Sec L 2.0, CDRL P001
IMS Format submission
Section L states that 11x17 pages can be used for submission of the IMS.
CDRL P001/ DI-MGMT-81861A, 2.2.5 "Format 6 shall be submitted in the contractors native IMS schedule file format. (Microsoft Project as required by P001).
Because of the size and complexity of the IMS, printing out the IMS is impractical considering the project covers approximately 5 years.
Request the government allow the IMS to be submitted electronically on a separate CD only.
Section L requirements address the format required for the proposal, not the monthly deliverable after contract award. For the proposal, the IMS can be submitted on pages up to 11 x 17. There is no page limit for the IMS submitted as part of the proposal. After contract award the IMS is required to be submitted in MS project format by uploading to a secure shared web site as stated in SOW para 3.6 and CDRL P001.

CDRL L007
DI-MGMT-81650
Training IMS format submission
(1) The DI requires the use of COTS software (Microsoft Project)
SOW 4.5.1 states that the government will provide the “initial template” prior to the Training KOM, but does not provide a date (KOM min XX days) to allow the contractor to prepare the Training IMS for submission 10 days prior to the KOM and for inclusion in the Program IMS
Request the government provide a planning factor for IMS development.
(2) CDRL block 14 requires submission via secure on-line access.
What is the secure system that the contractor must use for this report?
(3) 2.2 Summary Master Schedule -Does the government require an IMP to be submitted?
1 – The Government will provide the initial template early enough to allow sufficient time for the contractor to develop and submit the Training IMS. Specific timeframes will be discussed at the Logistics Guidance Conference which is planned to be held 60 days after contract award.
2 - The requirement for a secure shared wed site established by the contractor is stated in SOW para 3.6
3 – An IMP is not required.

Sec L, 3.0
Does the list of acronyms, count towards the page total since it is not listed?
If a list of acronyms is provided as part of the proposal then it will be included in the page limit for the appropriate volume.
16
Sec L ,Part A, 3.0
Vol II Experience -page count
Request the government increase the page count to a minimum of 20 pages to enable the contractor to address all the requirements of Sec L, Part B, 2.0 Experience for each company
The Government has reviewed this requirement and determined that the limit of 10 pages for Volume II – Experience is adequate.
17
Sec L, Part B, 3.0
Past Performance
How many relevant contracts should be provided for critical team members?
As many as are necessary to clearly explain the past performance of the critical team members while not exceeding the page limit of this volume.
18
Sec L, Part A, 3.0
Sec L, Part B, 3.0
Past Performance – page count
Request the government increase the page count to 30 pages.
The Government has reviewed this requirement and determined that the limit of 10 pages for Volume III – Past Performance is adequate.

Sec L, Part B, 4.3
Sec M, 4.0
DFAR 5252.216-9506
Unit quantities
DFAR 5252.216-9506 shows a maximum of 14 units each CCSC and ACSC including LRIP.
Sec L, Part B, 4.3 is the requirements for developing the Price Matrix to determine the total evaluated price.
Question: ACSC: CLIN 0088-0090 is 12 units; CLIN 0008 is 1 unit for a total of only 13 units. Is this correct?
Section L, Part B, 4.3 defines the method to be used to provide a total overall price and doesn’t necessarily reflect the maximum quantities that can be procured on the contract.
The contract minimum and maximum quantities are identified in NAVAIR Clause 5252.216-9506.

RFP Section I
FAR52.232-16 and Alt 1, Progress Payments
How will the milestones for progress payments be determined?

22
SOW 3.2.2.8
Physical Configuration Audit (PCA)
Is the LRIP unit of each type considered the first production unit for scheduling the PCA/TIM?

24
CLIN 0019
CLIN 0020
SOW 3.2.1
Can the IMS for the CCSC and ACSC be combined into one IMS since many of the management actions and TIMS are joint efforts?
If combined, recommend changing CLIN 0019 to read: CCSC and ACSC, and eliminate CLIN 0020
As stated in Section L, Part B, para 4.3.b if information provided in the Technical volume supports providing a single solution the pricing across the CLINs should reflect this commonality accordingly.
25
CLIN 0059
CLIN 0060
SOW 4.5.1
Can the IMS for the CCSC and ACSC be combined into one Training IMS since many of the management actions and KOK is a single meeting?
If combined, recommend changing CLIN 0059 to read: CCSC and ACSC, and eliminate CLIN 0060
As stated in SOW para 4.5.1 the Training IMS is a subset of the Program IMS (P001), but shall be managed and maintained as a standalone document to support the requirements of CDRL L007. However, as stated in Section L, Part B, para 4.3.b if information provided in the Technical volume supports providing a single solution the pricing across the CLINs should reflect this commonality accordingly, so CLINs 0059 and 0060 could be combined
