RELEVANT

PROJECT

paragraph

RELEVANT PROJECTS [specifically, “or 2) shall be completed within the last five (5) years”]. Would the Navy please extend the Past Performance period for relevant projects from 5 years to a minimum of 7 years since most BOS contracts tend to be greater than 5 years in duration? In the past 10 years, the Navy and DoD has greatly reduced the amount of similar large, multi-year unrestricted BOS contracts. To cover all of the scope elements that this contract requires while demonstrating the ability to successfully complete a similar large contract of this magnitude, a greater past performance period allows industry to be competitive for this contract and the Navy to see successful delivery of a multi-year BOS contract. With the last RBOS solicitation canceled, the 5-year performance period favors the incumbent.

GOVERNMENT RESPONSE PENDING.

L(a)(2)(c) -p.58

M.3(b)(5) -p.70-71

Under the Price Proposal Binder Instructions for the Price Proposal in Section L, offerors are requested to "Submit all Non-Price Factor 5 Small Business Utilization requirements and Small Business Subcontracting Plan (if applicable)." Section M lists Factor 5, Small Business Utilization as a Non-Cost/Price Factor to be submitted within the Non-Price Proposal. Is the Government's intent for all material included within Factor 5, Small Business Utilization to be duplicated in both the Price Volume and the Non- Price Proposal?

See Government response to GPI No. 1.

5 59 L (b)(3)e

Section L (b)(3)(3) states that "Colored font may be used for headers/footers, section headings, and subheadings" in the Non-Price Proposal. Is it acceptable for Offerors to also use colored font in headers/footers, sections headings, and subheadings of the Responsibility Determination and Price Proposals?

Colored font may be used for headers/footers, section headings, and subheadings in all proposal volumes.

6 67 M (3)(i)a When providing the completed Attachment JB-1 as part of Factor 3, will the Government allow this to be excluded from page count? No. The JB-1 is not excluded from the page count.

Offerors are required to provide copies of the most current ISRs associated with each project listed under the Corporate Experience Factor within the Non-Price Proposal volume. However, these ISRs are not excluded from page count for the Non-Price Proposal in Section L(a)(3)(h) on p.59. Will the Government exclude ISRs from the overall page count of the Non-Price Proposal?

All Non-Price Factor 5 Small Business Utilization submittal requirements (including ISRs) shall be provided in the Price Proposal Binder. With the exception of the price narrative and the Factor 5 Small Business Utilization narratives, there is no page limitation on the Price Proposal.

8 106-108 C / 1502000 3.1

Section C-1502000 provides historic service call data for Mayport. A detailed analysis identifies that only 21 of the 585 sample calls were HVAC calls. This number seems low for Mayport. Please confirm that less than 4% of service calls are for HVAC, or that all these calls were accounted for elsewhere.

Historically, HVAC and Refrigeration systems have been included in an Integrated Maintenance Program (IMP). The historical service call data includes service calls for HVAC and Refrigeration systems not included in an IMP.

9 47, 274 C / 0600000 and 1700000 3.1, 3.1.1

Section C-0600000 3.1 identifies a historical 1,025 ship movements per year to be accounted for in this area (J-0600000-03). Section C-1700000

3.1.1 identifies 1,720 WHE/MHE/CESE Services a year to be accounted for in this area. Please confirm that the 1,025 ship movements are not included in the 1,720 services.

The historical quantity of 1,025 ship movements per year identified in Section J, Annex 0600000 Port Operations Attachment J-0600000-03 Historical Data for Ships Movements are included in the historical 1,720 WHE/MHE/CESE Services annually identified in Section C, Annex 1700000 BSVE, Spec Item 3.1.1 WHE/MHE/CESE Services.

10 270-274 C / 1700000 3.1.1 Related information identifies an average 4 hrs for each service, is this time on station, or does it include wait and preperation time?

Historically, WHE/MHE/CESE Services average approximately four hours each. This is the number of direct labor hours required to complete the work and does not include travel time, time for job preparation, standby, and similar indirect labor elements.

11 51,52 C / 0600000 3.2.2

The performance Objective identifies that we are to "provide and operate " the conveyor. The related information indicates that we are to deliver and set-up the conveyor, and that it will be operated by ships forces. Will we be required to operate the conveyor, or will ships forces operate it?

The Contractor shall provide and operate one portable conveyor to support Port Operations.

Refer to: Section C, Annex 0600000 Port Operations, Spec Item 3.2.2 Ship to Shore Conveyor.

12 53 L L.12

Are all procurement contracts/purchases anticipated for material, tools, equipment, and services considered "subcontracts", regardless if procured from a large or small business, from Phase-In through completion of the contract period of performance, when establishing the total Subcontracting value?

