About this file
This is a Questions and Answers document for RFQ N6817126QN049 addressing inquiries from prospective quoters regarding firefighter duty apparel and footwear procurement.
The solicitation is a 100% Small Business Set-Aside IDIQ contract with a total estimated contract dollar ceiling of $175,000.00 for a two-year ordering period. Quoters must submit firm-fixed-price unit rates for each individual clothing item (ELIN) in an Excel price schedule; actual quantities of physical garments will be determined on an order-by-order basis when delivery orders are issued. The Government will not accept quotes imposing minimum order quantities, even-dozen packaging constraints, or other ordering restrictions, as contractors must deliver apparel in strict accordance with specific ELINs, descriptions, colors, and sizes for each order regardless of quantity. The response due date is August 25, 2026, with physical embroidery swatch samples required by that deadline. Key clarifications address Line Item 9 (Midweight Fleece Pullover Hoodie) requiring silkscreen customization rather than embroidery, and Line Items 20 and 21 (Polyester Tropical-Weave Uniform Shirts) requiring both Department and U.S. flag patches. The Government confirmed no specific brand requirements, with all line items evaluated solely on whether proposed items meet or exceed generic salient characteristics outlined in the Statement of Work. Eligible small business resellers and distributors are permitted to serve as prime contractors under this procurement, and the Nonmanufacturer Rule does not apply due to the contract value being below the Simplified Acquisition Threshold. Bids cannot be submitted through SAM.gov or other electronic portals; submission instructions are in the RFQ addendum to FAR 52.212-1.

REQUEST FOR QUOTE (RFQ) N6817126QN049 - FIREFIGHTER DUTY APPAREL (EMBROIDERED)
AND FOOTWEAR
QUESTIONS AND ANSWERS CONTINUED (Attachment 7_Questions and Answers Continued_26QN049_AMD0002)
Q18. Line Item 9 – Midweight Fleece Pullover Hoodie. The Line Item 9 salient characteristics specify:
“Embroidery fire department logo on upper left chest.”
However, SOW §1.6(g)(ii) states that Tracksuit Jackets and Pants shall have the Example #18 logo silkscreened on the front of the top and the Example #19 logo silkscreened on the upper back. Example 6 also depicts silkscreen lettering on the hoodie.
Could you please confirm the final requirement for Line Item 9:
• embroidered Department logo on the upper left chest only; or
• silkscreen customization on the front and back as shown in Example 6?
A18. Silkscreen for Tracksuit Jackets and Pants. Embroidery was a typo. Please refer to Attachment 6 – 26QN049_AMD0002_Statement of Work
Q19. Line Items 20 and 21 – Polyester Tropical-Weave Uniform Shirts Both Line Items reference Example 3, which depicts the Department patch on the left shoulder and the U.S. flag patch on the right shoulder. However, the individual salient characteristics for Items 20 and 21 do not expressly state that these patches are required.
Could you please confirm whether Line Items 20 and 21 require both the Department patch on the left shoulder and U.S. flag patch on the right shoulder?
A19. Yes, Patches are needed for Line Items 20 & 21.
Q20. So, you have no guidance on what brand you want? Especially on the Parka? Please advise? It would help a lot.
A20. No specific brand is required. All line items must meet or exceed the salient characteristics provided in the line item description.
Q21. Also, on some item's min quantities may apply. Can it be quoted as such?
Q21a. Polos should be kept to even dozens if possible.
A21&A21a No. The Government will not accept quotes that impose minimum order quantities, even-dozen packaging constraints, or similar ordering restrictions. This is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract where the Government reserves the right to place orders for exact quantities specifying unique ELINs for individual sizes and colors. The contractor shall deliver apparel in strict accordance with the specific ELIN, Description, Color, and Size indicated in each order, regardless of quantity.
Q22. If there is previous award history? If so what brands were supplied for each line item please.
A22. The Government will not release a detailed list of the specific brands supplied under prior contracts.
Prospective quoters may access the public award notice of contract N6817122D0008 for further reference. Please note that the current solicitation is conducted on a purely generic, performance-based basis. All quotes will be evaluated strictly on whether the proposed items meet or exceed the generic salient characteristics outlined in the current SOW, regardless of past brand delivery.
Q23. Is this quotable in the portal?
A23. No. Bids cannot be submitted directly through the SAM.gov portal or any other electronic system module.
Please refer to the Addendum to FAR 52.212-1 (Section 1.1) of RFQ N6817126QN049 on how to submit your quote.
Q24. The earlier Sources Sought for this requirement expressly contemplated authorized Small Business Resellers/Distributors operating under the Nonmanufacturer Rule. Does the final solicitation likewise permit an otherwise eligible small-business reseller/distributor to serve as the prime contractor and source compliant Berry Amendment/NFPA apparel and footwear from qualified manufacturers, provided all applicable Nonmanufacturer Rule and solicitation requirements are met?
A24. Yes, eligible small business resellers and distributors are permitted to bid as the prime contractor under this 100% Small Business Set-Aside. Because the total estimated value of this contract is below the Simplified Acquisition Threshold (SAT) the Nonmanufacturer Rule (FAR 52.219-33 / FAR 19.505) does not apply to this procurement. Therefore, small business prime contractors are not restricted to sourcing items exclusively from small business manufacturers. Please also note DFARS 252.225-7012 was removed as not applicable to this requirement.
Q25. For Volume III, the physical embroidery “stitch-out” fabric swatch sample, must the sample be physically received by the Government no later than the August 24, 2026 quotation deadline? If so, please confirm the complete mailing/delivery address and recipient information that should appear on the package, including any required solicitation markings.
A25. Amendment 0001 of RFQ N6817126QN049 extended “Response Due Date” to 25 August 2026. Please refer to the Addendum to FAR 52.212-1 (Sections 2.3.4, 2.3.5, and 2.3.6) of RFQ N6817126QN049 on how to ship the swatch sample.
Q26. I would like to clarify that the quantity per year is 175,000 pcs. Is the quantity 175,000 pcs for each line item or 175,000 pcs total across line items 1 through 24? Thank you for kind assistance.
A26. The quantity of 175,000 listed under CLIN 0001 does not represent physical pieces (pcs) of clothing.
As outlined in RFQ N6817126QN049 Section 2.1.1(b) (Volume I Instructions) and in the CLIN Description, the Unit of Issue "EACH" for CLIN 0001 represents "One US Dollar ($1.00)." Therefore, the listed quantity of 175,000 represents the Total Estimated Contract Dollar Ceiling of $175,000.00 for the entire two-year ordering period, not a physical quantity of garments.
As instructed in RFQ N6817126QN049 Section 2.1.1c, Quoters must submit their firm-fixed-price unit rates for each individual clothing item (ELIN) within the Excel spreadsheet in Exhibit A (Price Schedule). The actual quantities of physical garments ordered will be determined on an order-by-order basis when individual Delivery Orders are issued, up to the total contract ceiling.
(Note: As clarified in previous Q&A.5, if the total evaluated sum of the proposed unit rates in Exhibit A exceeds the $175,000.00 ceiling, the Government will evaluate and consider adjusting the contract ceiling to accommodate the most advantageous technical quote).
