QUESTIONS AND ANSWERS
QUESTIONS AND ANSWERS
SOLICITATION N6883624R0003
*To the extent these questions relate to the draft solicitation Q&A’s, offerors are advised that revisions have been made and the final solicitation documents take precedence.
1. Question: During the site visit there were two vehicles designated for AMC Aircrew use and we were told they were GFE. However, Appendix C-3 does not reflect those vehicles as GFE?
Answer: The two vans in question are not GFE as they are not provided to the contractor for contractor use.
Instead, the two vans are for AMC Aircrew use only. The contractor is responsible for maintaining positive control over the two vans, issuing keys, maintaining a control log, and ensuring cleanliness as set forth in Section 1.11 of the PWS.
2. RFP Reference: Instruction to Offerors/Evaluation
Question: For proposals involving subcontractors, is there a specific requirement or preference regarding the number of past performance references that must come from the prime contractor versus subcontractors?
How will the government evaluate the combined past performance of the prime and subcontractors? Is there a weighted approach, or are all references considered equally regardless of their source?
Answer: Given that this solicitation is an SDOVSB set-aside, and does not fall under one of the excluded services (IAW FAR 52.219-14 (Dev)), the prime contractor shall not pay more than 50% of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. In addition, there is no requirement that the prime contractor subcontracts with the subcontractor identified in the past performance volume. Therefore, the government will not evaluate subcontractor past performance as the performance of the contract relies predominantly on the prime contractor, which is under no contractual obligation to subcontract to any firms. The competition will include a trade-off between past performance and price in accordance with the FAR 52.212-2 Addendum. By evaluating the past performance record of a proposed subcontractor that the prime contractor elects to not utilize after award, the basis of the trade-off could have been inaccurate. Accordingly, past performance from only the prime SDVOSBs will be considered in the evaluation.
See revisions made to the FAR 52.212-1 and 52.212-2 Addendum’s.
3. RFP Reference: Attachment 6 – Draft Q&A’s
Question: Can the government provide further clarification on how the historical staffing levels (between 18 and 24 FTEs) were determined to be adequate for meeting the PWS requirements? How do these levels align with the reduced airfield core hours?
Answer: Historical staffing levels fluctuate from 18-24 personnel total. FTE vs PTE data was not provided as this proprietary information. Ultimately, staffing levels are determined by the contractor; adequacy is evaluated by PWS performance. Historical staffing levels are adequate for meeting the existing PWS requirements (which are not identical to current, solicitation requirements). Offerors shall assess the solicitation including, but not limited to, any changes to hours of operation and propose appropriate staffing using the provided information.
4. RFP Reference: Attachment 6 – Draft Q&A’s
Question: Does the government have any restrictions or guidelines on cross-training and role consolidation, particularly concerning safety and security roles within the ATGH services?
Answer: The only potential restriction is if the roles were consolidated to the point that it becomes impractical for all requirements to be met, or the loss of a single person could jeopardize PWS accomplishment. This would be revealed during evaluation of staffing plan during source selection.
5. RFP Reference: Attachment 6 – Draft Q&A’s
Question: Can the government provide a detailed list of minimum standards or specific requirements that must be met to make the housing on the Leeward side habitable? Are there any government-provided guidelines or checklists available that outline the expected condition of contractor-responsible housing?
Answer: If referring to units 531 and 532, this would be a question for the Navy Facilities Engineering Command, who can be reached at (757) 458-5668. Use of these units is voluntary to make response times easier to accomplish, and one of these units is occupied by incumbent. If referring to Navy Housing properties, residents will be briefed on responsibilities when signing the lease. Additional housing contact information can be found in Appendix E of the PWS.
6. RFP Reference: Appendix C-3, "3.3 Government-Furnished Facilities. Government Facilities Furnished, Appendix C-3, have been inspected for compliance with Navy Occupational Safety and Health Act (NAVOSH) requirements. Should a hazard be identified, the Government will correct hazards according to the base-wide Government developed and approved plan of abatement taking into account safety and health priorities.”
Question: Can the government provide guidance on how this information applies to or is differentiated from the contractor-responsible housing?
Answer: Units 532 and 531 are not maintained by the government and are considered abandoned property. If the contractor elects to use this property, the units will be provided as is. If the contractor elects to not use the facilities, the units may be offered to another Leeward contractor or demolished during next footprint reduction project.
7. RFP Reference: Section: 52.212-2 Page: 94 of 100 Paragraph: Subfactor A
Question: The Government states, “The offeror shall submit a signed acknowledgement letter stating the offeror is capable of performing services required in the PWS.” Is there a page limit? Is this letter to include a short technical approach?
