About this file

This is a Standard Form 30 (SF 30) amendment to solicitation N6817126QN087, issued by NAVSUP FLC Sigonella Naples Office on 16 September 2026 with an effective date of 16 September 2026. The amendment extends the response due date and time from 18 September 2026 at 10:00 AM to 21 September 2026 at 12:00 PM (Italy Time). The solicitation addresses a church sound system installation project requiring a contractor to furnish and install a complete audio system that can divide the facility into two distinct operating areas (right and left sides). The system must support independent or combined operation of these zones, incorporate a Midas M32-based main console on the right side and a dedicated 10-channel mixer on the left side, manage 12 wireless microphones (2 handheld on left, 8 handheld/1 lavalier/1 gooseneck on right), and integrate with existing government-furnished equipment including DL16 units, loudspeakers, amplifiers/DSP, and rack infrastructure.

The contract is structured as a single firm-fixed-price line item (CLIN 0001) for the complete sound system installation with invoicing authorized only as a lump-sum payment upon completion, testing, and government acceptance. The contractor must provide scheduled preventative maintenance and on-site emergency troubleshooting response no later than the next business day following service disruption notifications, with all maintenance services included in the fixed price. The amendment includes 15 bidders' questions and government replies clarifying system configuration requirements, maintenance responsibilities (including that government personnel may cause configuration errors covered under the all-inclusive firm-fixed-price), disposal procedures for government-owned equipment, available existing infrastructure, integration boundaries with government-furnished property, and payment terms prohibiting partial invoicing upon hardware delivery. The Government is still generating responses to requests for floorplans and system wire diagrams.

Miscellaneous text in this section has been modified to:

BIDDERS' QUESTIONS

QUESTION # 1. Is the 10-channel mixer intended to allow occasional direct connections (e.g., conferences or temporary events) operating independently within the left-side (SX) zone only?

REPLY: Yes. They are for when we close the wall and turn it into two rooms. Please refer to PWS Section 3.0 "The contractor shall configure the audio system by dividing the church into two distinct areas, the right side and the left side, which can operate independently or be combined depending on operational needs."

QUESTION # 2. Should the mixer be capable of operating completely independently from the main Midas M32-based system?

REPLY: Yes. There are times we need just that side to operate. Please refer to PWS Section 3.0 "The contractor shall configure the audio system by dividing the church into two distinct areas, the right side and the left side, which can operate independently or be combined depending on operational needs." Point 2 of the PWS section 3 says "On the left side of the church, the contractor shall provide a dedicated mixer to be used exclusively for that area."

QUESTION # 3. Should microphones connected to this mixer be heard exclusively in the left-side (SX) zone, or should they also be routable to the right-side (DX) zone?

REPLY: The PWS section 3.0 says "The system shall be configured so that when the level control (potentiometer) on the main mixer for this specific channel is raised, the two sides of the church are linked together from an audio perspective: all twelve (12) wireless microphones are heard on both the right and left sides, allowing unified audio management for events or services involving the entire space. When the control is lowered, the two areas must operate independently: on the left side, only the two (2) dedicated wireless handheld microphones are heard, while on the right side, only the other ten (10) wireless microphones (consisting of 8 handhelds, 1 lavalier and 1 gooseneck) are heard. In this configuration, the two areas shall not interfere with each other."

QUESTION # 4. Should the microphones connected to the 10-channel mixer also be manageable and mixed through the Midas M32 console?

REPLY: Yes. The PWS section 3.0 says "The system shall be configured so that when the level control (potentiometer) on the main mixer for this specific channel is raised, the two sides of the church are linked together from an audio perspective: all twelve (12) wireless microphones are heard on both the right and left sides, allowing unified audio management for events or services involving the entire space.

QUESTION # 5. Disposal of Removed Equipment: Please clarify the disposal of removed, government owned equipment that will be replaced or discarded during the installation process. If contractor transportation or disposal is required, please identify the required destination and disposition procedures.

REPLY: Disposal of government owned equipment will be responsibility of the chapel. Contractor will not remove government owned equipment from site.

QUESTION # 6. Existing Rack Capacity and infrastructure: Please confirm that contractor may utilize existing rack space, cable runs, desktop surfaces, power outlets and storage.

REPLY: Yes, existing rack space, cable runs, desktop surfaces, outlets and storage are able to be utilized. See PWS 4.0.

QUESTION # 7. Government-furnished equipment interface boundary: Please identify which existing audio-system components are Government Furnished Property that the contractor is expected to integrate with but not modify or replace, including the M32, DL16 units, loudspeakers, amplifiers/DSP, racks and existing cabling.

