“RFP N69450-19-R-0505, IDIQ DB/DBB PANHANDLE ROOFING MACC, ATTN: YARITZA ACTON and
AMY ZOBEL, MACC CELL, DO NOT OPEN IN MAIL ROOM.”
Offerors shall ensure that proposals are received by mail or hand delivery to the NAVFAC Southeast facility no later than the date and time stated in Block 13 of the SF 1442. Ultimately, it is the offeror’s responsibility to ensure timely proposal submission to the specified location. This includes allowing a reasonable amount of time for delivery of the proposal.
Offerors intending to hand-deliver the proposal are cautioned that this NAVFAC Southeast facility is located aboard Naval Air Station (NAS) Jacksonville, a secure military base with heightened security and access requirements.
Hand-carried proposals will require access to NAS Jacksonville.
An offeror risks the late receipt and rejection of a proposal where it delays delivering its proposal until the last few minutes before the time set for receipt of proposals. It is recommended that the offeror allow ample time for delays, including but not limited to: base-related traffic, heightened security, long lines and paperwork requirements at the Pass & ID office, and the possibility of rejection by Security. Offerors may wish to consider utilizing a delivery service such as the U.S. Postal Service, FedEx, UPS, etc. The use of delivery confirmation receipt and signature-required services is highly recommended.
BASE ACCESS REQUIREMENTS (for hand-delivered proposals)
If the offeror intends to deliver the proposal in person and does not already have a vehicle pass to access the base, the offeror MUST submit the NAS JAX Base Access AMAG Form (Exhibit H) for the individual who will be "driving a vehicle" onto the base. Passengers do not have to submit an AMAG Form. AMAG Forms must be submitted via email no later than five (5) business days prior to the closing date of the solicitation to both Yaritza Acton at yaritza.acton@navy.mil and Amy Zobel at amy.zobel@navy.mil. Vehicle pass requests after the deadline will not be accepted. The submitted AMAG form is only good for the proposal due date. If the proposal due date is extended, the offeror must submit a new AMAG form. If any other information listed on a submitted AMAG form changes (i.e., name, driver’s license, address, etc.), the offeror must submit an updated AMAG form.
Submission of an AMAG form is no guarantee that an individual will be able to get onto the base. If for any reason the individual arrives at the gate and is not allowed onto the base (even if the offeror has submitted an AMAG form), the offeror will need to find another way to get the proposal delivered. Government personnel may not be able to sponsor the individual on base to deliver the proposal.
The Pass and ID Office is located in Building 9, which is the first building on the right just outside of the Yorktown Gate at the Main Entrance to NAS Jacksonville. Vehicles without a pass will not be permitted on the base. In order to obtain a vehicle pass, the driver must enter the Pass and ID Office, and must provide a valid driver’s license, vehicle registration, and proof of automobile insurance. All passengers in the vehicle must have picture ID.
Offerors are advised to arrive early as it may take a significant amount of time to obtain the vehicle pass.
In addition to the AMAG form, a SECNAV 5512/1 Department of the Navy Local Population ID Card/Base Access Pass Registration (Exhibit I) is required for access to NAS Jacksonville. All visitors to NAS Jacksonville must complete the SECNAV 5512 and bring it to the Pass and ID Office. DO NOT SIGN the form. The form will be signed in front of a government witness. The visitor must show one (1) document from List A OR one (1) Document from List B establishing identity AND one (1) from List C establishing employability. Please see page 3 of Exhibit I for complete instructions. If the proper documents are not provided with the SECNAV 5512, Security will not issue a pass.
All visitors MUST know the name of the command they are visiting, which is NAVFAC SE (Naval Facilities Engineering Command Southeast), and MUST provide the last six numbers of their SSN to the security clerk at the Pass & ID window.
Be advised that ALL visitors entering NAS Jacksonville are subject to a background investigation. All vehicles are subject to random searches. Visitors may be asked to fill out additional paperwork and Security may make a copy of their driver’s license and other identification documentation. If the visitor refuses the investigation, they will be denied access to the base.
