LOGEN Draft RFP Question and Answers- N6852022R0001 Industry Question Government Response
On page 1 of the Draft SOW, the 1.0 Background Section reads “The FRC sites are disbursed across different geographical locations located within the US and Japan.” However, Japan is not listed in the Draft RFP or Draft SOW. Sigonella Air Station in Sicily, Italy is listed as a potential site on page 8 in the section labeled “Work Locations and Facilities”.
Should Section 1.0 be updated to replace Japan with Italy or should Japan be added to the work locations and facilities listing on page 8 of the Draft SOW?
The Statement of Work (SOW) paragraph 1.0 provides background information, work performance is not anticipated in Japan.
Within Attachment B-1, and as outlined on page 8 of the Draft SOW, we recommend realigning Sigonella Air Station in Sicily, Italy to the West pricing tab rather than the East to more accurately reflect Italy’s cost of living, which is similar to the U.S. West.
Cost of living in Italy is below United States National average, therefore the composite rates for United States East are utilized for this work performance location.
On the 1st Tab of Attachment B-1 Level of Effort (LOE), the final box indicates Engineering Support for FRCSW. It should reflect Logistics Support for FRCSW.
Corrected, see revised Attachment B-1 of official solicitation.
On the 1st Tab of Attachment B-1 LOE, Labor category Logistics Analyst Junior is missing. However, within the Tab for the Eastern part of the United States, Logistics Analyst Junior is a listed category. We recommend adding Logistics Analyst Junior to the LOE Tab of B-1.
Logistics Analyst Junior is the only labor category found on the site pricing tabs (East and West) that is not in the LOE tab.
Corrected, see revised Attachment B-1 of official solicitation.
01 February 2022 1
The Draft SOW, at pages 65 and 66, identifies 20 Key Labor Categories.
With a total of 441 FTE employees annually, we recommend the Government request resumes for each of the 31 Key Labor Categories listed by Site on the B-1 LOE Tab. This will allow the Government to adequately evaluate the Workforce Section of an Offeror’s Technical Proposal.
See official solicitation.
Is the Government intending to provide a draft Section L and Section M, prior to final RFP Release? As a SB Set-aside, the implications of instructions and evaluation criteria can significantly impact an offeror's strategy and response. It is particularly important for SB to fully understand the Government's acquisition strategy, prior to the final RFP release, in order to appropriately position resources to satisfy both price and technical requirements. Many companies dedicate months of planning and preparation to posture for opportunities, particularly ones of this size and scope, and volume requirements and evaluation criteria can have a significant impact on this process.
Sections L&M were not released as Draft. See official solicitation.
Will copies to the Standard Work Packages (SWPs) and FRC Instructions referenced by the SOW be provided to potential bidders?
Applicable documents that are not publically available are intended to be provided post award.

