PERFORMANCE WORK STATEMENT (PWS)
SUPPORT SITE CHAPEL SOUND SYSTEM UPGRADE AND RECONFIGURATION
1.0 Scope of Work: Comprehensive upgrade and reconfiguration of the Gricignano Support Site Chapel sound system, followed by recurring annual maintenance to ensure continuous and optimal system performance.
2.0 Background : The Chapel at US Naval Support Activity Naples - Gricignano Support Site currently serves not only multiple faith groups but the entire community. Without a properly working sound system, services and events will be disrupted.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks (Installation):
- The contractor shall configure the audio system by dividing the church into two distinct areas, the right side and the left side, which can operate independently or be combined depending on operational needs. The contractor shall provide all material and labor to configure a sound system where all microphones used are wireless, ensuring a clean installation, improved safety, and full freedom of movement during services and speeches. The contractor shall ensure all material provided works with existing equipment, to include but not limited to the main mixer, amplifier, and sound board.
- On the left side of the church, the contractor shall provide a dedicated mixer to be used exclusively for that area . This mixer shall be responsible only for managing the two wireless microphones assigned to the left side and for driving the loudspeakers installed in that zone. All audio activity on the left side must be controlled locally and does not directly affect the rest of the church.
- The main mixer (MIDAS M32), already owned by the Government, shall serve as the central control unit of the entire audio system and shall work across all areas of the church, to include the updated left side. The contractor shall program and configure the main mixer so that each individual wireless microphone is mapped to its own dedicated, physical channel on the board (e.g., Channel 1 assigned to Wireless Microphone 1; Channel 2 to Wireless Microphone 2, etc.). Within this mixer, the contractor shall configure an unused channel via software to control the overall combined audio level of the wireless microphones coming from the right side of the church.
- The system shall be configured so that when the level control (potentiometer) on the main mixer for this specific channel is raised, the two sides of the church are linked together from an audio perspective: all twelve (12) wireless microphones are heard on both the right and left sides, allowing unified audio management for events or services involving the entire space. When the control is lowered, the two areas must operate independently: on the left side, only the two (2) dedicated wireless handheld microphones are heard, while on the right side, only the other ten (10) wireless microphones (consisting of 8 handhelds, 1 lavalier and 1 gooseneck) are heard. In this configuration, the two areas shall not interfere with each other.
- The only remaining connection the contractor shall install between the right and left sides will be a professional balanced cable carrying a digital AES/EBU signal. This link shall connect the two existing amplifiers (MIDAS DL16), one located on the right side and one on the left side, ensuring high audio quality, stable transmission, and freedom from interference. The contractor shall ensure this new cabling is routed safely to prevent any future trip hazards and maintain visual order.
- The contractor shall install the wireless microphone receivers, including their integrated antennas, exclusively on the right side of the church. The antennas shall be mounted on the two existing metal poles that support the loudspeakers, providing optimal radio coverage for all wireless microphones. The contractor shall ensure the wireless microphone system provides a stable, interference-free operating range of at least 100 meters, allowing clear signal reception from any location within the chapel. Connections shall be made using CAT6 network cables and balanced audio cables, ensuring reliable signal transmission and a clean, well-organized installation.
This configuration shall provide a flexible and controlled audio system, allowing the setup to be easily adapted to different operational needs while maintaining clarity, order, and consistent sound distribution throughout the church.
3.1 Recurring Maintenance Tasks (Base Year and Option Years):
During the base year and any exercised option years, the Contractor shall provide recurring maintenance services for the Chapel sound system. The scope of work for each maintenance period is all-inclusive and consists of both the scheduled preventative maintenance visits detailed below and any on-call emergency support required throughout that period.
Maintenance services shall include:
Scheduled Preventative Maintenance:
- during the base year, the contractor shall conduct three (3) on-site maintenance visits.
- during each option year, the contractor shall conduct four (4) on-site quarterly preventative maintenance visits.
All scheduled visits shall be performed during normal working hours at a date and time mutually agreed upon in advance with the Government Technical Point of Contact (TPOC). The Contractor shall coordinate with the TPOC to ensure visits are scheduled at regular intervals throughout the performance period, approximately every three to four months, to ensure consistent system oversight.
During all visits, the contractor shall inspect, tune, and test the system for optimal performance. The technician(s) performing these scheduled visits must possess sufficient English language proficiency to communicate effectively with Chapel staff.
Emergency Response: in the event of a system failure, the contractor must provide on-site emergency troubleshooting no later than the next business day. The technician(s) responding to the emergency call and performing the on-site troubleshooting must possess sufficient English language proficiency to communicate effectively with Chapel staff regarding the system failure and repair status.
Emergency Contact: the contractor shall provide a dedicated emergency contact phone number to the Government Technical Point of Contact. The personnel answering the emergency contact number must be fluent in the English language.
Consumables: Consumables will be provided by the Chapel during recurring maintenance visits. Consumables include batteries for the microphones.
4.0 Government Furnished Property:
The Government will provide the following existing equipment on-site for the contractor to utilize and configure.