Again, be advised that the base access process may take a significant amount of time and is not guaranteed. Please plan accordingly.
TIMELY RECEIPT OF PROPOSALS
PROPOSALS SUBMITTED IN RESPONSE TO THIS REQUEST FOR PROPOSAL MUST BE RECEIVED NO
LATER THAN THE DATE AND TIME SPECIFIED IN BLOCK 13A OF THE SF1442. Proposals not received by the time and date specified shall be treated in accordance with FAR 52.215-1 “Instruction to Offerors - Competitive Acquisitions” and may be rejected.

Each MACC will include a minimum guarantee of $1,000 with a five (5) year ordering period. There is no yearly per contract limit except for the total five-year maximum of $30,000,000. Task orders will be firm-fixed-priced, normally in the range of $150,000 to $6,000,000 per order. However, task orders under or over these amounts may be considered if deemed to be in the Government’s best interest and approved by the NAVFAC SE Chief of Contracting Office.
6. The Government intends to award no more than five (5) contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors and subfactors in the solicitation.
7. This acquisition will be solicited on an unrestricted basis with full and open competition, as authorized in the approved acquisition plan.
II. Intentionally left blank
III. EVALUATION
A. BASIS FOR AWARD
1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contracts; to negotiate with offerors in the competitive range; and to award the contracts to the offerors submitting the proposals determined to represent the best value—the proposals most advantageous to the Government, price and other factors considered.
2. As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
3. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
4. As stated in the solicitation, all technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.
5. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.
6. The Contractor’s technical proposal, including revisions and amendments, made prior to contract award and a copy of which is in the possession of both parties, will be incorporated into this contract upon award by reference with the same force and effect as if set forth in full text.
B. Intentionally left blank C. Intentionally left blank D. Intentionally left blank E. Intentionally left blank
F. EVALUATION FACTORS FOR AWARD
1. The solicitation requires the evaluation of price and the following non-cost/price factors and subfactors:
Non-Cost/Price Factors
Factor 1– Technical Approach
Factor 2 – Experience
Factor 3 – Safety
Factor 4 – Technical Solution
Factor 5 – Small Business Utilization
Subfactor 5.A – Achievements
Subfactor 5.B – Small Business Participation and Commitment
Factor 6 – Past Performance
The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
2. The relative order of importance of the non-cost/price evaluation factors and subfactors is that the technical factors (Factors, 1, 2, 3, 4, and 5 and their respective subfactors) are of equal importance to each other, respectively, and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 6). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) are approximately equal to price. Factor 1 will only be rated Acceptable or Unacceptable. An Unacceptable rating for any factor results in an unawardable proposal. When making the best vlue award decision, the Government will consider Factors 2-6 and price.
The importance of price will increase if the offerors’ non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-cost/price proposal’s superiority to the Government. Award will be made to the responsible offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
3. Basis of Evaluation and Submittal Requirements for Each Factor.
(a) Price:
(1) Solicitation Submittal Requirements:

The assessment of the offeror’s technical approach will be used as a means to evaluate the organizational structure, management approach, and teaming relationships proposed by the offeror. This factor will be rated on an Acceptable or Unacceptable basis.
(2) Factor 2, Experience:
(i) Solicitation Submittal Requirements:
The offeror shall submit the following information:
(1) Construction Experience:
Submit a minimum of three (3) and maximum of five (5) relevant roofing construction projects for the offeror that best demonstrates the offeror’s experience on projects that are similar in size, scope, and complexity to projects that may be ordered under this contract and are completed within the last five (5) years from the date of issuance of the solicitation. Projects must have been completed by the offeror as the prime contractor in which the offeror’s firm has self-performed the roofing construction efforts or the prime subcontractor in which the offeror’s firm has self-performed the roofing construction efforts. At least two relevant projects must demonstrate the offeror’s experience with the full roof replacement of an existing roof and at least one relevant project must demonstrate the offeror’s experience with permanent roof repair work.
