RE: Lead Inspection at Kingsville Naval Air Station– BLDG 4777

Building 4777 timothy.zoellick Typewritten Text

ENCLOSURE 1 - LEAD BASED PAINT REPORT

INSPECTION AND ANALYSIS (Asbestos)

The primary purpose of this survey was to locate, sample and analyze suspect ACM in the facility

In accordance with the Texas Asbestos Health Protection Rules (TAHPR), a minimum three samples were collected for each homo-geneous areas. Suspect materials were placed in an impermeable bags and shipped to the laboratory. The samples were analyzed by San-Air Technologies Laboratory. EPA recommended methods was used as listed in EPA/600/M4-82-020; R-93/116, July 1993

“Method for the Determination of Asbestos in Building Materials, Polarized Light Microscopy (PLM). A total of __________.

ASBESTOS NESHAP (40 CFR PART 61 SUBPART M)

The National Emission Standard for Asbestos is a subpart to a broader class of Clean Air Act requirements under the

NESHAPs. The Asbestos NESHAP is primarily concerned with the application, renovation, demolition, and disposal of ACM. The regulation defines ACM as containing greater than 1 per-cent (%) asbestos as measured by polarized light microscopy. The Asbestos NESHAP requirements include:

Project-specific surveys

Written notification to prior to renovation or demolition work

Destructive testing for demolition (or renovation with demolition)

Wetting of ACM during removal

Proper disposal of waste, including Waste Shipment Records

REGULATORY OVERVIEW

The Occupational Safety and Health Administration (OSHA), the U.S. Environmental Protection Agency (EPA), and the

Texas Department of State Health Services (DSHS) are the regulatory agencies that govern this project. The five primary regulations enforced by agencies that govern various activities relating to ACM (such as inspection, sampling, analysis, assessment, abatement, operation and maintenance, etc.) are as follows:

Asbestos Hazardous and Emergency Response Act (AHERA) of 1986

National Emission Standards for Hazardous Air Pollutants (NESHAP)

The Construction and General Industry Standards for Asbestos (as codified by

Federal OSHA)

Texas Asbestos Health Protection Act

Title 25, Chapter 295, Section (§)295.31-§295.73 of the Texas Administrative Code

(TAC)

The EPA regulations are included within the NESHAP and AHERA regulations, which are contained in 40 CFR Part 61, Subpart M, and 40 CFR Part 763, Subpart E, respectively.

INSPECTION AND ANALYSIS (Lead)

A total of three (3) samples were collected and analyzed for lead. Analysis was conducted by ________________ ac-credited by the American Industrial Hygiene Association (AIHA) lead program. Samples were analyzed by the US EPA

SW846 7420/3050B method.

FINDINGS (Lead)

Sample results are shown in the following tables:

Sample Number Description/Location Lead Content(% by weight)

Note: The OSHA Lead in Construction Standard, 29 CFR 1926.62, is invoked if any lead is present in the sample. Lead-free paint is defined as <0.009% by weight timothy.zoellick

DISCUSSION (Lead)

The Occupational Safety and Health Administration (OSHA) Code of Federal Regulation (CFR) 1926.62 regulates all construction work where an employee may be occupationally exposed to lead. Construction work is defined as work for construction, alteration and/or repair, including painting and decorating. OSHA CFR 1926.62 requires that employers who have a workplace or operation covered by the lead standard shall initially determine if any em-ployee may be exposed to lead at or above the action level of 30μg/m3 based on an 8-hour Time Weighted Expo-sure (TWA). In addition an employee exposure assessment may be required to prove that the lead related activity is within the Permissible Exposure Limit. Prior to commencing work, any contractors/employees which fall under this requirement should be notified to ensure federal compliance. It includes but is not limited to the following:

• Demolition or salvage of structures where lead or materials containing lead are present;

• Removal or encapsulation of materials containing lead;

• New construction, alteration, repair, or renovation of structures, substrates, or portions thereof, that contain lead materials;

• Installation of products containing lead;

• Lead contamination/emergency cleanup;

• Transportation, disposal, storage, or containment of lead or materials containing lead on the site or location at which construction activities are performed, and maintenance operations associated with the construction activities described in this paragraph.

