Questions Solicitation N68335-18-R-0141

1) Please clarify the total quantity for this five year IDIQ document N6833518R0141 page 2 number one states 554 MF and number 4 states 560 MF.

Clarification: The total requirement is for 554 plus 6 prototypes (560). However, if a FAT waiver is approved, the 6 FAT units will be added on to the 554 production contract (560).

2) The table that is listed in N6833518R0141 page 113 and 114 are these anticipated order quantities or are they utilized for evaluation purposes only?

Clarification: The table that is listed in N68335-18-R-0141 page 113 and 114 are anticipated order quantities.

3) CLINS 007-036 state that each CLIN can be up to 112 units please clarify. The total for each option year is 112 if each CLIN is 112 then the total for each year would be 672. Please Clarify.

4) 1339AS463 calls out MIL-STD-170 for the shelter Moisture Resistance and Temperature Tests. MIL-STD-170 has been cancelled and replaced by MIL-STD-810. 1339AS463 calls out MIL-STD-810 Rev, C for the Marine Atmosphere and Sunshine Tests. MIL-STD-810 is now at Rev, F. Question: Should these tests be quoted to the specs and revs listed in 1339AS463 or to the latest specs and revisions?

Clarification: MIL-STD-169 and MIL-STD-170 have been canceled and the cancelation notices state that they have been superseded by MIL-STD-810. Tests specified in 1339AS463 shall be quoted to the “latest specs and revisions”.

5) Section B – All MF CLINs list FOB Destination, Section F – Delivery Information (starting on g. 48) All MF CLINs except for FA units list ship to Albany, GA – FOB Destination. Then in Section F – FAR 52.211-8 Time of Delivery – CLIN 0007 thru 0038 list delivery address as ‘TBD’ and ‘FOB Origin’ please advise on correct FOB term and destination for each CLIN.

6) CLIN 0047 & 48 References an Integrated Logistics Support SOW. Please provide that it was not provided with the RFP Package.

7) Page 3 of N6833518R0141 states that upon approval FAT units will be counted as production units then on pages 51-52 it states FAT units are separate from production units and will not be counted as production units please clarify.

8) Please clarify the page length for length for Volume 1 Technical Proposal the table indicates it is 40 pages and the first paragraph on page 95 indicates it is 30 pages.

9) Is it acceptable to have all volumes in one binder and within the pocket of each binder provide two CD ROMS (CD1 Technical, Past Performance and Annex #1 – CD2 Cost Volume)?

Clarification: The NAVY requires a separate binder of each Volume.

10) Is it acceptable to put the original proposal submittal and copies in the same shipment box?

Clarification: Yes, it is acceptable for the Government to receive original and copies in the same shipment box.

11) The Drawing Package number is 1339AS and is currently listed at 1339AS463 on all CLINS. Please confirm the correct drawing number.

See Updated Solicitation Amendment - The drawing package for this effort is the NAVAIR 1339AS series drawings. The Mobile Facilities Part Number cited in the CLINS shall be built IAW the applicable 1339AS series drawings with testing per drawing 1339AS463.

12. Which shelters are to be considered production units? Section A states: “7) UPON APPROVAL, FAT UNITS WILL BE COUNTED AS PRODUCTION UNITS.” Section F states within the Required Delivery Schedule table, in the column labeled “Within Date After Delivery Order” for CLINS 0001 through 0006 that “(First Article Test units are separate from production units and will not be counted as production units.)”

i. Please also clarify if the Government will receive the shelters in ‘as is’ condition following testing, or what the refurbishment requirements are anticipated to be, and what timing is allowable for this refurbishment prior to CLINS 0001 through 0006 being accepted as production units following testing.

a. Clarification: Government will take the FAT units as production units after passing all required testing.

13. Section B, CLIN 0001 through 0006, Supplies/Services descriptions exclude “Attachment 3: “1339AS Addenda” as a requirement. Is this intentional? If not, please identify which portions of Attachment 3 apply.

