1. Price Evaluation Factors
• Total Evaluated Price: Calculated as the sum of the base year and all outlying option years (CLINs 0001 to 0016) per FAR 52.217-5. The lowest priced technically acceptable offer supplied in response to solicitation N6945026Q0008 will receive subsequent award.
• Price Reasonableness: The Government may utilize competitive price comparisons, comparisons to the Independent Government Estimate (IGE), and historical pricing data.
• Unbalanced Pricing: Offers with materially unbalanced pricing between CLINs or performance periods may be rejected.
2. Past Performance Factors
• Evaluated on a Yes/No basis. Yes, the offeror supplied proof of past performance or no, the offeror did not supply proof of past performance
• Offers will not be ranked by project size, complexity, or value of past performance.
• Note: If the lowest priced, technically acceptable small business lacks a past performance history, the Contracting Officer will refer the matter to the Small Business Administration (SBA) for a Certificate of Competency (COC).
