About this file
This document is a set of Pre-Proposal Conference Slides for a Request for Proposals (RFP) issued by the Department of the Navy Naval Supply Systems Command (NAVSUP) for Air Terminal Ground Handling Services at U.S. Naval Station Guantanamo Bay, Cuba.
The RFP solicits proposals for providing air terminal and ground handling services, including passenger services, air terminal operations, aircraft services, funds handling, and fleet services. The contract includes a base year and four option years, with a potential six-month extension. Pricing is structured in two CLINs - standard hours and non-standard hours. The evaluation will be based on a tradeoff between technical capability (PWS acknowledgment, staffing plan, mobilization plan) and past performance, with past performance being more important than price. No subcontractor past performance will be considered. Proposals are due by April 15, 2024 at 1700 EST.

1. Ref: RFP Amendment 002 Pg. 5 of 7, Volume III Past Performance. States "The Offerors shall provide a maximum of three (3) relevant past performance references….”
Pre-Proposal Conference Slides, Pg. 10, Volume III Past Performance. States "At least three relevant past performance references Q. Is the offeror correct in assuming that the solicitation is correct and the slide has a typo?
A: Yes, the slide has since been corrected to match the RFP; “maximum of three (3) relevant past performance references”
2. Q: Will offerors be allowed to ask additional questions after the preproposal conference currently scheduled for April 3, 2024?
A: No. Offerors have been provided several opportunities to ask questions during the last five months. The solicitation was posted on 14 March 2024 and questions were permitted until 1700 EST on 29 March 2024.
Questions in reference to the pre-proposal slides were permitted from 27 March 2024 until 1400 EST on 1 April 2024.
Prior to issuance of a draft solicitation, the government posted several pre-solicitation notices including a requirement synopsis on 24 November 2023 and an informational site visit notice on 8 January 2024. The Performance Work Statement (PWS) was attached to both notices. The site visit occurred on 13-16 February.
The draft solicitation was issued on 8 February 2024, and offerors were permitted to submit questions until 22 February 2024. Due to the abundance of opportunities to ask questions, no further questions will be permitted.
Q U E S T I O N S A N D A N S W E R S - S O L I C I T A T I O N
All additional questions submitted regarding the solicitation were addressed in Amendment 0003 to the solicitation which was released yesterday on SAM.gov. Offerors are highly encouraged to read ALL Q&A’s in Amendment 0003 if they haven’t already.
One substantial revision has been made to the solicitation as a result of the Q&A’s:
Q: For proposals involving subcontractors, is there a specific requirement or preference regarding the number of past performance references that must come from the prime contractor versus subcontractors?
How will the government evaluate the combined past performance of the prime and subcontractors? Is there a weighted approach, or are all references considered equally regardless of their source?
A: The government will not evaluate subcontractor past performance as the performance of the contract relies predominantly on the prime contractor, which is under no contractual obligation to subcontract to any firms. The competition will include a trade-off between past performance and price in accordance with the FAR 52.212-2 Addendum. By evaluating the past performance record of a proposed subcontractor that the prime contractor elects to not utilize after award, the basis of the trade-off could have been inaccurate. Accordingly, past performance from only the prime SDVOSBs will be considered in the evaluation. See revisions made to the FAR 52.212-1 and 52.212-2 Addendum in Amendment 0003.