REPLY: The M32, DL16 units, loudspeakers, amplifiers/DSP, racks and existing cabling are to be integrated with and not replaced.

See PWS 4.0 "The Government will provide the following existing equipment on-site for the contractor to utilize and configure. If the contractor determines that any of the existing Government Furnished Property listed below must be upgraded or substituted to meet the technical requirements in Section 3.0, the contractor shall provide the replacement equipment as Contractor Furnished Materials."

QUESTION # 8. Emergency maintenance responsibility:

a. What is the expected response time for emergency maintenance?

REPLY: The expected response time for emergency maintenance is specified in the Performance Work Statement (PWS). Please refer to PWS Section 3.1, "Recurring Maintenance Tasks," under the sub-paragraph titled "Emergency Response," which states that the contractor must provide on-site emergency troubleshooting no later than the next business day following a service disruption notification.

b. What is considered acceptable down time for the system in case equipment has to be purchased or receive bench level repair?

REPLY: A temporary patch can be completed to get through weekend services while the part is ordered (i.e using the small mixer and less microphones due to needing to replace M32), 2 weeks would be acceptable. But getting the system back to full working order would be ideal.

QUESTION # 9. User changed configurations:

a. What is the process to ensure Chapel personnel do not change configurations, thereby causing errors?

REPLY: System configuration access and user permissions are an internal Government control matter managed by the Chapel staff and their leadership. The contractor is responsible for providing the initial, fully compliant configuration and delivering a saved backup copy of the master profile to the Government.

b. If Chapel personnel do change configurations, what is the process for the Vendor to correct the system?

REPLY: If a system error or failure occurs for any reason, including accidental changes made by Government personnel, the Chapel staff shall contact the contractor using the emergency support procedures outlined in PWS Section 3.1. The contractor is required to provide troubleshooting and restore the system to the baseline operational configuration.

c. Are these services excluded from the contract price?

REPLY: No. Per PWS Section 3.1, the firm-fixed-price for the maintenance periods is all-inclusive. This price covers all on-call emergency support, including troubleshooting and restoring software configurations, regardless of the cause of the error. No additional charges are authorized for these services.

QUESTION # 10. Floorplans: To properly quote cabling, floorplans with room measurements are required. Will the Government provide these documents?

REPLY: The Government is still generating a response to this.

QUESTION # 11. Scheduled Preventative Maintenance/Emergency Response: Will the Government provide an escort for uncleared maintenance personnel during PMS visits?

REPLY: Yes. An escort from the chapel will be available during these times as long as coordination is completed prior to showing up.

PWS Section 3.1 under preventative maintenance states "All scheduled visits shall be performed during normal working hours at a date and time mutually agreed upon in advance with the Government Technical Point of Contact" In case of emergency, the Chapel will provide an escort.

QUESTION # 12. Emergency Contact: Will the Government consider allowing a fully monitored help desk email in lieu of a phone number?

REPLY: No, PWS section 3.1 under emergency contact states "the contractor shall provide a dedicated emergency contact phone number to the Government Technical Point of Contact. The personnel answering the emergency contact number must be fluent in the English language."

QUESTION # 13. Government Furnished Property: If the Contractor determines that existing GFP is incompatible with requirements of Section 3, will the Government allow a price adjustment to account for the additional expense?

REPLY: No. This is a Firm-Fixed-Price (FFP) solicitation. No price adjustments will be made after award for the reasons of GFP incompatibility. The purpose of the mandatory site visit, as stated in the solicitation, was for all prospective offerors to physically inspect the existing Government Furnished Property (GFP), including the MIDAS M32 and DL16 units, and to verify all existing conditions. Offerors are responsible for including the cost of any necessary adapters, converters, or replacement equipment required to meet the PWS requirements in their initial firm-fixed-price quote. The Government has explicitly stated in PWS Section 4.0 that if the contractor determines any GFP must be substituted to meet the technical requirements, the contractor shall provide the replacement equipment as part of their fixed price.

QUESTION # 14. CLIN Structure Will the Government allow for invoicing of new hardware upon delivery?

REPLY: No. Per the solicitation's pricing schedule, CLIN 0001 is a single Firm-Fixed-Price line item for the complete "Sound System Installation." As stated in the CLIN description, the price is to "furnish and install the complete sound system." Therefore, invoicing is authorized only as a single lump-sum payment after the entire installation is complete, tested, and formally accepted by the Government, which must occur on or before the end of the Period of Performance for CLIN 0001. Partial payments for the delivery of hardware are not authorized under this CLIN structure.

QUESTION # 15. We would ask the Government to provide a wire diagram of the system corresponding to the floorplan.

REPLY: The Government is still generating a response to this.