There is some confusion regarding the impact to the LOGEN LOE as a result of a recent J&A (https://sam.gov/opp/5cc0ba70ba864be18770833b67194066/view#his tory) that was published on Dec 09, 2021 for contract number N6134019D0006-P00013 (FRCSE ESS). Would the Government please clarify what portions (and indicate the LOE impact, if any) to the new LOGEN contract (N6852022R0001) which may be affected by the J&A?
As well, the J&A was not signed or dated, and referenced an Aug 3, 2021, SAM.Gov Synopsis/Notice to Industry that does not appear in the history record of the J&A on SAM.Gov, or that we are able to locate anywhere on SAM.Gov. The J&A states “In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Instruction (PGI) 206.302-l(d), a sources sought notice was posted on the sam.gov website on 8 July 2021 to seek and identify potential competitive market capabilities to meet the Government's requirement. One interested company, Rising Edge, LLC submitted a generic capabilities statement, although when requested to provide statements to the Government regarding their ability to immediately support this requirement as required by the notice, the firm responded in writing that it would no longer be pursuing this requirement.
Additionally, pursuant to FAR 5.201(b), the proposed sole-source contract modification solicitation notice was synopsized on sam.gov on 3 August 2021 with no responses received. The follow-on contract for these services will be solicited and awarded as a competitive small business set-aside".
LOGEN will not be impacted by the incumbent FRCSE ESS N61340-19- D-0006 sole source increased LOE modification P00013 awarded in December 2021. The J&A was redacted pursuant to FAR 6.305(e).
The pre-solicitation synopsis was posted to sam.gov at:
https://sam.gov/opp/52e45c02de1d4d469172aa57198cdde5/view on 7 August 2021. Language from the synopis addressing the level of effort increase, “Commander Fleet Readiness Centers (COMFRC) intends to solicit, negotiate and award a sole source level of effort (LOE) increase to the current five-year ordering period of contract N61340-19-D-0006 to Andromeda Systems, Inc. (ASI) under the authority of FAR 6.302-1 in support of Fleet Readiness Center Southeast (FRCSE) NAS Jacksonville FL. The purpose of the LOE increase is to ensure continued engineering services support for FRCSE while the COMFRC Logistics and Engineering “LOGEN” follow on support contract can be awarded via pending RFP N68520-22-R- 0001 (see related sam.gov attachments). The current ordering period of the contract remains unchanged with expiration on 31 January 2024; however, the LOE ceiling will be fully expended sooner than anticipated due to an increase in emerging requirements. The increased LOE is estimated to be required by October 2021. The intent is to gain enough hours to cover performance until the follow-on contract is awarded, and eventually the Government intends to shorten the ordering period to transition to the follow-on contract ordering period commencement to avoid duplicative coverage.”
Given the fact that the Mar 29, 2021, LOGEN Sources Sought resulted in Government competitively procuring LOGEN as a SB Set-aside (met the rule of two), and the fact that we have been unable to locate the 3 Aug 2021 FRCSE ESS LOE INcrease Synopsis, would the Government please clarify any follow-on actions that may result in changes (size, scope or complexity) within this new LOGEN services support contract?
See the response to question 8.

The Level of Effort maximum number of hours for this DRFP are defined as a not to exceed number of 3,396,841 which equates to approximately 353 FTEs per year, yet the total number of labor hours over the five year period specified in Attachment B1 LOE for the three referenced FRCs are combined total 482 FTEs for the first year alone. In addition to clarifying the disparity in Attachment B1 and the DRFP, please confirm that this includes the additional labor required in support of the other sites specified comprising the 12.6% of the total labor requirements as outlined in the DSOW para 3.1.2.1, page 8.
This LOE requirement for this effort is estimated for a three year eight-month ordering period.
For Key Labor Categories identified, can the Government identify the minimum quantity of total labor hours, or of individuals for each Key labor category that we will be required to present qualifying resumes?
Is the government’s expectation to have SBs submit ~60 Key resumes as outlined in the DRFP identified as Keys?
See Section L of the official solicitation for Key Labor resumes required at proposal. Additional Key Labor resumes will be required for the successful offeror to submit during the Transition-In phase, pursuant to Section C.
Can the Government please identify how the minimum requirements would be subdivided between requirements to offer resumes for actual existing Key employees, and/or number of position allowable for LOIs?
See Section L of the official soliciation.
As delineated in Attachment B1, Sr. Program Manager LCAT Hours for FRCSE Engineering effort comprises less than 1% of overall engineering hours whereas Sr. Program Manager LCAT Hours for FRCE Engineering effort comprises almost 3% of overall engineering hours. In addition, there is another 4.25 Journeyman PM FTEs and 5.25 FTEs of Sr. Project Manager within the FRCE Engineering effort. Can the Government elaborate on what FRCE complexities drive the need for so many more Program and Project managers than for FRCSE?
The requirement owners at each site provided Level of Effort based on current support and future projected need.

Given the vast differences between relative skillset requirements (Logisticians, Engineers, Technicians, etc.) for FRCSE, FRCE and FRCSW will the Government be elaborating on specific SOW area application to each to enable more accurate RFP responses?
The skillsets requirements will be indentified at the task order level.
The original Sources Sought Incumbent Information identified (4) current contracts and (2) TBD contracts as shown in items (a) through (f) below (Site/Program, Contract Number, Incumbent, Current Expiration Date ). Given the changes that have occurred since the official SB Set-aside determination, would the Government please clarify which contracts will be rolled into this work in year one of the award, and sufficiently detail the phasing of all remaining contracts for the duration of the Period of Performance to include FRC location, Option Year exercised, LCATs and associated LOE?
See SAM.gov Presolicitation synopsis for N6852022R0001 and the official solicitation. The LOE required by the Solicitation will be phased in after award. Details will be provided during the transition-in phase as far as orders expected during the first year and estimated LOE/Key Labor requirements.