For purposes of this evaluation, relevant roof replacement projects include:
- Single roof repair projects of no less than 30,000 square feet.
- Single roof replacement projects with a minimum construction cost of $1,000,000.
Relevant roof repair projects include a single project involving a variety of permanent repairs (as opposed to temporary stop leak measures) on a roof of no less than 30,000 square feet and may include application of waterproof roof coating system as part of the repair effort.
A relevant project is further defined as roof system removal and replacement or roof system repairs of low-slope or steep slope roof systems involving, but not limited to, modified bitumen, built-up, metal roofing, waterproof roof coatings, asphalt shingles, roof systems flashings and drainage components, sheet metal work, single-ply roof system repairs, and abatement and handling of hazardous/regulated materials (including and not limited to asbestos, lead paint, mold remediation, and PCB’s). Experience with slate and tile roof systems is not used as a basis of evaluation.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;
rather offerors shall submit the work performed under a task order as a project.
A project under a single task order or contract may include more than one roof type and or a combination of roof replacement and repair work.
Projects must indicate that the roof replacement work was self-performed by the offeror; work that was sub-contracted out will not be considered.
The attached Construction & Design Experience Project Data Sheet (Exhibit A) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. Relevant projects include design efforts for a single roof replacement project of no less than 30,000 square feet and completed within the past five (5) years of the date of issuance of this solicitation. For design-build projects, the design portion of the contract shall have been completed within the past five (5) years of the date of issuance of this solicitation. At least two relevant projects must demonstrate the offeror’s design experience with the full roof replacement of an existing roof and at least one relevant project must demonstrate the offeror’s design experience with permanent roof repair work.
A design project may include more than one roof type and/or a combination of roof replacement and roof repair work.
A project is defined as a complete design effort performed under a single task order or contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather offerors shall submit the work performed under a task order as a project.
The attached Construction & Design Experience Project Data Sheet (Exhibit A) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
For all submitted projects, the description of the project shall clearly describe the design scope of work performed and the relevancy to the project requirements of this RFP (i.e., how the project meets the requirements stated herein and including salient features of design work performed).
If an offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
The offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor. Offerors proposing multiple design firms should submit relevant project experience for all design firms. Offerors are still limited to a total of five (5) projects combined.
(ii) Basis of Evaluation:
The basis of evaluation will include the offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements. The assessment of the offeror’s relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of the RFP. The Government will only review up to the first five projects for construction and first five for design. Any projects submitted in excess of the five (5) for Construction Experience and five (5) for Design Experience will not be considered.
Relevant projects where the offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.
Relevant projects that demonstrate design-build experience may be considered more favorably than those that do not demonstrate design-build experience.
Relevant projects that demonstrate experience with Department of Defense facilities, and specifically Navy facilities, may be considered more favorably than those that do not demonstrate the described experience.
Relevant projects that demonstrate experience in high wind or hurricane-prone regions may be considered more favorably than those that do not demonstrate the described experience.
Relevant projects designed by a firm specializing in roof or building enclosure systems design and consulting work may be considered more favorably than those not designed by a firm specializing in roof or building enclosure systems design.
Relevant projects that demonstrate experience in the primary geographic area of work may be considered more favorably than those that do not demonstrate the described experience. The primary geographic area of work includes approximately the Florida panhandle and southern Alabama and Mississippi.
The degree to which relevant projects demonstrate capabilities to include incidental and ancillary structural, mechanical, and electrical support services related to roof work may be considered more favorably than those that do not demonstrate the described experience. Incidental and ancillary support services include, but are not limited to, roof deck repairs and replacements, equipment disconnects and reconnects, service extensions, component replacements, minor masonry repairs, sealant joint repairs.
