RFP Page 12 - Factor 1 Experience

The first paragraph states:

"Submit Construction Experience Data Sheets for a minimum of (2) two to a maximum of (5) five construction projects that the offeror completed and served as the prime construction contractor that best demonstrates experience on relevant projects that are similar in size, scope, and complexity to the RFP."

On most large commercial airport projects, the prime contractor is the overall construction manager for the terminal project; and the airfield construction and paving scope of the project are subcontracted to a prime subcontractor to perform. Can projects in which the Offeror was the prime subcontractor, and controlled the total scope of the airfield work, be submitted as a relevant project?

Can that subcontractors experience be from a different project as long as it meets or exceeds the $5million criteria?

RFP Page 12 - Factor 1 Experience

A relevant project is defined as: "Relevant projects include those that demonstrate construction capability on combined airfield paving and airfield lighting projects with a construction value of $30M or greater.

The airfield paving portion of a project must utilize slip form paving and be valued at $10M or greater and the airfield lighting portion of the project must be valued at $5M or greater."

We have several projects that exceed $30 million in airfield slip form paving, but do not meet the $5 million airfield lighting criteria. Can this criteria be met by a qualified subcontractor?

All solicitation requirements must be met to be considered a relevant project. A relevant project must be a single project "with a construction value of $30M or greater. The airfield paving portion of the project must utilize slip form paving and be valued at $10M or greater and the airfield lighting portion of the project must be valued at $5M or greater." The offeror is required to have functioned as the Prime contractor for the submitted relevant projects but may have used subcontractors to perform the work.

RFP Page 18 - Factor 5 Past Performance

Can the Offeror utilize PPQ’s previously submitted for other NAVFAC/USACE solicitations in Factor 5: Past Performance as long as they are on form PPQ -0 dated 7 December 2011 and are for the same projects submitted under Factor 1 of this solicitation? This prevents contractors from having to bother their clients with multiple requests for evaluations.

In response to Factor 5, Past Performance on Recent, Relevant Projects an Offeror can submit PPQ's previously submitted for other RFPs. As stated in Factor 5, "Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs.

As stated in Section 00202 F.3.(b), "The Past Performance on Recent, Relevant Projects must be for the same construction projects that the Offeror submits for Experience in Factor 1.

RFP pages 16-17; Factor 4 - Small Business Participation

At the site visit, it was stated that the small business subcontracting goals were to be applied against the percentage of work that is to be subcontracted by the prime contractor. Are construction materials purchases not considered as a part of the subcontracting goals?

For example, are concrete purchases for the paving not considered in the calculation of small business goal dollars?

"Subcontract" means any agreement (other than one involving an employer-employee relationship) entered into by a Federal Government prime Contractor or subcontractor calling for supplies or services required for performance of the contract or subcontract. (FAR 52.219-9)

Please clarify if SS 32 11 20 can be used for the base under PCC for Volume 3 pavements.

Crushed concrete per specification section 32 11 20 may be used under PCC pavement in lieu of graded crushed aggregate base per specification section 32 11 16. Drwg ED014 General Note #1 on Drwg ED014 begins as follows:

"The Intent of this project is to demolish the four existing airfield lighting vaults…" This contradicts Drwg ED013 that states there is No Structural Demolition Required for Vault 114 and Drwg ED106 that states Building 881 Electrical Vault No. 4 to Remain. Does the Government plan to correct the contradictory notes?

General Note No. 1 on Dwg. ED014 will be revised to read as follows: “This project includes: The complete demolition of two electrical vaults designated as Vault #1 (Building 854) and Vault #2 (Building 766); the removal of electrical equipment from Vault #2 (Building 114); and construction of a new airfield lighting vault.

Existing electrical equipment, lighting fixtures, wiring devices, and associated electrical components located inside these vaults shall be removed.” General Note No. 2 on Dwg. Regarding the FAA-E-982 PAR56 Approach fixtures, the specification does not call for the fixtures to be equipped with special transceiver devices, but the plans (EA 703, 716, 719, 723, etc.) and fixture details (EA 704,

724) indicate a trasceiver/shorting device in the fixture.

The shorting device is common and appropriate when multiple fixtures being powered by a single transformer. However, the transceiver is not typically used on military installations and we are not aware of this requirement in the NAVAIR or UFC specification. In addition, we are not aware of any approach system on a military installation that uses this option. The transceiver device is used at FAA supported/maintained facilities and is specific and exclusive to one manufacturer and would require additional hardware and software that is not shown. Please advise if this requirement is really intended for this project.

Transceiver/shorting devices will not be required for this project.
