Instructions

Instructions for Prime Contractor:
1Enter Prime offeror name into cell A3.
2Enter all prime labor categories in Column B (starting at row 9) If necessary, insert additional rows--but ensure integrity of formulas. In column B, the Offeror should insert the title of the labor category it will be utilizing. The Offeror is not required to utilize the Government's labor categories, however, each proposed labor category should appear opposite of the government labor category it is comparable to. Please note, in evaluation, the Offeror's proposal will be compared to the Government Estimate in terms of hours and labor categories. Also, labor categories with more than one person providing service shall be listed multiple times for each person performing work. For example, if the offeror proposes four Senior Analysts, then the labor category Senior Analyst shall be listed four times along with their applicable rates and information.
3Enter all prime/key employee names in Column C (starting at row 9) If necessary, insert additional rows--but ensure integrity of formulas.
4Only one worksheet shall be prepared for the entire period of performance (for each Prime and Subcontractor)
5The worksheets of the workbook should all be formatted for printing on letter-size paper, without requiring "adjustments." It may be formatted for either landscape or portrait. DO NOT FORMAT FOR LEGAL SIZE PAPER.
6All cells shall be unprotected and unlocked, with formulae intact to show mathematical operations.
7All dollar figures shall be carried out no further than two decimal places.
8In column D, f identify for the specific labor category individual whether they are full-time on this acquisition or part-time. Enter "F" for full-time or "P" for part-time.
9In column E, the Offeror shall insert a "K" if the worker will be performing at the Contractor's facility or a "G" if it will be performing in the Government Spaces.
10Insert applicable indirect rates and apply accordingly. For example, if there are multiple fringe rates, insert separately and apply accordinly.
11For each subcontractor, enter the subcontractor name, total hours, and total amount for each period of performance.
12Please note if more subcontractors are needed, the contractor may add additional rows to accommodate them, but ensure integrity of formulas.
13The prime should insert the subcontractor handling charge, if any.
14The prime should insert the fixed fee rate applied to its cost excluding subcontractor labor.
15The prime should insert the fixed fee rate it is applying to the subcontractor labor, if any.
16Under DBA Insurance, starting on row 52, the prime contractor should enter the total proposed amount for all eligible personnel including optional labor for each period of performance as applicable.
17Apply indirects to the Other Direct Costs, DSSR, and Travel if applicable and if in compliance with the RFP instructions.
18On the Summary tab, break out all costs by CLIN. Ensure that the total costs of the CLINs match Section B and the total on the Cost Summary Spreadsheet
19When submitting this file, the instructions may be deleted.

BProposed Labor Category (Furnished by Government)Enter the Proposed Labor Category, as recorded in the Prime or Subcontractor's accounting system, that correlates to each of the Government solication Labor Category on that row. Spell and format entry the same every time it is used on the template (for example, when it relates to the Prime Offeror's rates on one row and to a Subcontractor's rates on another row). If the Offeror determines that no personnel will be proposed to perform work defined by one of the Government Estimate Labor Categories listed, enter "NA".
CIndividual Designator*For each individual Contractor employee proposed; enter a different Identifing title in the form of FTE## (e.g. FTE01, FTE02, etc.) for each individual to distinguish them from one another. Do not enter the individual's name into the template; rather, provide that information separately in accordance with the requirements of NAVAIR Clause 5252.232-9529. Enter one FTE# for EACH indiviual proposed. (The number of FTE's must coordinate with the submitted P-6 for evaluation purposes.)
DGovernment Functional Area Labor Rate Category (Furnished by Government)Enter the corresponding Funtional Labor Catagory related to the Proposed Labor Category from Column A.
E-IProposed Fully-Burdened Labor Rate per Hour, per Labor CategoryEnter the Fully-Burdened Labor Rate per Hour proposed for the applicable performance period (e.g. Base or Year_#) for personnel associated with the Proposed Labor Category. Enter numbers only, in U.S. Dollar format $###.## rounded to the nearest cent. Fully-Burdened Labor Rates shall include fringe, overhead, G&A, subcontractor pass-through rate, and fee on total cost, but should not include Fully-Burdened Other Direct Costs (ODCs) such as Materials, Travel, and Cost of Money costs.
