Key changes include: removal of Options 3 and 4 from the requirement; deletion of references to "facilities" and "equipment" from technical capability requirements in Sections L and M; extension of the response due date from June 24, 2026 to September 8, 2026; reduction of the government obligation to order maximum from USD 872,265.33 to USD 527,572.26; modification of Option Year 3 contract line items (CLINs 3001 and 3002) reducing quantities from 19 to 9 units each; and deletion of Option Year 4 and Option Year 5 CLINs entirely. The period of performance for the base contract is September 15, 2026 through September 14, 2027, with Option Period 1 from September 15, 2027 through September 14, 2028, and Option Period 2 from September 15, 2028 through September 14, 2029. The place of performance is Naval Undersea Warfare Center Detachment AUTEC in Andros Island, Bahamas. Evaluation will be conducted using the tradeoff method under FAR Part 12 for commercial products and services, with past performance weighted more heavily than technical capability, and non-price factors approximately equal to price. Quoters must submit technical capability, past performance, and price volumes, with technical capability limited to 10 pages. The Government intends to award without discussions but reserves the right to conduct discussions if necessary. Questions must be submitted within five business days of amendment posting to Kimberley Sanders and Lindita Sirri at the Navy email addresses provided.

The Government intends to award a contract without discussions with quoters. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Accordingly, each quoter should submit its most favorable terms from a price and non-price standpoint. No additional merit credit will be given for technical proposals that exceed the Government's minimum requirements.
Note: Volumes I-III in 52.212-1 Addendum correspond directly to Factors I-III listed below.
The following factors shall be used to evaluate quotes:
Factor I - Technical Capability
Factor II - Past Performance
Factor III - Price
Factor I - Technical Capability Grading Criteria
The Government will evaluate the quoter's technical capability by reviewing and considering the submissions by the quoter in accordance with the solicitation clause entitled 52.212-1 INSTRUCTIONS TO OFFERORS, and its addendum. The quotes shall be evaluated on the quoter's capability, feasibility, comprehensiveness, and the degree to which the quoter demonstrates its understanding of, and ability to successfully accomplish, the requirements of the solicitation, including the PWS.
To be determined technically acceptable, quoters must submit that they (or their subcontractor) have the technical capability to provide the services contained within the Performance Work Statement as listed below. The quote will be deemed unacceptable if it takes exception to any terms or conditions in the solicitation. Quotes rated technically unacceptable may not be further considered for award.
TABLE 1.
Technical Acceptable/U nacceptable Ratings
Rating Description
Acceptable
Quoter submitted a statement in writing outlining the quoter's staffing plan that provides sufficient evidence that they have a clear understanding of the Performance Work Statement (PWS) and are able to meet the minimum requirements and qualifications set in the solicitation. In addition, the Quoter did take exception to any terms or conditions in the not solicitation.
Unacceptable
Quoter did submit a statement in writing not outlining the quoter's staffing plan that provides sufficient evidence that they have a clear understanding of the Performance Work Statement (PWS) and are able to meet the minimum requirements and qualifications set in the solicitation OR did take exception to any terms or conditions in the solicitation.
Factor II - Past Performance Grading Criteria:
Past Performance. Using the information submitted in Volume II, PPQs submitted by the quoter's POCs for the same or similar works with at least one year completed in the last three years, and other information independently obtained from Government or commercial sources, the Government will assign an overall confidence assessment for each quoter whose past performance is evaluated in accordance with the rating tables below. The purpose of the past performance evaluation is to allow the Government to assess the quoter's ability to perform the effort described in this RFQ, based on the quoter's demonstrated present and past performance. Each Past Performance effort will be evaluated based on recency, relevancy, and quality.
The Government will begin its evaluation by first determining the recency and then the relevancy of each past performance effort. To be considered a recent effort, the effort must be currently ongoing or have been performed within the last three (3) years from the date of issuance of this solicitation with at least one year completed.