See Updated Solicitation Amendment - Attachment 3: "1339AS Addenda" modifies the applicable 1339AS drawings as detailed within attachment 3. It applies to CLINS 0001 thru 0006 as well as any other CLINS where drawings that are addressed by attachment 3 are used.

14. Please confirm the correct CLIN list. The CLIN numbers for FAT Plan and FAT Report are inconsistent throughout the RFP. In Sections B, E, L they are 0042 and 0043 respectively. In Section F paragraphs; they identified as both 0042 and 0047; and 0043 and 0048 respectively.

15. Please clarify which is correct. Reference Section L, Part A, Section 2.0, last sentence in Paragraph 1 reads: “This letter is not included in the 30-page limit for Volume I.” However, in Section L, Part A, Section 3.0 in the table which identifies page limits, Technical is identified as 40 pages.

16. Section L, Part A, Section 3.0 in the table which identifies page limits, Past Performance is identified as 10 pages. Please eliminate the restrictive 10-page limitation, as 10 pages are insufficient to allow for responses to meet the required solicitation instructions.

Clarification: The NAVY identified the 10-page count for Past Performance as adequate.

17. Section L, Part A, Section 3.0, Annex #1, “SB Subcontracting Plan,” is identified in the table as an authorized Annex. Section L, Part B, Section 1.0, Sub-section I.B., Small Business Utilization, Section (2), “SB Subcontracting Plans: The Large Business Offeror shall provide its SB Subcontracting Plan conforming to the requirements of FAR 19.7 and DFARS 219.7 as Annex 3.” Should this last reference to an Annex be Annex #1 versus 3? If not, please provide additional instructions for Annex #1 through #3 contents and page limits.

18. Within paragraph 1.0 of the SOW, please confirm that 1339AS1100-1 should be 1339AS1101-1.

19. Please provide clarification for Reference SOW 1.1 - Please elaborate on the evaluation that will last 90 days. Does the 90 days start after the 270 days to complete the FAT Units? What does this evaluation include and what is the outcome? Is this 90 day for the US Government to offer their Release for Production, which then starts the 180-day clock ticking for delivery of production shelters?

Clarification: Contractor has 270 days to complete the FAT Units. After FAT completion, Government has up to 90 days to Release for Production. After Government authorizes the Release for Production, the 180-day delivery of the production shelters start.

20. Based on the SOW, the contractor MUST take the risk to meet the delivery requirements. This seems unreasonable based upon our previous two questions. Please explain the Government’s intent. Reference SOW 1.1, 3.7 - In 1.1, it is stated that delivery of production shelters is to be 180 days after receipt of order (ARO). In 3.7, it states that delivery of the first shelter will be 90 days after Release for Production. In 52.209-3 (g), it states “Before first article approval, the acquisition of materials or components for, or the commencement of production of, the balance of the contract quantity is at the sole risk of the Contractor.”

Clarification: Delivery of first production shelters 180 days after receipt of Order.

21. Please provide clarification of Government intent. How can FA Testing start 90 days after award, when design changes will not have been reviewed by the USG to implement in the FA Shelters? Reference SOW 3.8 and CDRL L001: It appears the contractor is required to complete drawing updates to the TDP, and the preliminary changes will not be reviewed by the USG until approximately 135 days after award. This would imply the Government expects contractors to build to the TDP, identify changes as we go, then update the TDP after First Article, but before production. However, per SOW 3.7 Prior to {release for production} all purchase of materials and manufacturing shall be at the contractor’s expense and risk; which is unfair when the Government has not yet finalized design changes.

22. Reference SOW 1.1 - Please confirm that the words “completion of the FAT units” in this paragraph includes both the production of the FAT shelters and completion of FAT testing as listed elsewhere in the RFP.

Clarification: The NAVY confirms that “completion of the FAT units” includes both the production of the FAT shelters and completion of FAT testing as listed elsewhere in the RFP.