Yes, regardless if procured froma a large or small buinsess (total subcontracting value), offerors will be evaluated on the levels of small business participation proposed and the degree of commitment to use named sources on first tier (direct awards) subcontracts for material, tools, equipment, and services for the total contract to include options. NOTE: If any of the subcontracts for material, tools, equipment, and services are included in the prime's indirect and overhead cost, a detailed explanantion must be given, per Small Business Subcontracing Plan, para 6.

13 67 M (3)(i)a When providing the completed Attachment JB1 as part of Factor 3, will the Government allow this to be excluded from page count? See Government response to GPI No. 6.

14 57 L 5252.215-

If offerors provide a table of content/table of figures with each volume to assist the government in evaluation, will they be excluded from page count?

A table of contents/table of figures is not required but may be submitted. They will not be excluded from the page count for the non-price proposal submittal; only blank tab dividers, Past Performance Questionnaires, and Contractor Performance Assessment Reports are excluded.

There is no page limitation on the responsibility determination submission. With the exception of the price narrative and Factor 5 Small Business Utilization narratives (as stated in the respective factors), there is no page limitation on the pricing proposal.

15 59 L 5252.215-

9300(b)(3)(a &d)

The Non-Price Proposal Binder instructions state that the offeror shall, "Identify the company names, CAGE Code, and DUNS for all team members and identify their role (prime, joint venture partner, significant subcontractor, subcontractor, etc.);" AND "State a clear acknowledgement within the beginning of the binder that nothing in the following proposal is meant to supersede or reduce any of the individual requirements to which the offer addresses."

Are these items to be included within the text of the Technical response or should they be included in the Binder cover letter?

It is at the offeror's discretion to submit this information within the text of the technical response or in a binder cover letter. However, note that the referenced acknowledgement must be within the beginning of the binder.

16 58 L 5252.215-

9300(b)(2)(d

The RFP states that submitted CD-ROM documents be provided in "readable/searchable electronic format". Is it required that text included in the image be searchable, or that only the information included in the graphic caption be searchable.

All text shall be submitted in readable/searchable electronic format.

17 58 L 5252.215-

9300(b)(1)(k

Can the Government confirm that screenshots/photographs are exempt from font requirements, as they are used to show the image and not intended to be read?

No. The requirement remains as stated in the RFP, "Text (including text in all graphics, exhibits and tables) will be black using a font no smaller than 11 point, Times New Roman or Courier."

18 58 L 5252.215-

9300(b)(1)(k

Can the Government confirm that all headers/footers are exempt from font requirements?

See Government response to GPI No. 17. The only exception to the font requirements for headers/footers is that colored font may be used.

19 58 L 5252.215-

9300(b)(1)(k

The RFP states, "Text will be black using a font no smaller than 11 point".

Can the Government confirm that font sizes for tables and graphics be reduced to 9 pt?

See Government response to GPI No. 17.

20 52 L L.8 The Government has not provided a Phase-In CLIN. Does this favor the incumbent?

No. Although there is no separately priced CLIN for Phase-In and Phase-Out, as stated in section L.8 PHASE-IN AND PHASE-OUT of the RFP, "Pricing shall include applicable Phase-In and Phase-Out costs".

21 58 & 62 L & M.3 5252.215- 9300(b)(2)(c

Section L states that that the contractor shall, "Submit all Non‐Price Factor 5 Small Business Utilization requirements and Small Business Subcontracting Plan (if applicable). Non‐Price Factor 5 and the Small Business Subcontracting Plan must have an individual tab divider ;"

Can the government confirm that offerors are required to submit identical Small Business Subcontracting Plans in both the Price Proposal Binder AND the Non-Price Binder?

No. See Government response to GPI No. 1.

The RFP states: “As stated in the solicitation, all technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are significantly more important than price.” The importance of other factors over price was also significantly stressed by the USG at the latest Industry Day/site visits.

The evaluation criteria in Section M is ambiguous regarding how the Government intends to determine differentiating evaluation factors amongst offerors within the Non-Price Proposal. The solicitation currently states, “all technical factors and the performance confidence assessment rating, when combined are significantly more important than price”.

Recommendation: Based on other NAVFAC solicitations, we recommend this solicitation be amended to include weighted evaluation criteria as detailed below:

No deficiency exists.

Acceptable: Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.

Marginal: Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements.

The proposal has one or more weaknesses which are not offset by strengths.

Risk of unsuccessful performance is high.

Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.

