CLIN 0001 - BLDG 4777G STANDBY GENERATOR AND ATS

1. GENERAL REQUIREMENTS

a. The contractor shall provide all labor, materials, equipment, tools, transportation and management necessary to accomplish the project. Report any unforeseen findings to the attention of the Contracting Officer’s Representative (COR) assigned to the project. The COR is the individual designated as the authorized representative of the Contracting Officer. The COR is responsible for monitoring performance and technical management of the effort required and should be contacted regarding questions or problems of a technical nature. The COR will be the CM, ET, and/or PAR assigned to the project. Materials mentioned herein shall be the same or equal to specified manufacturer and or in quality. Contractor shall verify, provide, design, procurement, demolition, construction, and installation services.

2. SCOPE OF WORK

a. BACKGROUND: The fuel pumps for the refueling trucks near B4777 do not have a backup power supply. Additionally, B4777 does not have a backup power supply. This project’s objective is to provide backup power supply to these facilities by installation of a new diesel engine generator, automatic transfer switch (ATS), concrete pad, bollards, and wiring. See Figure 1 for general site orientation.

b. GENERATOR: Provide and install a new 120/280V, 3-phase, 60kW or greater (at .8 power factor), 60-Hz AC output, standby Diesel Engine Generator with above ground integral in-skid sub-base 150-gallon fuel tank. Fuel tank must be double-walled. Install

IAW manufacturer’s instructions and NAVFAC Environmental criteria shown in Figure 2.

Generator must meet UFC 3-540-01 criteria.

c. CONCRETE PAD: Install an 18-inch deep, dual-mat, cast-in-place, reinforced concrete-on-grade maintenance pad. The generator shall be anchored to the maintenance pad to be capable of withstanding 137 mph winds, per UFC 3-301-1 (2013) STRUCTUAL ENGINEERING. Secure generator and fuel tank assembly to concrete pad via epoxied dowels. See Figure 3 for an example.

(1). Reinforcing: install a double rebar mat of #4 spaced at 12-inches x 12-inches on both top and bottom. Ensure 2-inches of clearance from top of slab and at least 3-inches from bottom of slab. Ensure pad extends a minimum of 1-foot past the edge of generator footprint on all sides of the generator. Provide dimensions used for bid. See Figure 3 for an example..

d. BOLLARDS: Provide and install 2 removable bollards to prevent inadvertent contact by vehicles. Bollards should be a minimum of 4-inches in diameter and should not interfere with engine-generator maintenance. See Figure 4 for an example.

e. ATS: Provide and install new Automatic Transfer Switch and associated hardware to properly secure unit inside building in room 105 of building 4777G. Automatic transfer switch shall be rated for total system transfer and have the current and voltage ratings as indicated. See Figures 5 and 6 for approximate location.

f. WIRING: Provide and install new phase-colored power wiring in new conduit between the generator and the ATS. Provide and install new control wiring between the generator and the ATS in conduit which is separate from the conduit which carries the power wiring. Refer to electrical specifications below. Note: The generator shall not directly share a common neutral with the transformer to prevent inadvertently energizing the transformer through the neutral wire (i.e., they should be electrically separated through the 4th-pole of the ATS).

g. Provide manufacturer product information sheets and specifications for all materials installed during the duration of this project.

h. The contractor is additionally responsible for the following:

(1). Make all final generator and utility connections to the ATS – de-fuel and de-energize generator before making any connections.

(2). Commission the generator to ensure the generator and ATS function properly.

Conduct commissioning IAW all applicable reference documents and manufacturer’s specifications.

(3). Provide shop drawings that depict a minimum of reinforcement details, bollard placement and size, generator placement, electrical connections, and location of generator pad.

(4). Provide and install separate grounding systems for the generator and for the fuel tank that meet UFC/NEC 3-540-01 (2014) requirements.

(5). Make all final generator and utility connections to the ATS – de-fuel and de-energize generator before making any final connections.

(6). Restore all site conditions to pre-existing.

(7). DEMOLITION WORK

(a). Contractor will be required to saw cut asphalt and/or concrete in order to place concrete slab for the engine/generator set and sub-base fuel tank. There are known utilities in the vicinity of the site which must be properly located prior to excavating.
