1. How will ITAR markings be done in execution?

4. Is there a bypass oil overflow valve/tube in the quill system? Does this need to be tested?

7. Are the double doors considered man doors?
· No.
8. After seeing the site, the space is small. There is no cooling water available in that space. Does the government have an aversion to putting something in the open spaces beside the area? Would the vendor have to include a chiller?
· The vendor would have to include a chiller. Any exterior space adjacent to the proposed test stand location is acceptable as long as it does not interfere with the operation and access to any personnel or equipment door. 9. To what level do you consider the modification to the building? What is a modification considered?
· Modifications to the Facility: For purposes of this solicitation, “modifications” to the facility is defined as “construction” per FAR 2.101, which includes any alteration to real property. Real property is defined in ASO 11100.1 MCAS Cherry Point SOP for Real Property Inventory. Penetrations to partitions or similar alterations to other than real property would not be considered “construction”, and therefore would not be considered a “modification” to the facility. Additional clarification may be forthcoming pending guidance from NAVFAC.
10. Is there a chance the Government can assist in helping identify a source for brand components?
· Non-aircraft Components called out by brand are commercially available.
11. What is the estimated throughput efficiency? Output torque versus input torque?

12. Does the Government have a specific target maximum air temperature?
· The desire is to keep it at ambient temperature for health and safety.
13. When setting up the preassembly and preset up, could a quill assembly be provided for testing?

14. Does the Government have a cycle time target? (A target for how quick test lengths need to be)

· Yes, as long as they are Advanced Threat Analytics (ATA) compliant.