The weighting of the evaluation factors is as stated in section M.1 and M.3 of the RFP, technical factors 1, 2, 3, 4 and 5 are of equal importance to each other and, when combined, are equal in importance to the past performance evaluation/performance confidence assessment Factor 6. When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined are significantly more important than price.

Additional evaluation criteria will not be incorporated via amendment. The Government has established objective rating definitions and methods; reference the DoD Source Selection Procedures for additional information. However, in accordance with FAR 15.304(d), "The rating method need not be disclosed in the solicitation".

(2) Factor 5, Small

Business Utilization

The RFP states, "The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value."

To ensure more robust competition, would the Government instead consider a small business requirement against subcontracted dollar value with goals as indicated in Section L.12 - Subcontracting Plan?

The Small Business Participation Plan and the Small Business Subcontracting Plan (if applicable) must be in agreement. The Small Business Participation Plan rate of 20% of the contract value is the amount of work to be performed by small businesses, whether the offeror is a small business prime (performing at least 20% of the work) or if the offeror is a large business prime subcontracting 20% to small businesses. The 20% is based on the total contract value.

For the Small Business Subcontracting Plan (required for large businesses only), the NAVFAC small business subcontracting goals are the target percentages of all subcontracted work to be performed by small businesses. Reference L.12 Subcontracting Plan on RFP Page 53 of 72 for complete list of small business subcontracting targets.

Note that the following contract values are provided as an example ONLY. An example of how the plans must be in agreement is as follows: (1) For the Small Business Participation Plan, 20% of a $100K total contract value would be $20K. In this example, it would be expected that $20K worth of work on the contract would be performed by small businesses;

(2) The Small Business Subcontracting plan should be in agreement and reflect $20K subcontracted to small businesses. Of the $100K sample contract value, if the total subcontracted work is 30% (or $30K), with 10% ($10K) subcontracted to large businesses and 20% ($20K) subcontracted to small businesses, this would be reflected in the Small Business Subcontracting Plan as 33.33% subcontracted to large businesses and 66.67% subcontracted to small businesses. The 66.67% is just over the NAVFAC subcontracting target of 65% for Small Businesses.

25 71 M.3

(6) Factor 6, Past Performance

Can the government confirm that all 'past performance recognition documents' are excluded from the page count of the Non-Price Proposal?

No. Performance recognition documents are included in the page count. Only blank tab dividers, Past Performance Questionnaires, and Contractor Performance Assessment Reports are excluded from the Non-Price Proposal page limitation.

RFP says "agreements must include company name, DUNS number, address, point of contact, email address, phone number and fax number for the joint venture/partnership and each member of the joint venture/partnership". At this point, joint venture operating agreements have already been executed. Is it sufficient to include the above required information in the signed letters of commitment rather than revising and re-excuting the operating agreement to include that information?

That will suffice.

Section C Annex 1602000 Annex 1604000 Annex 1605000 Annex 1606000 paragraph 3.2

The Utilities Annexes under paragraphs 3.2 require a 15 minutes response time during normal working hours. What would constitute a response? Due to the impact this response time would have on available resources would the government consider matching the response times contained in Annex 1502 of 1 hour.

Response time commences upon Contractor discovery or Government notification and ends when personnel qualified to diagnose and repair the system arrives onsite with the tools, material, and equipment required to accomplish the repair.

Response times will not be revised.

Offeror information (Column I on the Government Pre-Award Inquiry Form) will not be disclosed. Only questions, solicitation references for the questions, and Government responses will be provided.

50 52 L.10 1

"In accordance with the referenced clause, the contractor may be entitled to an adjustment in contract price only when a new Service Contract Labor Standards wage determination, Construction Wage Rate Requirements general decision, or CBA is modified into the contract and it affects wages and fringe benefits of covered employees." It is not specified in this sentence whether we do or don't escalate CBAs IAW the agreements. Can you clarify if we can escalate CBAs? Do we use the current year wage rates and benefits for all years being priced or the out years the CBA shows and not escalate beyond that?

Paragraph (a) of FAR clause 52.222-43, Fair Labor Standards and Service Contract Labor Standards - Price Adjustment, states "This clause applies to both contracts subject to area prevailing wage determinations and contracts subject to collective bargaining agreements".

In accordance with this clause and as stated in paragraph L.10 Unit Price Adjustments of the RFP, offerors shall not include escalation of wage and fringe benefit rates for covered employees.

52 Attachment JB2 The Government did not include a column for direct subcontractor costs.

In which column should offerors include these subcontractor costs (including their overhead, G&A and profit)?

