| (RFP, Attachment) | Section | |||||
| (A-M) | Reference Paragraph | Page Number | Question | Response | Proprietary (Yes/No) | |
| 1 | RFP & Attachment L-2 | B & The Summary Tab | B-2 | 5 | Issue: |
The RFP Section B-2 lists seventeen CLINs. Three CLINs (0001, 0006, and 0011) require pricing to be supplied, and estimates provided for two additional CLINs (0016 and 0017). The summary lab of Attachment L-2 has entries for CLINs X001 - X010. This structure does not align with the CLINs in Section B-2.
Question:
| What pricing must be entered into the summary tab on Attachment L-2, and how are the CLINs designated in the RFP Section B-2 not separately priced to be handled in Attachment L-2? Where, if at all, are the estimates for CLINs 0016 and 0017 to be supplied? | The Government will not provide estimates for CLINs 0016 and 0017. CLINs 0016 and 0017 are Not Seperately Priced. Billing for CLIN 0017 will be at the Task Order level. The purpose of CLIN 0017 is to record the tracebility of Contractor Acquired Property of the Government property being returned to the Government at the end of contract. | No | ||||
| 2 | RFP | C | 3.7 | 23 | Issue: |
The scope of work requires that mobilization be provided within a 45-day period. However, there is no CLIN for pricing and subsequent reimbursement for mobilization activities.
Question:
| Where, if at all, should the price for mobilization be provided? | The Government will not provide a CLIN for mobilization, as this will be considered an indirect cost to the Government. | No | ||||
| 3 | RFP | C | 3.14.3 | 30 | Issue: |
The bidders are to required to provide all Personal Protective Equipment (PPE) for team members at the contractor's expense.
Question:
| Are these costs considered to be a direct reimbursable expense? If so, what CLIN should these costs be aligned with? If not, how are the bidders to recover the associated costs of providing this PPE? | Offerors will not be reimbursed for Personal Protective Equipment (PPE) expenses. | No | ||||
| 4 | RFP | C | 3.14.8 | 32 | Issue: |
The Scope of work requires handling of HAZMAT.
Question:
| Are the costs for any HAZMAT processing/collection sites included in the ODC Government-supplied "Plug numbers?" If not, where, if at all, are the bidders to supply the prices for this? What quantities and types of HAZMAT will need to be processed each year? | All HAZMAT is supplied by the Government. Offerors are not to include HAZMAT costs in their proposals. Usage/waste processing varies from work location to work location based on MRO production throughput and the type and number of support equipment end items reworked. Authorized Usage Listings (AULs) are controlled and approved for use at each work location by the hosting station/command. Paints, primers, thinners, lubricants, solvents, cleaners, fuels, abrasive blast media, and dirty rags for example. | No | ||||
| 5 | RFP | C | 3.17 | 35 | Issue: |
The contractor is required to supply common tools.
Question:
Where are the bidders to include the price for these common tools, and what is the definition of common tools within this context? Bidders should not include the costs for privately-owned tools in their proposals. The government will not pay or reimburse the Contractor for privately owned tools. Common hand tools are hand tools that can be used to perform maintenance on any piece of support equipment, regardless of support equipment type. Wrenches, pliers, cutters, files, striking tools, struck or hammered tools, screwdrivers, vises, clamps, snips, hacksaws, drills, knives for example. Common hand tools and the tool boxes they reside in are privately owned and purchased by Contractor personnel at their own expense.

No, the Offeror can not aggregate using multiple members. | No | ||||
| 8 | RFP | L | 2.1.1 (d)(i) | 133 | Issue: |
In section M of the RFP, the evaluation criteria include proof of managing a large service contract with 400 artisans. This is a large hurdle that a very small number of companies can meet, thereby extremely limiting competition.
Question:
| By including this requirement in the RFP, is it the Government's intent to only have a very small number of submissions? | No, it is not the Government's intent to limit competition. This effort requires Offeror's to manage ~400 artisians. Please see the updated RFP. | No | ||||

| 13 | Attachment L-2 | Cost Summary Worksheet | N/A | N/A | Issue: |
The cost summary worksheet does not list CLINS for each cost build. The instructions stipulate that costs have to be broken out by CLIN in the summary tab.
Question:
| Can the bidders insert a column into the cost summary worksheet to designate CLINs for each cost build such that the summary tab can be populated? If not, can the bidders insert additional tabs to Attachment L-2 or include a free-standing price model such that the cost summary sheet supply is a roll-up of all costs and the supporting detail? | Attachment L-2 shall not have additional Columns added. Supporting workbooks may be provided to support Attachment L-2. | No | ||||
| 14 | Attachment L-2 | Cost Summary Worksheet | N/A | N/A | Issue: |
