9. General unclassified description of this procurement.:
The Japan F-35 Technology Security Support Team (TSST) is responsible for providing Department of Defense (DoD) and National Industrial Security Operating Manual (NISPOM) multi-discipline security guidance and mentorship to the Japanese Ministry of Defense (JMoD), Acquisition Technology & Logistics Agency (ATLA), Air Staff Office (ASO), and Japanese Industry Contractors, concerning Industrial Security, Personnel Security, Physical Security, education and awareness training, and/or document control; efforts will include prescribing security measures that deny unauthorized access to F-35 facilities, equipment and resources, and protect personnel, information, and property from damage and/or loss of technology. The TSST shall ensure that all appropriate international policies and procedures are updated and all international facilities meet security requirements are met as outlined in the Joint Air Force Army Navy JAFAN 6/9, JAFAN 6/0 and the Japan Access Management Control Plan (AMCP), in protection of the F-35 Air System.
The five contractors supporting this task will require routine in-country travel to various contractor and JMoD Facilities to provide guidance and mentorship to Japan on security requirements and documentation.

Item 10a, 11h: COMSEC requirements related to secure communications apply. Contractors will require a COMSEC account for encrypted network connection, and secured telephone equipment. Access to COMSEC/Crypto key up to the Secret level may be required in support of this contract.

Item 10f: Contractor is authorized access to Secret/Special Access Required information at the TREK VEGA level, in accordance with the approved Access Management Control Plan (AMCP). Personnel serving on military installations or Government facilities may be submitted/approved to other Special Access Programs in support of F-35.
Item 10 h: Foreign Government Information (FGI) is not releasable to contractors employees who have not received a final U.S. Government Security Clearance at the appropriate level. Written concurrence of the Government Contracting Activity is required prior to subcontracting.
Item 10j,11i: CUI will be handled in accordance with guidance provided in DoD Directive 5200.01, Vol 4.
Item 11a: All collateral classified information/material shall be provided by the government activity and safeguarded at the approved actual performance sites. Classified information will be protected using the policies and guidelines established in DoD Directive 5200.01, Vol 1.

AFOSI PJ Security Director will maintain inspection authority and security cognizance for all classified material and/or information within accredited Special Access Program Facilities (SAPFs) used in support of this contract. F-35 JPO, Arlington, VA will have security cognizance over F-35 collateral material classified by the F-35 SCG.
