About this file
This document is a Request for Proposal (RFP) for the Fleet Readiness Center Southwest (FRCSW) to procure, replace, and upgrade two overhead electric traveling hoists, associated hangers, runway rails, and electrical control systems for the C2 and C3 Hoists at Naval Air Station North Island in San Diego, California. The solicitation (N6852025R0023) requires a contractor with expertise in Navy weight handling equipment (WHE) to perform a complete hoist structure replacement, including structural analysis, removal of existing equipment, installation of new 1-ton capacity underhung hoists, and upgrading electrical and control systems.
Key details include a site visit scheduled for May 13, 2025, with a maximum of three personnel per vendor, and a requirement for contractors to have Navy Crane Center (NCC) approved experience and technical knowledge of weight handling programs. The hoists must be designed to CMAA No. 74 standards with a class C service classification, and comply with various Navy, OSHA, and industry regulations. Proposals are due in the Procurement Integrated Enterprise Environment (PIEE) system, with evaluation based on technical capabilities, past performance, and price, where technical and past performance are considered more important than cost. The government intends to award the contract without discussions, emphasizing that initial offers should represent the offeror's best terms.
