About this file
This document contains questions and answers regarding the solicitation for armed roving patrol guards at Comalapa Air Base in El Salvador. The solicitation seeks proposals for security services including manned mobile patrol units comprised of one guard/driver and one bilingual senior guard. Offerors must factor all pricing risks into their firm fixed-price quotes as there is no economic price adjustment provision. Acceptable communications equipment, weapons, and vehicles can be used provided they are fully functional. Diesel-powered pickup trucks are permitted. The Navy requires 12,000 km of monthly patrols and pressed clean uniforms without a stipend. Weapons and qualifications for guard posts are further detailed. The proposal due date was extended to August 24, 2023 with submissions required through the PIEE solicitation module.

14 8/4/2023 RFP 1 SF 33 N/A Would the Contracting Office please allow proposal submission via email, and not just PIEE? We have had difficulty submitting proposals through PIEE in the past.
Per DoD policy, electronic quotes must be submitted via the "Solicitation Module" in Procurement Integrity Enterprise Environment (PIEE). Attachment N6945023Q0018_PIEE_Solicitation_Module_FAQs_0002.pdf has been provided via Amendment 0002 to assist vendors with any questions, including technical/troubleshooting, that may arise while using the solictation module.
15 8/4/2023 RFP 1 SF 33 N/A Would the Contracting Office please extend the proposal deadline by an additional 1-2 weeks to allow bidders sufficient time to review the Q&A and any subsequent amendments?
The quote due date and time has been extended to 2:00 PM EDT, Thursday, 24 August 2023 via Amendment 0002.
16 8/4/2023 N/A N/A N/A Will the resulting contract include any kind of equitable adjustment or economic price adjustment clause, such that the Contractor would be able to seek reimbursement for an unexpected increase in wages (for example, if the minimum wage or fuel prices should increase unexpectedly)? We strongly suggest that this language be included due to the significant fluctuations in fuel prices that have been taking place recently and the tendency of the El Salvador government to enact steep increases in the minimum wage without prior warning, all of which leave the Contractor vulnerable to losses.
No. The RFQ and resulting contract will not include any kind of equitable adjustment or economic price adjustment clause.
This is a firm-fixed price contract; therefore, offerors should factor all pricing risks into their quote. Price adjustments based on varying prices, including fuel fluctuations or foreign government wage increases will not be considered.