Offerors are responsible for allocating proposed pricing to the JB-2 Supplemental Pricing data elements in the format provided. As stated the RFP, offerors shall provide a price narrative explaining how all direct and indirect costs are allocated to the cost elements identified in the JB-2.

Pricing shall be provided for all JB-2 Supplemental Pricing data elements whether work is proposed to be performed by the offeror as the prime contractor, subcontracted, or accomplished by other means.

No, offerors shall not modify/add columns in order to align with their specific estimating practices.

Offerors shall utilize the MS EXCEL pricing attachments provided in Section J to submit the ELIN and JB-2 Supplemental Pricing data in the format provided. Formulas shall be traceable. Failure to do so may be cause to render the offer nonresponsive. Refer to:

54 Attachment JB2

The JB2 for this ELIN (A702) has columns for overhead, G&A and profit in gray as if offerors are to not use them. However, Section L.9 states all ELIN are to include recurring and non-recurring work shall be fully loaded with fees, O/H and G&A. Is the Government-provided material cost inclusive of an offeror's overhead, G&A, and/or profit so that an offeror is in compliance with their disclosed practices and paragraph L.9, fully loaded pricing?

All indirect cost associated with performing work, such as: the Contractor’s hourly composite trade wage, adjusted to allow for workforce productivity; sub-contractor cost, costs for pre-expended bin materials, shipping and handling, union agreements, crew sizes, hand tools, universal equipment (excluding construction equipment), mobilization, demobilization, payroll burdens and fringes, overtime, job (field) overhead (including clerical support, supervision, inspection, fees, taxes, licenses, permits, and insurance), general and administrative (home office) overhead, profit, and all other associated markups shall not be included in the direct material cost since the cost for these items were included in the labor hour unit price bid. Additionally, time for job preparation, safety standby personnel, and similar indirect labor elements shall not be included. Refer to: Section J, Annex 0200000 Management and Administration, Attachment J-0200000-01 Definitions and Acronyms, Direct Material Costs.

Any overhead, G&A and profit associated with ELIN X702, Material and Equipment, should be included in the unit price bid by the Contractor to perform one hour of work-in-place (i.e. ELINs X700 and X701).

55 Section M 3.b

Paragraph 3.b states "For purposes of this evaluation, Base Operations Support (BOS) services (or equivalent) projects shall encompass at least two of the following and a minimum of one other annex/sub-annex as part of the scope of work (see Factor 3 for a list of annexes/sub-annexes)" However, on page 65, Factor 1, Corporate Experience (i) says that submitted projects must encompass all four areas identified in Paragraph 3.b. Please clarify that submitted projects that show experience on two of the four areas identified in paragraph 3.b (plus one from Factor 3) qualify as similar experience.

A relevant project must encompass at least two of the requirements listed in paragraphs a.

through d. of the Relevant Project description and a minimum of one other annex/sub-annex as part of the scope of work.

There is an additional solicitation submittal requirement under Factor 1 Corporate Experience that the offeror's two (2) to five (5) relevant projects in aggregate (emphasis added) must demonstrate experience self-performing or managing all four of the requirements listed in paragraphs a. through d. of the Relevant Project description.

56 Section C 2.7.1.3 Will the SSHO designated for the contract be considered the SSHO for all sites under the contract including NS Mayport, MCSF-BI and outlying areas .

The Contractor shall provide a Safety oversight team that includes a minimum of one Competent Person at each project site to function as the Site Safety and Health Officer (SSHO). Refer to: Section C, Annex 0200000 Management and Administration, Spec item

2.7.1.3 Site Safety and Health Officer (SSHO).

57 Section C 2.7.1.6 Can the Transportation Manager and the WHE Operation and Maintenance Manager be the same person?

59 Section C 2.14.1 Please provide historical data on the amount of estimates are performed annually.

Historically, approximately 650 detailed scopes of work and detailed estimates have been required annually for all non-recurring work requirements. Quantity provided specifically for work exceeding the recurring work limits of liability is unknown.

Historical data associated with contracts prior to this solicitation may present data that may not be representative of requirements specified.

60 Section C 2.14.1

The Informational Note states that providing ROMS and Estimates requires a significant effort by the contractor. Please quantify "significant" in terms the number of each: ROM and Estimates. In the absence of actual numbers of each type of requirement please provide an estimated man-hour.

Without this information, bidders are at great risk of either overcharging for this requirement or failing once on site.

See Government responses to GPI No. 58 and 59.