CONCLUSIONS (Lead)

Based on this survey, the following can be concluded:

1. Laboratory analysis indicated lead levels below the reportable limits and well below the EPA’s criterion of LBP as 0.5% by weight, (5,000 ppm).

2. The survey was limited to the areas and materials identified in this report.

RECOMMENDATIONS (Lead)

Comprehensive surveys investigations can not completely eliminate the possibility of hazardous material some ma-terials may have been overlooked or not discovered. Presumed materials were laboratory tested to define contami-nation. Public Works used professional judgment in gathering and analyzing building materials through a compe-tent person.

SURFACE PREPARATION

WARNING! Removal of old paint by sanding, scraping or other means may generate dust or fumes that contain lead. Exposure to lead dust or fumes may cause brain damage or other adverse health effects, especially in children or pregnant women. Controlling exposure to lead or other hazardous substances requires the use of proper protective equipment, such as a properly fitted respirator (NIOSH approved) and proper containment and cleanup. For more information, call the National Lead Information Center at 1-800-424-LEAD (in US) or contact your local health authority.

Do not use hydrocarbon solvents for cleaning.

Iron & Steel - Minimum surface preparation is Hand Tool Clean per SSPC-SP2. Remove all oil and grease from surface per SSPC-SP1. For better performance, use Commercial Blast Cleaning per SSPC-SP6. Primer recommended for best performance.

Aluminum - Remove all oil, grease, dirt, oxide and other foreign material per SSPC-SP1.

Galvanizing - Allow to weather a minimum of six months prior to coating. Solvent Clean per SSPC-SP1. When weathering is not possible, or the surface has been treated with chromates or silicates, first Solvent Clean per SSPC-SP1 and apply a test patch. Allow paint to dry at least one week before testing adhesion. If adhesion is poor, brush blasting per SSPC-SP16 is necessary to remove these treatments. Rusty galvanizing requires a minimum of Hand Tool Cleaning per SSPC-SP2, prime the area the same day as cleaned.

Concrete and Masonry - For surface preparation, refer to SSPC-SP13/NACE 6 or ICRI 03732, CSP 1-3. Surfaces should be thoroughly cleaned and dry. Surface temperatures must be at least 55°F before filling. If required for a smoother finish, use the recommended filler/ surfacer. The filler/surfacer must be thoroughly dry before topcoating per manufacturer's recommendations. Weathered masonry and soft or porous cement board must be brush blasted or power tool cleaned to remove loosely adhering contamination and to get to a hard, firm surface. Apply one coat Loxon Conditioner, following label recommendations.

Wood - Surface must be clean, dry and sound. Prime with recommended primer. No painting should be done immediately after a rain or during foggy weather. Knots and pitch streaks must be scraped, sanded and spot primed before full coat of primer is applied. All nail holes or small openings must be properly caulked.

Previously Painted Surfaces - If in sound condition, clean the surface of all foreign material.

Smooth, hard or glossy coatings and surfaces should be dulled by abrading the surface. Apply a test area, allowing paint to dry one week before testing adhesion. If adhesion is poor, additional abrasion of the surface and/or removal of the previous coating may be necessary.

Retest surface for adhesion. If paint is peeling or badly weathered, clean surface to sound substrate and treat as a new surface as above. Recognize that any surface preparation short of total removal of the old coating may compromise the service length of the system.

APPLICATION PROCEDURES

Apply paint at the recommended film thickness and spreading rate as indicated on front page.

Application of coating above maximum or below minimum recommended spreading rate may adversely affect coating performance.

SAFETY PRECAUTIONS

Refer to the SDS sheets before use. FOR PROFESSIONAL USE ONLY.
