About this file
This document provides an amendment to a solicitation for crash and salvage cranes. The Naval Air Warfare Center Aircraft Division intends to procure the Carrier Crash and Salvage Crane and Amphibious Crash and Salvage Crane through a fixed price indefinite delivery indefinite quantity contract. The amendment provides responses to contractor questions, revises the statement of work, and changes testing references from DT-C2 to DT-C1. The solicitation will procure a minimum of one engineering development model of each crane, with the potential for delivery orders of up to 14 of each crane type over three production years. Proposals will be evaluated on technical, experience, past performance, and price factors to determine best value. The response date for proposals is February 16, 2018.

SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0003
1. The following are questions received by this Agency and our answers:
Question 1 - Ref SOW 4.3.14 Interim Support Period Requirements. It appears that this paragraph – as written -- should be part of 4.3.13 Packaging Requirements Data and a new paragraph with the Interim Support Period Requirements inserted.
Answer 1– The requirements in paragraph 4.3.14 are used to identify if there are any unique packaging requirements for ISIL spares that may be procured and held in ISIL inventory locations. These may be different from the requirements in paragraph 4.3.13 that identify packaging requirements to be utilized by the standard Navy supply system, NAVSUPP follow on procurements and DLA stock, store and ship depots.
Question 2 - SOW 4.3.16 discusses storage for RFI and NON-RFI repairable units. There are no units on the CCSC or ACSC that would require RFI protective packaging. The requirement discusses Electrostatic Sensitive Devices (ESD) AVIONICS. There are no avionics units used on the CCSC or ACSC units. Request the Government clarify the applicability of these SOW requirements.
Answer 2– There may be circumstances where this type of packaging is required (i.e. a crane is delivered to a site and a component is damaged, requiring replacement). Paragraph 4.3.17 addresses Electrostatic Sensitive Devices and is applicable if these types of components are part of the crane design.
Question 3 - SOW 4.2 requires the Logistics Guidance Conference (LGC) to occur within 60 days of contract award. TMCR 4.9.1 requires an INITIAL LGC within 90 days of contract award. Are these two different LGC meetings? If they are the same, what time frame should be used for the IMS?
Answer 3– The LGC shall be held within 60 days after contract award. The SOW TMCR (Appendix B) is revised as follows:
FROM:
4.9.1 Initial Logistics Guidance Conference: The contractor shall attend an Initial Logistics Guidance Conference (LGC) hosted by the Government at NAWCAD Lakehurst. The LGC will be held within 90 calendar days after contract award. The contractor will demonstrate their Limited Quality Assurance Program to the Government at this time.
TO:
4.9.1 Initial Logistics Guidance Conference: The contractor shall attend an Initial Logistics Guidance Conference (LGC) hosted by the Government at NAWCAD Lakehurst. The LGC will be held within 60 calendar days after contract award. The contractor will demonstrate their Limited Quality Assurance Program to the Government at this time.
Question 4 - TCMR 4.9 - Please define "LIMITED" Quality Assurance Program. I do not find this term used anywhere else.
Answer 4– The phrase “limited Quality Assurance Program” refers to the Offeror’s internal process that will be used to ensure the TM meets the requirements. These “limited” requirements are detailed in TMCR paragraphs 4.9.1 through 4.9.18 for circumstances where the Offeror may not hold a current ISO 9001 certification. As stated in TMCR paragraph 4.9.19, additional guidance on QA requirements can be found in NAVAIR 00-25-604.
Question 5 - RFP Section B – Supplies and Services. The instructions in Section L, Part B, 4.3 Price Information state that the Section B is equal to the proposed unit price multiplied by the Section B Estimated quantity for that CLIN as detailed in the table below: (table not included)
Section M 4.0 Price states that the EVALUATED PRICE shall be based on a sum of the following CLINs and their respective prices: (table not included)
Specific to CLINS 0085-0090. The quantities listed in the referenced tables are different from the quantities listed in Section B. (MAX of 14) Using that number for completing the Section B CLINS would produce an outrageous number. [14 units x three years production] However, Section L says to use the quantities contained in the table. EXAMPLE Section B CLIN 0085 quantity 14, the table in section L is three.
The table in section M 4.0 is for Evaluation purposes only and makes sense even though the ACSC is one less than the maximum quantity.
Question 5a: Which quantity numbers should be used for filling in the CLINs in Section B – the MAX Quantity listed in Section B or the quantities listed in Section L?
Answer 5a– For CLINs 0085 – 0090 a price should be provided for every step ladder quantity (ex: Quantities 1-3 – Unit Price = XXX, Quantities 4-6 – Unit Price = YYY).
Question 5b: The Section B Total Price spread sheet and the Evaluated Price spread sheet are to be two separate documents to account for the differences in the estimated quantities. Is this correct?
Answer 5b – As stated in Section M of the solicitation:
“For evaluation purposes only, the total evaluated price shall be based on a sum of the following CLINs and their respective prices:
Two (2) each CCSC Engineering Development Models (EDMs) (CLIN 0001)
One (1) each ACSC EDM (CLIN 0002)
One (1) each CCSC LRIP (CLIN 0007)
One (1) each ACSC LRIP (CLIN 0008)
Three (3) each CCSC Production Units Year One (CLIN 0085)
Four (4) each CCSC Production Units Year Two (CLIN 0086)
Six (6) each CCSC Production Units Year Three (CLIN 0087)
Three (3) each ACSC Production Units Year One (CLIN 0088)
Four (4) each ACSC Production Units Year Two (CLIN 0089)
Five (5) each ACSC Production Units Year Three (CLIN 0090) and associated training, testing, logistics and technical data (CLINs 0003 – 0006 and 0009 – 0084) at the quantities specific in Section B.”
The Government will calculate the total evaluated price in accordance with the evaluation criteria above based on the step ladder unit prices that are provided by the Offerors.
Question 6 - Section B – CLINS At the end of each CLIN, below the total value of the CLIN line, is the following “AX NET AMOUNT” What does this mean and is there a separate price to be entered here? I cannot find any instructions.
Answer 6 - This is a system generated typo and should read “MAX NET AMOUNT”
Question 7 - Utilizing the CDRLs we have established a delivery schedule for L007, L008, L009, L010, L015, L016 and L017. There appears to be conflict when arriving at L017. CDRL L017 Initial IMP is due 90 days prior to DT-C1 and 120 day after CDRL L016 Final IMDP, per the CDRL. Is the 120 days after CDRL L016 Final IMDP necessary in CDRL L017 block 16? This causes a delivery schedule conflict. Please clarify.
Answer 7 – The initial submittal of CDRL L017 is due 90 days prior to DT-C1. The CDRL is revised to reflect this change.
Question 8 - To ensure providing the correct number of instructors for each training course and FFP requested, please provide the number of students the government plans to send to each of the following training sessions:
Question 8a - CLIN 0011 DT-C1 Test Training for CCSC.
Answer 8a – For planning purposes 7 students will attend.