61 70 Section C - 1502000 3.3

If IMPs are not already written and in place on the current contract, the requirement to submit IMPs within 30 days after award per Section F is not a realistic timeframe for offerors to develop site-specific IMPs. Non-incumbent offerors do not have access to site systems and equipment or maintenance records to assess their current condition and develop tailored IMPs to properly maintain systems and equipment. Non-incumbent offerors will require a significantly longer period of time to develop IMPs after the contract is awarded. Will the Government consider accepting conceptual IMPs that outline are plan to maintain systems and equipment included in the solicitation J tables within 15 days after award?

No, conceptual IMPs are not acceptable.

This is a performance based requirement. The Contractor is responsible for determining the approach/methods to meet the performance objectives and standards beginning on the first day of contract performance.

62 70 Section C - 1502000 3.3

Section 3.3 of the PWS requires the contractor to complete all repairs to IMP assets in 48 hours. Not all issues impact the functionality of an asset and the 48 hr requirement often requires the contractor to expedite materials (if not in bench stock) and use overtime. This is in direct conflict with the definition of IMP provided in Section J "IMP is a recurring state -of-the-art, reliability-centered inspection, testing, maintenance and repair program that determines best practices for managing the functions and consequences of failures of facilities equipment and system components.

IMP encompasses accepted commercial practices, including reactive, preventive, predictive and proactive maintenance into one optimal program." Requiring all repairs (whether they are critical or not) to be completed in 48 hours is not a best practice or optimal, nor will it result in lower costs to the government. Will the government consider removing or qualifying this requirement to include only bona-fide emergency repairs?

The requirement to respond within 30 minutes and complete the repair within 48 hours has been reviewed and will not be amended.

When a problem or a need for repair is identified during normal working hours, the Contractor shall respond within 30 minutes and complete the repair within 48 hours.

When a problem or a need for repair is identified outside normal working hours, the Contractor shall respond within two hours and complete the repair within 48 hours.

63 66 Section C - 1502000 3.2

Section C 1502000 3.2 PM Program states PM is to be performed per manufacturers and OEM. Does this mean we can’t utilize Industry Best Practices? This section also requires an annual Condition Assessment which adds time.

The performance standard requires the PM to be performed IAW the manufacturers recommended procedures and OEM standards, this appears to prevent us from utilizing industry best practices. Is this the desired outcome?

This is a performance based requirement. The Contractor is responsible for determining the approach/methods to meet the performance objectives and standards beginning on the first day of contract performance.

64 111 Section C 1502000 3.2

Auxiliary Generator Systems requires an annual load bank test of all “emergency” generators. There is no way to determine which generators are classifies as “emergency”. J1502000-15 and J1502000-05 for MCSF-BI does not identify which generators are designated as emergency. J-1502000- 02 lists several facilities as Emergency Generator but there is no corresponding generator asset in the appropriate Generator J table.

All Auxiliary Generator Systems identified in J-1502000-05 Auxiliary Generator Systems – MCSF-BI are classified as emergency generators.

In this contract, the terms "Auxiliary Generator" and "Emergency Generator" are used synonymously.

65 ELIN Schedules Items A700, A701, and A704-A714 all "MUST BE NEGOTIATED BY KO". Are contractors expected to submit a price for these items with their proposal? If so what is the basis for the price as no scope is given?

Yes, offerors shall provide a completed Section J Exhibit Line Item Number (ELIN) Pricing Attachment. Refer to: Section M - Evaluation Factors for Award, M.3 EVALUATION FACTORS, 3. Basis of Evaluation and Submittal Requirements for Each Factor. (a) Price,

(1) Solicitation Submittal Requirements, (ii), RFP Page 63 of 72.

ELINs X700 and X701 - Refer to Section J, Annex 0200000 Management and Administration, Attachment J-0200000-01 Definitions and Acronyms for a definition of Unit Priced Labor Hour Work and Section C, Annex 0200000 Management and Administration, Spec Items 2.15 through 2.15.3.

ELINs X704 through X714 - Direct Labor and Direct Material Limits of Liability for each Category Service Order provided in Section J, Annex 0200000 Management and Administration, Attachment J-0200000-13 ELINs and Section C, Annex 0200000 Management and Administration, Spec Items 2.15 through 2.15.3.

This is a performance based requirement. Offerors are responsible for pricing the contract requirements.

66 ELIN Schedules Regarding the non-recurring ELINs: What is meant by "MUST BE NEGOTIATED BY KO"? Will negotiations take place prior to issuance of the work orders?

Direct Labor Hours and Direct Material will be negotiated prior to issuance of task orders for Non-Recurring Work utilizing ELINs which state "MUST BE NEGOTIATED BY KO".

The Unit Prices proposed for these ELINs will not be re-negotiated when non-recurring work is ordered.
