COTS PAR SOW
Commercial-Off-The-Shelf (COTS) Precision Approach Radar (PAR) Statement of Work (SOW) Revised 06 November 2015
1. SCOPE
This SOW provides the requirements for the purchase of a Commercial-Off-The-Shelf (COTS) Precision Approach Radar (PAR) system to replace the AN/FPN-63(V) PAR at select Department of the Navy (DoN) installations as well as provide PAR capability at select Department of the Army (DA) and Department of the Air Force (DAF) installations.
1.1 BACKGROUND
The current fielded AN/FPN-63(V) PAR has approached the end of its economic and technological life. Several components in this radar system have been in service more than fifteen (15) years past their estimated product life cycle. Obsolescence issues have been targeted for remedy through a series of engineering changes. The Original Equipment Manufacturer (OEM) predicts technical system engineering support will be difficult to find within three to six years, and after this time, the system will become completely unsupportable. The system must undergo a replacement to meet DoN needs until FY2025 or until all aircraft are Instrument Landing System (ILS) capable. In addition, both the DA and the DAF have a requirement to replace existing PAR systems. A joint approach to this requirement has been established with the DoN leading the procurement action. This SOW provides the requirements for the procurement of up to forty-two (42) COTS PAR systems, Uninterrupted Power Supplies (UPS), Extreme Cold Weather Kits, Training and Ancillary Installation Support for the COTS PAR systems.
1.2 APPLICABLE DOCUMENTS AND ORDER OF PRECEDENCE
The following is a list of known documents that will be needed, used and referred to during the performance of the technical and engineering services required by this SOW.
1.2.1 PRECEDENCE OF DOCUMENTS
In the event a conflict arises between the text of this SOW and the references or drawings cited herein, the text of this SOW shall take precedence. Nothing in this SOW, however, shall supersede applicable laws and regulations unless a specific exemption has been obtained.