Answer: The PWS Acknowledgement letter should not be more than one page. The technical approach shall be demonstrated through the staffing and mobilization plans NOT the PWS Acknowledgement Letter.
8. RFP Reference: Section: PWS Page: N/A Paragraph: 4.11
Question: The Government states, “4.1.1. Mobilization. The successor Contractor shall appropriately schedule the events after the contract award and before the effective contract start date to account for the time necessary to acquire and ship contractor-provided equipment and a minimum of 45 days for the required employee background checks.” Is there an estimated award date or maximum transition/mobilization period to create the required timeline?
Answer: We anticipate award no later than 8 July 2024.
9. RFP Reference: Section: PWS, Appendix E Page: N/A Paragraph: 1.2.5
Question: The Government states, “Marine Insurance: The contractor shall furnish marine insurance as required.” Will the Government please provide information with regard to number of personnel on the vessels, vessel type, hours underway, etc. in order to obtain a proper quote?
Answer: Section 1.2.5 of Appendix E refers to privately contracted vessels and if the contractor elects to utilize their own ocean freight in support of this contract. However, this is typically not applicable to this requirement.
The contractor will not be required to support Government vessels.
10. RFP Reference: Section: Appendix E Page: 46 Paragraph: 1.2.10
Question: Can the government provide historic usage rates for utilities in facilities and housing as incurred in support of this contract?
Answer: The contractor is not liable for utility usage in the industrial complex. For buildings 532 and 531, offeror’s shall inquire about utility arrangements by contacting NAFVAC ((757) 458-5668). Housing utilities vary widely based on the occupant, see Appendix E for current Fair Market rental rates.
11. RFP Reference: Section: Clauses Inc. by Reference Page: 3-8, 94 Paragraph: N/A Question: In the sentence “The Offeror shall fill in the price schedule and include unit prices,” will the Government clarify what “the price schedule” is in reference to or otherwise confirm it is the Section B provided on pages 3-8?
Answer: The price schedule refers to Section B on pages 3-8 of the solicitation.
12. RFP Reference: Section: SF1449 Continuation Sheet Page: 8 Paragraph: N/A
Question: FAR 52.217-8 Option to Extend Services (Nov 1999): Will the Government insert the period of time within which the Contracting Officer may exercise the option?
Answer: See the full-text FAR 52.217-8 clause on page 63-64 of the solicitation. The Contracting Officer may exercise the option by written notice to the Contractor within thirty (30) days prior to the expiration of the contract date.
13. RFP Reference: Section: Attachment 6 (Draft Q&As) & Preproposal Conf. Slides Page: Q 43-45 & slide 13
Question: Will offerors be allowed to ask additional questions after the preproposal conference currently scheduled for April 3, 2024?
Answer: No. Offerors have been provided several opportunities to ask questions during the last five months.
The solicitation was posted on 14 March 2024 and questions were permitted until 1700 EST on 29 March 2024.
Questions in reference to the pre-proposal slides were permitted from 27 March 2024 until 1400 EST on 1 April 2024.
Prior to issuance of a draft solicitation, the government posted several pre-solicitation notices including a requirement synopsis on 24 November 2023 and an informational site visit notice 8 January 2024. The Performance Work Statement (PWS) was attached to both notices. The site visit occurred on 13-16 February.
The draft solicitation was issued on 8 February 2024, and offerors were permitted to submit questions until 22 February 2024. Due to the abundance of opportunities to ask questions, no further questions will be permitted.
14. RFP Reference: Section: Attachment 6 (Draft Q&As) Page: Q 28, p. 6 Paragraph: N/A
Question: Will the Government please provide the/any position descriptions associated with the historical 18-24 staff?
Answer: The relevant positions are referenced throughout the PWS. Section I of the PWS identifies all required tasks, services, and positions.
15. RFP Reference: Section: Delivery Information Page: 53 Paragraph: N/A
Question: Will the government please provide the From/To delivery dates for CLINS 5001 and 5002?
Answer: Performance dates will not be provided for CLINs 5001 and 5002 until they are exercised as these CLINs may be exercised at any time. Historically, they are exercised at the end of Option Period 4, if the government deems it necessary to extend the contract at that point.
16. RFP Reference: FAR 52.212-1 Addendum
Question: Please clarify what are "adequate resources"? For example, is this the ability to cover operating costs for a 30 day period? If a teaming arrangement like prime/sub exists can the financial resources of the sub satisfy the requirement, or must it be the prime?
Answer: Adequate resources are the ability to execute the contract until the first payment is invoiced and received. The prime contractor will be evaluated on their own merits as the government does not have privity of contract with the subcontractor.
17. Question: Do you anticipate an extension to accompany the Amendment?
Answer: At this time, we do not anticipate an extension as this requirement has been publicized for 5 months.