23. Which is correct? Reference SOW 3.5 – In this section, 14 days’ notice is required prior to FA testing, whereas in 52.209-3(a) 20 days’ notice is required.

24. Is testing at independent test facilities allowed? Reference SOW 3.5 - In this section, it is stated that all FA testing is to be performed at contractor’s location.

Clarification: The NAVY has determined that testing at independent test facilities is allowed.

25. Please provide this missing document. Exhibit A "DD Form 1423, Contract Data Requirements List" L002, block 4, references “Logistics SOW” which is not included in the TDP or RFP documents. We assume this is the same document called out in CLIN 0047 and CLIN 0048 as “Integrated Logistics Support SOW”, which is also missing. Please confirm, or provide both.

26. Reference CDRLs L001/L002: Final DCN is due 240 days ARO, Final TM Changes are due 180 days ARO – each have a 45 day USG review period after submittal. Both Preliminary and Final TM changes are due before the Design Change Notices are reviewed by the USG. How can TM changes be implemented prior to approval of design changes?

27. Regarding the Technical Data Package, please provide the Bill of Materials in an editable electronic file complete with drawing numbers, part numbers and source controlled/approved vendors for all purchased parts as listed on the drawings. (Example: Please ensure that sources for corner blocks listed on drawing 1339AS150 Rev B & 1339AS149 Rev B are updated, as they are no longer in business, and someone must have been providing these during the past 10+ years.)

Clarification: The NAVY does not have a Bill of Materials beyond what is provided on the drawings within the 1339AS drawing package.

28. Please provide an editable electronic file summarizing of all Notices of Revision (NORs) associated with the changes made between 2012 and 2018.

Clarification: NORs have not been generated for revisions of 1339AS series drawing.

The naming convention for the PDF files of the 1339AS drawing package includes the revision level of the drawing.

For example, for the 2012 version of the 1339AS drawing package included which is revision L of drawing 1339AS100. The 2018 version of the 1339AS drawing package includes 1339AS100rMs6.pdf which is revision M of drawing 1339AS100.

It can be determined which drawings have been revised between the 2012 and 2018 versions of the 1339AS drawing package by comparing the file names between the files provided and taking note of the letter after the letter “r” in the file name (which indicates the revision level of the drawing). If the letters are different the drawing has been revised.

29. Please identify where the official recognized Qualified Products List is published that identifies adhesives that meet ASTM E-1800 per print 1339AS176.

Clarification: There is not a QPL for this adhesive. See Drawing 1339AS176 for Contractor information.

30. The General Instructions for the Past Performance volume state on page 98 of the RFP, “When possible, these contracts should include five of the most relevant contracts for the prime contractor, and two of the most relevant contracts for each principal subcontractor (as defined in Paragraph I, General Instructions).” The instructions also state on page 99 that, “All questionnaires shall be forwarded within two weeks from the RFP release date with enough lead-time so that responses can be received by the Government concurrent with the Government’s receipt of the Offeror’s proposal.” Some offerors, other than the incumbent, however, may not be able to identify principal subcontractors until after those subcontractors have an opportunity to review the TDP, which in some cases will require submission and approval of a DD Form 2345. We request that the RFP be revised to extend the due date for proposals 90 days from release of the answers to these questions; and extend the due date for Past Performance and CPARS questionnaires to 20 days prior to the due date for proposals.

31. The FedBizOpps.gov entry for the RFP (https://www.fbo.gov/spg/DON/NAVAIR/N68335/N68335-18-R-0141/listing.html) has been changed to reflect a new Response Date for proposals of Jan 08, 2019 3:00 pm Eastern. The RFP, however, still provides a due date for proposals of 03:00 PM local time 20 Dec 2018. We request that the government issue a modification to SF 33 to amend the proposal due date to reflect the Jan 08, 2019 3:00 pm Eastern due date now posted on FedBizOpps.gov until the additional extension requested above can be accommodated.

32. CDRL L002 for Technical Manual Changes makes reference to a “Logistics SOW” that does not appear to have been posted to the site.
