About this file
This document contains a market research announcement and draft statement of work for a Navy contract seeking to procure eight types of steerable antenna systems, antenna couplers, teardown and evaluation services, repair services, and engineering support. Key requirements include the procurement of Types I through III, VI, VII, IX, and X steerable antenna systems operating within specified frequency ranges for tracking and non-tracking functions, as well as AST-9 antenna couplers. The Navy seeks to acquire a maximum of 325 production units, engineering services on a cost-plus basis, and teardown, repair, and evaluation services on a firm-fixed-price basis over a five-year period of performance. Interested parties are requested to submit capability statements by January 19, 2018 to determine contractor eligibility and identify any potential small business set-aside opportunities prior to solicitation. The applicable NAICS code is 334511 with a size standard of 1,250 employees.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
SUMMARY OF CHANGES
Q1. What is the type of contract?
A1. Firm Fixed Price (FFP)
Q2. What is the contract value?
A2. In accordance with provision 52.215-1, the Government intends to evaluate and award a contract without discussions with offerors. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint.
Q3. Based on response date and the start of the POP, it seems as if the award date would have to be May, correct?
A3. Recent activity indicates the award date is anticipated end of August 2019. The Period of Performance (POP) in Section F was based on initial estimates and are not indicative of the actual POP.
Q4. Is there a specified technology readiness level (TRL)?
A4. All SAS antennas are at TRL 9.
Q5. I’m not quite clear on items 0017, 0018, & 0019. These are reflected as ‘Teardown & Evaluation’ (quantity 250), ‘Repair Services’ (quantity 250), and ‘Supplies/Services’ (quantity 1500). If you don’t mind, please clarify for each of these.
A5. Please refer to the Statement of Work (SOW) paragraphs 3.3 – 3.5 for specific descriptions of the requirements for CLINs 0017 – 0019, respectively.
Q6. Given the nature of the organization with both sea and air missions, are the requirements for this solicitation specific to airborne, shipboard, or related to both by virtue of the aircraft that launch from vessels at sea?
A6. The vast majority of the antenna requirements are for airborne applications. There are only a few antennas specific to shipboard use.
Q7. Is there an incumbent supplier furnishing these services?
A7. Yes. The incumbent information is listed in Part B, Paragraph 3.5.3 of Section L
Q8. If not is this the first attempt to solicit these services?
A8. No.
Q9. The drawings refer to serial numbers being assigned by ATSO. Will this be done as part of the delivery order contract? It may be easier to have the contract assign and track serial numbers as part of their configuration control system. Please provide clarification.
A9. ATSO will assign the S/N prefix and starting index number. Contractor will track subsequent units per their configuration control system.
Q10. Is the wet tape adhesion test to be conducted on first article, per antenna or per lot of purchased parts, etc.? Request clarification as this is a cost driver.
A10. Wet tape adhesion test is to be conducted on a per lot of purchased antennas.
Q11. Pg. 25 of Solicitation SOW paragraph 3.5.2.3 “All modified units shall production test procedure.” Should this read “All modified units shall pass production test procedure.”? Please clarify wording.
A11. All modified units shall pass production test procedure.
Q12. Type I, II and XII all specify vertical and horizontal polarization. This is a deviation from previous solicitations. With the asymmetrical nature of the sector definition for Type I and II units this complicates the derivation of the sector endpoints since it will be based on antenna orientation. This forces the vendor to open the hole in the twist-plate to accommodate all maximum sector widths for both polarizations. This complicates the software and also affects the gain and sidelobe performance of the antennas. Relief may be required on gain and sidelobe specifications (especially Type I units) if vertical and horizontal polarization are a hard requirement for those three antennas. Please clarify if vertical and horizontal polarization are a hard requirement.
A12. SAS antenna types I, II and XII shall operate as specified in both polarizations by the operator physically changing the mounting of the antenna accordingly to the desired polarization. A 90-degree difference in mounting will result between horizontal and vertical polarization.
Q13. The vast majority of the antenna requirements are for airborne applications, and there are only a few antennas specific to shipboard use. Is there any additional information for the actual application for these systems?
A13. Threat Radar Stimulators simulate observed & projected threat radar emissions from manned aircraft and anti-ship cruise missiles. Applications include pods on full scale military aircraft, internal installations in sub-scale aerial targets and very seldom onboard small watercraft.
Q14. Is the desired solution COTS?
A14. Our antennas are not considered COTS equipment. These are very specialized antennas that generally require design and engineering resources to develop.
Q15. In reference to amendment #3, by chance would it include additional specifications such as the following:
n.
1. Weight
1. Height
1. Diameter
1. Overall size
1. Radome expectations
1. Tracking interface A15. All of this information is contained within the drawings and specifications included as attachments to this solicitation.
