About this file

This document is an Amendment (Amendment 0001) to a Request for Proposal (RFP) for Food Mess Attendant Services at Naval Submarine Base Kings Bay, Georgia. The solicitation is a 100% small business set-aside under the Randolph Sheppard Act, with a firm fixed-price contract type consisting of a one-year base period and four one-year option periods, potentially extending up to six months.

Key amendments include extending the solicitation deadline to 4:00 PM EDT on May 13, 2025, and removing previously listed Cook Services for Pirates Cove Galley (Building 1050) across multiple contract line items (CLINs). The solicitation requires detailed technical proposals covering cleaning and housekeeping plans, quality control, training, and project management, with specific page limitations for each section. Prospective offerors are required to attend a mandatory site visit on April 23, 2025, at various galley locations, with strict security and access requirements. The Navy will use a Best Value Tradeoff evaluation methodology, and offers must be submitted electronically to the specified government points of contact.

12. GENERAL INSTRUCTION.

i. This solicitation is a Set Aside to be competed exclusively by SBA Certified Small

Businesses and the State Licensing Authority (SLA) under the Randolph Sheppard Act (20 U.S.C. §107, et. seq.). Proposals by other contractors will NOT be considered. The award resulting from this solicitation will be a Firm Fixed Price (FFP) contract type. The contract will consist of a one-year base period with four, one-year option periods and a possible six-month extension IAW FAR 52.217-8 to be exercised at the discretion of the Government. The Contracting Officer intends to use a Best Value Tradeoff evaluation methodology as described in FAR 52.212-2 of this solicitation.

ii. Offerors that take exception to the Government’s technical requirements in the technical volume may not be considered for award; therefore, any exception to the Government’s technical requirements must be resolved prior to the solicitation closing date. The Government also reserves the right to reduce the number of proposals considered for award on the basis of efficiency pursuant to FAR 15.306(c), but a proposal from an SLA shall not be eliminated prior to a technical evaluation.

iii. Any inconsistency, within the price proposal or between the technical or price proposals, should be fully explained, or it may be considered a discrepancy within the offer, and calls into question the Offeror’s ability to perform, which will result in diminished evaluation rating. The proposal(s) shall be in the format prescribed in this Section and shall contain a response to each of the areas identified.

iv. Offerors must comply with the detailed instructions in this solicitation for the format and content of the proposals. Proposals that do not comply may be considered unacceptable and may render the Offeror ineligible for award.

Proposals submitted by mail or Fax, unless specifically authorized in advance by the Contracting Officer, will not be accepted.

v. Offerors are advised that delays can be experienced with the Government’s email system. The Navy’s email system capacity is limited to accepting documents of five

(5) MB, and documents larger than this limit are likely to be rejected by Navy internet/intranet computer servers, or significantly delayed, resulting in a late submission of the Offeror, which will be rejected as untimely. Therefore, offers exceeding the size limit must be sent via multiple emails. Email submissions must specify whether the offeror is submitting multiple emails. The emails must be labeled (i.e., Email #1 of 3). Zip files are not accepted. If you do not receive a confirmation of receipt from the Contract Specialist or Contracting Officer within 24 hours of submission (not including weekends or Federal holidays), it is the contractor’s responsibility to follow up to ensure receipt via phone and/or email.

vi. Each initial offer should contain the Offeror's best terms from a price and technical standpoint. It is the Offeror’s responsibility to ensure that there are no discrepancies presented within the information contained in its offer. Offerors are hereby notified that in the event there are discrepancies within the information received by the Government, or in comparison to Government information provided in the solicitation, the Government reserves the right to apply its judgment to resolve such discrepancies during the evaluation of the proposals without conducting discussions.

vii. An Offeror’s proposal is presumed to represent the Offeror’s best efforts to comply with the solicitation requirements. Clarity and completeness of the proposal are of the utmost importance. The proposal must be written in a practical, clear, and concise manner. It must use quantitative terms whenever possible and must avoid qualitative adjectives to the maximum extent possible. Proposal volumes must be internally consistent, or the proposal may be considered unrealistic, precluding further consideration for award. The offer should be complete as submitted and not include references to data or information previously submitted. Data previously submitted to the Navy, if any, will not be incorporated ‘by reference’ into the offer and will not be considered in the evaluation of the proposal.

viii. The proposal must demonstrate that the Offeror understands all RFP and PWS requirements and their interrelationships. It must demonstrate the Offeror’s familiarity with the detailed aspects of the requirements and clearly show that the Offeror correctly interpreted all of the requirements. Offerors are cautioned against restating PWS requirements in their proposal, particularly with regard to technical requirements and must state how all RFP and PWS requirements will be met.

