About this file

This is Amendment 0001 to RFP N68335-25-R-0269 issued by the Naval Air Warfare Center Aircraft Division (NAWCAD) in Lakehurst, NJ, effective February 4, 2025. The amendment updates the RFP by removing an inadvertent draft watermark and provides answers to seven contractor questions regarding the procurement of two Moving Bridge Coordinate Measuring Machines (CMMs) for T408 jet engine component measurements.

Key clarifications include: the government will provide GE contact information after award for obtaining part drawings; cybersecurity requirements specify Windows "Operator" common accounts and individual CMM software passwords; acceptance testing will compare dimensional reports between new and existing CMMs; the contractor must develop T406 Rotor and Stator programs; data output requires both standard PC-DMIS reports and direct integration with existing surface/blade tip grinders; and site visits will not be permitted but photographs of the installation space will be provided in a future amendment. The solicitation closing date remains unchanged. The CMMs will be installed at Fleet Readiness Center East (FRCE) in a cleared shop location that will be their final position.

AMENDMENT 0001

The purpose of this amendment is to answer the following question and to update the attached RFP N68335-25-R- 0269 (the original version inadvertently had the draft watermark on it). The solicitation closing date remains unchanged at this time.

1. Question: SOW 3.8.2 tells us that the contractor shall make arrangements with GE to procure the part drawings and models but doesn’t indicate a contact to get these.

Answer: We can add language that the government will provide contact information after contract award?

2. Question: SOW 3.5.3.3 – Can you expand on what level of cybersecurity system is needed. Is specific user vs administrator login credentials sufficient to cover this requirement?

Answer: Windows “Operator” common account for use by every individual assigned to use the CMM. Individual password accounts required for the CMM software.

3. Question: SOW 4.6.3.1 –What constitutes Pass or Failed testing? Are we comparing results to another machines reports? Please expand on what the Government is looking for here?

Answer: FRCE has a Precision Measurement Center (PMC) in another building. The dimensional report from the new CMM will be compared to the dimensional report from an existing CMM that the Government owns.

4. Question: SOW 3.18.11 – Is the install location in the exact place the new installs are going? What equipment will the contractor need to remove?

Answer: There is a location in the shop where the new CMM’s will be placed during installation. It will be their final location. The area will be cleared by FRCE before installation is started. There should be no obstructions and plenty of room if the CMM’s are sized to fit within the provided allowable footprint.

5. Question: SOW 4.6.3.1 – Is the contractor going to supply programs for the T406 Rotor and Stator or is the Government responsible for programs?

Answer: FRCE does not have a program for these parts. FRCE expects the contractor to develop the programs. If these programs are to be supplied by the Government then the Government can’t adhere to them being part of the acceptance tests.

6. Question: Does the data output need to be in a particular format or are standard PC-DMIS reports sufficient?

Answer: In addition to standard reports, FRCE requires the data to be sent directly to existing surface and blade tip grinders. The existing CMM had that capability at some point in the past. The company that manufactures the grinders can help the CMM supplier with this integration since it is a requirement of both the new CMM’s and new grinders the Government is purchasing.

7. Question: Is it possible to come on-site to see the install location for rigging purposes?

N6833525R0269

Answer: Due to the competitive nature of this requirement, site visit will not be permitted. The Government will provide photographs of the installation space which, along with the facility drawings already provided as a part of the solicitation documents, should be sufficient for an offeror to propose to the rigging specifications. The photographs will be provided at a later date; a subsequent amendment is forthcoming with further details of how to request the photographs.

All other information remains unchanged.
