Quote: “Load and Unload explosives IAW AFMAN 24-604.”

Question:

What is the annual estimate?

Answer: The annual estimate fluctuates based on current mission, but a baseline would be 15-20 pallets per year, 10-15 tons encompassing all classes. See PWS paragraph 1.2.6. for revisions.

5. Section: 1, Paragraph: 1.4.12.

Quote: “Staff and operate the Windward Passenger Terminal Annex.”

Question:

What is current staffing?

Answer: Historical records show that typically 1 person operates the annex for normal business hours and 8-10 people operate the annex during flight check-in. This data is provided only as a tool to assist in establishing resources. It is the Contractor’s sole responsibility to determine appropriate resources needed to accomplish work.

6. Section: 1, Paragraph: 1.6.1.

Quote: The Contractor shall: Provide potable water and ice if available.

Please clarify “provide” and who is responsible for getting the items? Who pays for the items?

Answer: At present, there is no ice machine or bulk potable water source at the airfield. When or if these sources become available, the government will maintain the equipment and the contractor’s role would be to supply the aircraft with ice and water if requested by crew. See PWS paragraph 1.6.1 for revisions.

Answer: Requirement for KO approval removed from PWS Section 5.

10. Section: 1 Page: 4 Paragraph: 1.6.1

Water, specifically ice from the icemaker machine, is usually deemed not for human consumption at the Leeward side of the Base. Bottled water and bagged ice can be purchased at the mini-mart.

Is this a contractor expense or a government reimbursable?

Answer: Contractor is not responsible for purchasing water or ice in the absence of a potable water source. Each carrier has designated ground support personnel who are responsible if such a purchase is necessary. See PWS paragraph 1.6.1 for revisions.

14. Section: 1 Page 6 Paragraph: 1.10.11.1.3

Airfield complex currently has three eye wash stations that are connected to a system of pipes and fittings. These lines appear to be rusted as foul, brown water flows out of the eye wash stations.

As this is an infrastructure issue not the eyewash stations themselves, is the Government responsible for this?

Answer: If eyewash stations are not operational due to facility issues, the contractor will notify the airfield facilities manager of the discrepancy; however, the discrepancy will not preclude the performance of the schedule maintenance. See PWS paragraph 3.4.6.1. for notification of any facility deficiencies or discrepancies.

15. Section: 1 Page: 8 Paragraph: 3.2

Is the following equipment Government or Contractor provided:

10K Forklift, 4K Forklift, Staircase Truck, LST, FOD Sweeper?

Answer: While there is a government 4K forklift located at the windward annex, available for contractor use, it is not part of the GFE identified under the contract and can be removed at any time. The contractor would be responsible for providing a 4K forklift, if required. Any equipment not listed in Appendix C-2, shall be provided by the contractor.

Answer: The power wash equipment is the responsibility of the contractor.- See revisions to PWS paragraph 1.10.15.

22. Section: 3 Page: 19 Paragraph: 3.5.2

Answer: Typically no, but there may be situations where JI’s are conducted.

23. Section: 4 Page: 20 Paragraph: 4.8

24. Section: 4 Page: 20 Paragraph: 4.8

Will there be sufficient time after award for the awardee to ship contractor furnished equipment from stateside to NSGB?

25. Section: 4.3 Page: 21 Paragraph:4.3.2.1

The hours of customer service in the PWS are stated as Tuesday - Friday 1000-1800 and 1000- 1400 Monday and Saturday. These hours do not align with flight schedules. It appears as if the hours would need to be adjusted every day to accommodate flight operations. Additionally, while we understand that the contractor cannot let ferry hours impact work adjustment, a schedule from 1600 to 1800 would require staff to use the Uboat from leeward to windward which does not transport vehicles. At the close of the day, cash, official orders, and receipts are currently transported in a secure vehicle on the ferry. This change would require staff to carry cash, official orders, and receipts unsecured on their person on the Uboat. Would the government consider adjusting hours in the PWS to the current schedules to more adequately support airfield operations?

Answer: CNIC has reduced Airfield Core hours to 40 hours per week with an effective date of 1 October 2024. Those hours are expected to adequately support airfield operations.

As noted in PWS paragraph 4.3.2.1, the standard hours or operation may vary slightly to accommodate the flight schedule.

26. Section: 4 Page: 29 Paragraph: 4.10

Can the government clarify if this should be CO or KO ?

Answer: KO. See revisions to PWS Section 4.10.

27. Section: 4.3 Page: 29 Paragraph:4.3.3.1

The airfield is open 24/7, and most of the flight operations occur between 0700-1600. The hours presented in the PWS do not appear to adequately align with the flight schedules. Would the government consider adjusting hours in the PWS to the current schedules to more adequately support airfield operations?

Answer: Final hours of operation will be established once revisions of flight schedules by TRANSCOM and AMC become effective. Effective 1 October 2024 the field will only be open 0600 to 2400 daily with the following breakdown of standard vs non-standard hours. See PWS Section 4.3.2.1. and 4.3.7.

Standard Hours Non-Standard Hours Tuesday – Friday: 1000 – 1800 Tuesday - Friday: 0600 – 1000 & 1800 – 2400 Monday & Saturday: 1000 - 1400 Monday & Saturday: 0600 – 1000 & 1400 – 2400

Sunday: 0600 – 2400

The vehicles shall be operated only by Contractor employees who possess a valid U.S. Government motor vehicle operator's identification card.”

Question:

Please clarify the number of contractor vehicles by type currently on site.

Answer: These vehicles are for personal transportation. COR knowledge is of two contractor provided vehicles but this is not tracked by the Government. See revisions to Appendix E, Section 1.2.8.

41. Section: Appendix E Paragraph: 1.2.20.5.2.

Quote: “The bulk of services associated with this contract are performed on what is known as the Leeward Side of the installation, while the majority of lodging is located on what is known as the Windward Side of the installation. The two sides are divided by a bay which requires water transportation in between. Requests for after-hours transport from Windward to Leeward can take 1-3 hours to coordinate and is not guaranteed as use of government provided transportation for Contractor support must be specifically authorized per event. The inability to transit the bay is not considered an acceptable reason for not meeting the requirements of this PWS Question:

We find this para disconcerting given that per the contract we are required to perform both sides and the only method of transportation is government provided, with government requiring the contractor to meet a requirement that is completely out of control. Request the government review and restate that if this is a failure due to government failure then it is the government’s liability.

Answer: The Government will not assume liability for the contractor’s inability to transit the bay to meet PWS requirements. In deriving a staffing approach, contractors are expected to consider and propose to lodge a sufficient number of employees on the Leeward Side to provide services as required to mitigate cross bay transportation risk.

The list shall also contain anniversary dates of employment of each Foreign National employee under this contract and its predecessor contract.”

Question:

Will the government clarify how many FN are currently employed on this effort only? Please clarify Answer: It is the Contractor’s sole responsibility to determine appropriate resources needed to

44. Site Visit