Statements such as ‘the Offeror understands’ and ‘the Offeror shall/can comply,’ along with responses that paraphrase the RFP, are inadequate. The use of phrases such as ‘standard practices’ (with a specific government reference or industry reference) does not indicate that an Offeror understands the requirements and will likely result in a diminished evaluation rating. At the Government’s discretion, the Contractor’s proposal may be incorporated into the final contract, either in whole or in part.

ix. A site visit will be scheduled to provide potential contractors opportunity to examine the equipment and spaces that will be incorporated in the resulting contract. See information at the beginning of this addendum.

x. All questions related to the solicitation must be submitted via email to

Contract Specialist Kimberley Sanders at Kimberley.A.Sanders.civ@us.navy.mil. Other methods of submitting questions are not authorized and will not be acknowledged or addressed.

xi. The Government will make every attempt to answer all questions in a timely manner. However, questions submitted within seven days of the posted closing date may not allow for ample time to respond, and Offerors cannot be guaranteed a response will be issued. All questions must be submitted within five (5) days after the conclusion of the site visit. The date and details will be included in Attachment

xii. SPECIAL NOTICE TO STATE LICENSING AGENCIES. The contracting officer and members of the Navy procurement team may, at any point in the source selection process, without notice to the SLA, directly communicate and share source selection information and documents, including the SLA’s proposal, with employees of the United States Department of Education in order to enable both federal agencies to execute their duties under 34 C.F.R. §395.33 to ensure that the services encompassed in this requirement will be provided at a reasonable cost, with food of a high quality, and providing the maximum possible employment opportunities to blind vendors. All such communications will be protected by the federal government’s deliberative privilege and not releasable under the Freedom of Information Act or otherwise discoverable through other legal process.

13. Specific Proposal Format and Content: Offerors shall provide the following items no later than the closing date and time established within the Standard Form 1449:

Standard Form 1449 signed by an authorized company official; and Contract Line Items from the Solicitation with unit pricing.

As proposal is to be submitted electronically, each volume must be a PDF File, unless otherwise stated, named Volume I, Volume II, Volume III and Volume IV. Files must be able to be printed on standard 8 ½ x 11-inch paper. If file is greater than 5MB, break it down so as not to exceed the 5MB size limitation, and name them Volume IA, IB, IC etc. Excel files may also be submitted in addition to the PDF file. Data previously submitted, if any, will not be used in the evaluation of this Request for Proposal. Therefore, previously submitted data should not be included in proposals ‘by reference.’ In addition, evaluators will not cross-reference to other volumes not assigned to them for evaluation.

Offerors should note that separate and detachable proposal volumes will be evaluated by different members of the source selection team.

Each volume shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with no cross-referencing to other volumes of the proposal. As a consequence, Offerors should not assume that an evaluator of the technical proposal will review the past performance or price proposal or be familiar with the contents thereof. As a consequence, Offerors should ensure that each volume contains all information as specified in 52.212-1 Addendum and completely addresses the evaluation criteria as described in 52.212-2.

Specific Volume Instructions:

VOLUME I – TECHNICAL CAPABILITY. This volume shall not contain any cost/pricing information. In the event an Offeror has taken exception to any aspect of the performance-based statement of work, the exception shall be identified in a cover letter and shall be fully addressed in this volume.

Unless otherwise indicated, technical proposals files must be able to be printed on 8-1/2 by 11-inch paper with a 12 character per inch font size. The maximum page requirement excludes cover sheets, tables of content, or separation/index pages.

To be considered recent, contract performance must be presently on-going or active within the last three (3) years from solicitation issuance.
