1. What dates do the performance periods start and end for each award year?

Answer: The ordering period will be for a total of five years from the date of award of the base IDIQ(s). The base IDIQ will be awarded for a POP start date of 01JAN2024.

2. Is there a set mobilization time frame and start date for mobilization and performance period?

Answer: POP is the mobilization time.

3.Section C1a
a.Does this work require a multiple compartment tank or is single compartment tank acceptable?

Answer: This is up to the contractor. As long as the tanker truck meets DOT regulations, it will be authorized to load.

b. Please provide pump rate, cam lock size, length of hose, and nozzle type requirements for all delivery sites and equipment.

Answer: This may vary depending on the vessel being loaded. Normally it is will be a 2" camlock fitting or a single point refueling nozzle. Contractor will be responsible for providing the correct fittings. The government will assist as needed and will ask the vessel for the type of fittings used. Once that information is received, the government will relay to the contractor.

4.Section C1 b and C2c
a.Is a scully used at the load site?

Answer: We do have scully system at our loading racks. There is a scully system at the loading facility. The contractor will be required to use the scully. If the scully system is not operational, other measures will be implemented to ensure the safe loading of the truck.

b. Bottom or top loading?

Answer: Bottom loading

c. Will the contractor be the only vendor fueling at this one site and if so does the time frame of 8 hours to complete the work for larger orders apply if we are delayed due to waiting time for other vendors or DOD fuel loading at this site?

Answer: Coordination will be done at the Defense Fuel Support Point (DFSP) Guam level. The DFSP has the capacity to load one truck at a timer per loading rack. The DFSP has four total loading racks available. Delay charges are addressed in the PWS under C.3 Delay Charges. The contractor will need to notify the contracting officer representative (COR) if they are being delayed. Once the COR is notified, the “clock” starts and a government representative will be sent to investigate the cause of the delay.

5.Section C2f
a.We are delivering to multiple sites that may have different unloading conditions and requirements such as fill /drop rates (gallons/minute) pump requirements, hose length, cam lock connection, and nozzle requirements.
i.Please provide the above information for all delivery sites.

Answer: This varies depending on the site. Normally, a 2" camlock and a single point refueling nozzle will suffice. However, there may be conditions where different connections are required. The customer will provide information on the type of fitting they require. That information will be relayed to the contractor prior to loading the trucks.

6.Section C4b3
a.Please provide the estimated cost for the DOD to flush the tank truck.

Answer: The cost will vary depending on the amount/type of product left in the truck.

7.Section C4d7
a.By what time from does the Contractor have to be a united states coast guard (USCG) approved mobile bulk facility, for over water transfers?

Answer: Prior to the first delivery.
