QUESTIONS AND ANSWERS

Questions/Answers: N68936-17-R-0015-0002 14 February 2017

1. Please clarify if overtime hours should be priced separately from regular hours, and if so how they should be presented on the cost summary spreadsheet.

Anwser: The cost summary spreadsheet should include all hours (including overtime). The Offeror can add columns to separate overtime from regular hours or calculate overtime as an aggregate as long as the spreadsheet clearly shows the total hours and associated costs including overtime related to each labor category.

1. The table cited under 5252.211-9503 reduces the Program Manager yearly hours to 2,208 but retains “1.45 FTE including overtime” in the final column. Should “1.45 FTE” correctly read “1 FTE”?

Answer: 1.45 FTE equals to 2,784 hours which is incorrect, the requirement is for 2,208 hours. The FTE count should be 1 FTE, 1920 + 228 over time for a total of 2,208 hours. This includes a 15% estimated overtime.

Note: All labor categories are calculated at 1920 x 1 FTE, additional hours over 1920 per FTE is estimated over time. See updated level of effort table.

1. In Section L, Part B, Volume 1B, Key Personnel Resumes, the Government acknowledges the option of proposing perspective (sic) Key Personnel. Assuming the Government means “prospective”, is the following statement correct? “Current key personnel require resume and payroll verification; contingent key personnel require resume and LOI; prospective key personnel require no resume and no LOI.”

Answer: Prospective key personnel require resumes in order to demonstrate that the proposed key personnel meet or exceed the labor category requirements outlined in Section C, but do not require an LOI.

1. If yes, is it correct that the submission of one prospective candidate for a key personnel position does not automatically result in a Technically Unacceptable government rating?

Answer: Submitting key personnel without demonstrating that they meet or exceed the labor category requirements outlined in Section C may result in an unacceptable rating.
