Reference: Corporate Experience "At least one of the offeror's submitted projects must demonstrate experience self-performing or managing a multifunction support services (or equivalent) contract; that is, a project that contains two or more services that are similar to those described in the performance work statement/specifications of the RFP", "If the JV does not have such experience, relevant projects shall be submitted for each JV member."
Questions: Are all relevant projects submitted for each JV member required to contain two or more services that are similar to those described in the performance work statement/specifications of the RFP? Can the Government clarify?
On: Apr 12 2019.
Government Response. . Factor 1, Corporate Experience, has been revised. See Amendment 0002.
If the offeror is a JV and does not have recent, relevant projects that were completed by the JV entity, submit at least one relevant project for each JV member. Relevant projects include those that demonstrate the capability to perform services similar in size, scope and complexity to those described in the performance work statement/specifications of the RFP with a contract value of $2,000,000 per year or greater and shall be: 1) ongoing with at least 12 months of contract performance completed by the date of receipt of proposals, or 2) shall be completed within the last seven (7) years.
There is an additional solicitation submittal requirement for Factor 1 that at least one of the offeror's submitted projects must demonstrate experience self-performing or managing a multifunction support services (or equivalent) contract. On: May 07 2019 Current Request Status: Request Closed

Hard surface flooring not suitable to spray cleaning and buffing is scrubbed by hand or machine.
Is it the USG's intent that the contractor scrubs concrete and Terrazine Floors or was this statement simply for Ceramic Tile? Scrubbing Terrazine floors would damage the coating as would scrubbing concrete as it will remove the portland from the agregate
On: Apr 16 2019.
Government Response. . This is a performance based requirement. The Contractor is responsible for determining the approach/methods to meet the performance objectives and standards.

The Contractor shall submit by paying acidity, the total tabulated tonnage disposed of and/or recycled each month, per Annex 0200000 Section F.
Roll Off Containers are able to be weighed and that weight provided to the customers. Front load containers are not collected in the same manner and it is much more costly to provide weights for each container. These container sizes are typically 8 CYD and below. Is it the USG's intent to have all refuse containers weighed individually?
On: Apr 16 2019.
Government Response. . The requirement is for the Contractor to submit the total tabulated tonnage disposed of and/or recycled each month by paying activity, per Annex 0200000 Section F.

The East side of the airfield was previously semi-improved and fell under BASH requirements. The new solicitation has the entire area as COL 3 Fields
According to Section J-1503050-06 (NAS JAX Base Map) the entire east end of the airfield is COL 3 Fields. This area is therefore not a BASH area and does not require trimming around airfield lights or other upgrades. Was this the USG's intent? This area is quite "rough" and does not remotely resemble the definition for Improved Grounds within J-1503050-01 - Improved grounds apply to areas within the built-up section of an installation which contains lawns, fields and landscape developed as parade grounds, drill fields, athletic facilities, cemeteries, golf courses (except roughs), and similar areas, and include the maintenance and care of ornamental and decorative growth, such as shrubs and flowers and other plantings that are appurtenant to and within lawn areas.
On: Apr 16 2019.
Government Response. . No. The specification has been revised. See RFP Amendment 0002, Section J, Sub-Annex 1503050, Attachments J-1503050-06 Grounds Maintenance and Service Areas pages 105-106 of 119, and J-1503050-07 Grounds Maps. On: May 08 2019 Current Request Status: Request Closed

Trimming Definition
Within the definitions and acronyms, trimming (turf) is defined as = Removal of unwanted vegetation around trees, shrubs, flower and shrub beds, cultivated areas, poles, walls, valves, and other similar objects to match the height and appearance of the surrounding grass. Does the USG wish for the vegetation to be removed or trimmed as these are two distinctly different services.
On: Apr 16 2019.
Government Response. . The requirement remains as stated in the RFP. Trimming shall be performed in accordance with the definition provided in Section J, Sub-annex 1503050, Attachment J-1503050-01. On:

Ornamental Tree Maintenance an ornamental tree is "A tree cultivated for its beauty rather than for use. It is usually a small flowering tree used for understory or massed in the open for color and texture". There are several species of trees on Improved Grounds Areas, mass majority of which are not ornamental. Does the USG have any data on the number of ornamental trees that are required to be on contract?
On: Apr 16 2019.
Government Response. . The number of ornamental trees is not available. The specification has been revised to include the following informational note: All species of palms regardless of size; all species of crepe myrtles regardless of size; and other trees up to 6" caliper are considered ornamental trees.