The Government will perform an independent assessment of relevancy of the data provided or obtained. To be considered relevant, the quoter's past performance information will be assessed on the similarity of the scope, magnitude, and complexity of the quoter's prior or ongoing contracts to this solicitation's performance requirements. The relevancy of each contract reference will be considered in the overall confidence assessment rating for the quoter. The following ratings will be utilized in evaluating the relevancy of each past performance effort:
Adjectival Rating
Description
Very Relevant
(VR)
Present/past performance effort involved scope and magnitude of effort and complexities this essentially the same solicitation requires.
Relevant (R) Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
(NR)
Present/past performance involved of the scope and magnitude of effort and complexities this solicitation little or none requires.
Scope Defined as providing Outbound Household Goods Services.
Magni tude
Defined as contract value of $170,000 per year or greater OR the annual average number of moves in comparison to the required effort estimated in the solicitation.
Comp lexity Defined as experience providing services in the functional area of OCONUS household goods services.
The third aspect of the past performance evaluation is to establish the overall quality of the quoter's past performance. The past performance evaluation conducted does not establish, create, or change the quoter's existing record and history on past contracts; rather, the past performance evaluation process gathers information from customers on how well the quoter performed those past contracts. The Government will review all past performance information collected and determine the quality of the quoter's performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment. A separate quality assessment rating is not performed; rather, the past performance confidence assessment rating is based on the quoter's overall record of recency, relevancy, and quality of performance.
After the Government has determined the recency, relevancy, and quality of each past performance effort being evaluated, one of the following overall Past Performance Confidence Assessment ratings will be assigned to each offeror using the following definitions:
Rating Description
Substantial Confidence
Based on the quoter's recent/relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort.
Satisfactory Confidence
Based on the quoter's recent/relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.
Limited Confidence
Based on the quoter's recent/relevant performance record, the Government has a low expectation that the quoter will successfully perform the required effort.
No Confidence Based on the quoter's recent/relevant performance record, the Government has no expectation that the quoter will successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available, or the performance record is so sparse that no meaningful quoter's confidence assessment rating can be reasonably assigned.
Past performance as the prime contractor will be considered more relevant in assigning the overall past performance confidence assessment than that as a subcontractor. Quoters with no recent/relevant performance record shall receive the rating "Unknown Confidence" meaning the rating is treated neither favorably nor unfavorably. Past performance ratings of "Substantial Confidence" or "Satisfactory Confidence" will be considered more favorably than a "Neutral Confidence" rating in conducting the trade-off.
Factor III - Price
Price Evaluation. An quoter's proposed prices will be determined by multiplying the quantities identified in the Schedule by the proposed unit price for each Contract Line Item Number to confirm the extended amount for each. Pricing Spreadsheet, Attachment 2, will be used for price evaluation.
The pricing spreadsheet should match the SF1449; however, the pricing spreadsheet will take precedence for evaluation and award. Quoters shall ensure each CLIN, with the exception of the XXX3 series, is priced.
The Government will evaluate price to determine the following:
Completeness: All price information/data required in the RFQ has been submitted. For all items in the schedule, the unit price will be multiplied by the quantity for each line item for the base and all option years. All CLINs as stated in the solicitation shall be priced.
Reasonableness: Price is fully justified and supported and is considered fair under current market conditions, reasonable to the quoter and reasonable to the Government. Reasonableness may also be determined by comparison with the Government estimated and/or other offers received. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of cost or price analysis techniques. A quote may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government. In accordance with FAR 15.404-1(g)(2) price analysis will be conducted on the individual CLIN to determine whether unbalanced pricing occurred.
(b) . The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic Options requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

FAR Clauses Incorporated by Full Text
52.212-2 Evaluation-Commercial Products and Commercial Services. (Nov 2021)
As prescribed in , the Contracting Officer may insert a provision substantially as follows:12.301(c)
Evaluation-Commercial Products and Commercial Services (Nov 2021)
The Government will award a contract resulting from this solicitation to the responsible quoter whose (a) . Evaluation Factors offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Evaluation approach: Proposals will be evaluated in accordance with FAR Part 12 where past performance is more important than technical capability, and when combined, non-price factors (technical capability and past performance) are approximately equal to price. The evaluation and award are being conducted in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services. The Government intends to award a contract without discussions with quoters. Accordingly, each quoter should submit its most favorable terms from a price and non-price standpoint.
However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
