About this file

This document is a Pre-Proposal Inquiry (PPI) Log for an Elevator Maintenance Services contract (Solicitation Number N6945025RFW03) at Naval Air Station Joint Reserve Base Fort Worth, Texas. The PPI log contains three formal inquiries from potential contractors regarding elevator maintenance requirements, including questions about load testing schedules, pricing documentation, and service call expectations. The government responses clarify that the contract involves maintaining 11 elevators, with anticipated 1-2 repair calls and approximately 2 service calls per month, and requires semi-annual, annual, and 5-year load testing (with tests scheduled for January 2026 and January 2030). The solicitation is being conducted by the Department of the Navy Naval Facilities Engineering Command under simplified procedures for commercial items, with the intent to issue a single award for comprehensive elevator maintenance services.

08.08.2025Enclosure 4/PWS 3.4.3Regarding the 5 year load testing, will all elevators be performing that test during the base year? It's listed to be priced for the base year, however options year 1 has 5 year load test pricing, and the PWS states the testing will be completed in 2030. Let me know your thoughts. Our 5 year load testing is due in Jan2026. Then it will be due again in Jan 2030. all 11 elevators are load tested at these times. You wiil be required to perticipate in all semi annual, Annual and % year inspections.N0001
08.08.2025Enclosure 4/PWS Page 64There are some inconsistencies on the pricing document on the PWS and the Excel pricing sheet (Inspection quantities & unit price labor is already priced). Should we disregard the PWS pricing differences? The document in the PWS is just an example of how you submit pricing. The ELIN spreadsheet provided has yellow highlighted fields with instructions for filling out this information.N0001
08.15.2025Enclosure 4/PWS 3.2 & 3.3Regarding the repair and service call pricing, are you all asking for hourly billing rate or an estimated value? With the monthly quantity being 12 (once a month) how should we quantify that rate? (i.e. four hours per visit each month?) These things can vary. Let us know your thoughts. Thank you!Due to the age of the elevators, you can expect approximately 2 service calls per month. Some months may have 2, some may have 0, and some may have 3. You can also expect 1-2 calls per month for repairs to the elevators. A value that captures your rates for this level of service is what is expected on a monthly basis. The unit price captures the "per month" amount.N0001