Shoreline Maintenance
Within this spec item the PWS states - Control weeds, saplings and brush on riprap to ensure no new growth. Is it the USG's expectation that the shorelines will be rendered into a state where vegetation cannot grow back or is the expectation for vegetation to be removed as it begins to grow back? The Performance Standard provides nothing except to say "Maintain shoreline and riprap as required."
On: Apr 16 2019.
Government Response. . Within the shoreline maintenance area there are areas of riprap and there are areas where the shoreline naturally borders the river. The Contractor is required to maintain vegetation along the shoreline (where riprap is not present) to the height requirements of the adjacent parcel. In areas where there is riprap, the Contractor is required to "control weeds, saplings and brush on riprap to ensure no new growth". In either instance, mowing and/or weed-eating are not practical means of performance.
This is a performance based requirement; the decision to use pesticide or manual methods to control vegetation within the riprap is the Contractors'. See RFP Amendment 0002, Section C, Sub-Annex 1503050, Spec Item 3.1.7, page 91 of 100. On: May 09 2019 Current Request Status: Request Closed

The Contractor shall maintain ammunition storage areas free of all debris, trees, and vegetation height shall not to exceed 8 inches in accordance with operational requirements.
The NAVSEA OP-5 received, does not have vegetation being maintained at 8". Is there a more current NAVSEA OP-5 where the 8" requirement can be found or was this a typo?
On: Apr 16 2019.

Anti-Terrorism Force Protection (ATFP) - The Contractor shall maintain a 30 feet clear zone on the inside of the fencing and a 20 feet clear zone on the outside of the fencing.
In a majority of areas around NAS JAX, there are mere inches between the perimeter fence and often times, dense vegetation, trees and even swamp. Is the expectation to clear these areas out to 20' and then maintain?
On: Apr 16 2019.
Government Response. . Yes. The specification has been revised to indicate the ATFP areas on the south perimeter. See RFP Amendment 0002, SECTION J, Sub-Annex 1503050, Attachments J-1503050-06 Grounds Maintenance and Service Areas pages 105-106 of 119, and J-1503050-07 Grounds Maps. On:

Vegetation within 10' of airfield pavements, lighting, junction boxes, taxiway signage and other airfield improvements shall be maintained below 3".
Most of the grasses around the Airfield is Bahia and the grounds are not close to level. How does the USG intend to maintain the grasses at below 3" and still maintain the health of the turf? Most of what will be left in these areas is dirt, is this truly the USG's intent?

We know that there are several areas of wetlands located throughout the Airfield, Weapons and pretty much the SE perimeter. For instance, there is a 29.94 Acre Freshwater Forested/Shrub Wetland classified as PFO4/1C which is a Palustrine system with the water table is saturated to the surface during the growing/wet season taking up a good portion of the east side of the airfield. Wetlands are typically protected with rules as to what can and cannot take place. Does the USG maintain the requirements for protecting our nations wetlands as per Section 404 of the Clean Water Act? What are the expectations with the litany of wetlands spread around NAS JAX become saturated? Are there any special requirements for motorized equipment "servicing" these areas?
On: Apr 16 2019.
Government Response. . The U.S Navy is subject to Section 404 of the Clean Water Act and is therefore prohibited from removing or adding sediment to a wetland without a permit.
Wetland information is publically available through a number of sources including https://www.fws.gov/wetlands/data/Mapper.html. As stated in the question, portions of the contract involve grounds maintenance of permitted wetlands. All caution shall be taken to avoid making permanent alterations to the existing wetlands beyond those detailed in this performance work statement.
The existing vegetation may be cut and maintained, but shall not be bulldozed, scraped, or otherwise removed in a manner that will displace the existing soil. The contractor shall only use methods and equipment that do not cause displacement of soil by any means, including tire ruts. On: May 08 2019 Current Request Status: Request Closed

On: Apr 16 2019.
Government Response. . Yes. Pesticide use for grounds maintenance is included in Sub-Annex 1503050. See RFP Section C, Sub-Annex 1503050 Spec Item 2.3.5, page 83 of 100 and RFP Section J, Sub-Annex 1503050, Attachments J-1503050-09 through J-1503050-11 on pages 110 through 119.

However, COL 2 (Prestige) is not listed within Pest Control J-1503020-06 as an area under Pest Control (which includes Herbicide application) which seems to indicate herbicides are not to be used within the plant beds on this contract and the beds are to be cleaned only Semi-Annually.
