard in case of fire in the hoist-way. Where sliding-type safety is used it is important that guide-rail lubricants or pre-lubricated or impregnated guide-shoe gibes where used, be a type recommended by the manufacturer of the elevator which will not reduce the holding power of the car safety.

Rust-preventative compounds such as paint, mixtures of graphite and oil are similar coatings should not be used as they may interfere with and in many cases will prevent proper operations of the car safety to function. If it is considered necessary for any reason to use any of these substances, the manufacturer of the elevator should be consulted before applying it.

All moving parts of car-safety mechanisms shall be kept clean and free of rust and dirt and shall be lubricated at frequent intervals. This is especially important where the equipment is exposed to water or corrosive vapors or excessively damp conditions, as corrosion or rusting of the parts may prevent operation of the safety. Controller contractors and relays shall be kept clean and free from dirt and shall be lubricated, when necessary, as recommended by the manufacturer.
