Statement of Work (SOW): NSA Naples Fire and Emergency Services Firefighter Duty Apparel (embroidered) and Footwear

1. Scope of Contract:

1.1 This contract shall provide NSA Naples Fire and Emergency Services (F&ES) with Firefighter Duty Apparel (embroidered) and footwear. The Installation Fire Chief (IFC) is the lead customer for the SOW. The Government intends to award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a two (2) year ordering period. The Government may issue several delivery orders throughout an ordering year for smaller quantities that add up to approximately the estimated totals for each item.

1.2 The contractor shall provide all labor, tools, equipment, and material as necessary to provide the specified apparel items in this SOW.

i. Unit Prices for all apparel items shall include the cost of the garment plus all custom embroidery/emblems as specified in the Salient Characteristics.

ii. One-time digitizing/setup fees must be amortized into the unit price; the Government will not pay separate setup charges.

1.3 Shipping and Delivery All shipping costs shall be included in this contract. The contractor shall have the ability to track the progress and provide the customer with a tracking number.

i. Delivery will be made within 60 days after issuance of a delivery order. Naples F&ES will provide the ELIN/orders 60 days in advance of the scheduled shipment dates for embroidery, silkscreen, and patch requirements.

ii. Packaging: All apparel items shall be delivered in individual clear polybags, clearly labeled with the manufacturer name, style number, and size.

iii. Packing Slip: Each shipment shall include a detailed packing slip referencing the Delivery Order (DO) number and a line-item breakdown of quantities.

iv. Location:

NSA Naples Fire & Emergency Services

VIALE FULCO RUFFO DI CALABRIA

(AEROPORTO DI CAPODICHINO)

Napoli IT 80144 Italy

1.4 Inspection, and Acceptance

The Government shall have 45 calendar days after receipt of goods to perform a 100% inspection for compliance with the Salient Characteristics and NFPA 1975 standards.

Any items found to be non-compliant with the specifications (e.g., lack of NFPA certification, or unauthorized brand substitution) will be rejected at the vendor's expense. The vendor shall be responsible for all return shipping costs and must provide compliant replacement items within 45 calendar days of notification of rejection

1.5 Ordering

a) This contract must allow customers to order apparel items for both male and female employees categorized by position/rank/name. A specified number of items and sizes will be provided to each employee per year depending on position. Table 1 is the specified amount for the entire department per year.

b) Delivery Order Format (Order Template):

All Delivery Orders issued under this contract will be executed using the standardized Government Order Template (Exhibit A ELINS). To ensure precise tracking and inventory control. The Government will place orders specifying the exact, unique ELIN number assigned to each specific size and color combination (rather than the grouped range). The contractor shall deliver apparel in strict accordance with the specific ELIN, Description, Color, and Size indicated in each order.

1.6 Embroidery Requirements: All embroidery, silkscreening, and patch applications must meet the following objective standards:

a) The Government will provide the contractor with standard high-resolution image files (e.g., JPEG, PNG, or PDF) of the official Department logo and required artwork. The contractor shall be entirely responsible for converting and digitizing this artwork into an embroidery-machine-ready format (e.g., .DST, .EMB, or equivalent) suitable for high-density stitching on the required apparel.

Because the cost of artwork conversion and digitization is factored into the overall unit price of the contract, the Government shall retain full ownership and unlimited data rights to the final, approved digitized embroidery files (e.g., .DST, EMB). The contractor shall deliver these electronic files to the Government upon request or at the completion of the contract. The Government will not pay any separate, line-item fees for artwork conversion, digitizing, machine setup, or proofing. All associated costs must be fully burdened into the unit prices of the apparel items.

b) Washability/Colorfastness: Must withstand a minimum of fifty (50) standard commercial wash and dry cycles at 140°F (60°C) without cracking, peeling, fraying, puckering, or visible color degradation.

c) Embroidery: Must utilize 100% commercial-grade polyester thread (the use of rayon thread is strictly prohibited) to ensure resistance to fading, bleach, and UV exposure.

Backing material must be cleanly trimmed and not cause skin irritation.

d) Silkscreening: Inks must be industrial-grade and properly heat-cured to withstand stretching up to 25% of the fabric's width without cracking or delaminating the printed logo.

e) Patches: Must be fully secured using a continuous border lock-stitch (minimum of 8-10 stitches per inch) to prevent edge lifting during physical exertion or laundering.

f) Font color, size, and style must remain consistent across all embroidered items, and all required artwork must be approved by a designated department representative prior to the first print or any printing activities. Any modification to clothing brands, materials, thread styles, or textile manufacturers during the life of this contract requires formal pre-approval and joint authorization, meaning the contractor must obtain written approval from the NSA Naples F&ES Department representative followed by a formal contract modification executed by the Contracting Officer (KO). To facilitate a proper technical assessment of any proposed brand change, the Government reserves the right to request physical evaluation samples of the new item, which shall be provided by the contractor at no additional cost to the Government and shall be completely non-returnable. However, to keep evaluation burdens to a minimum, the requiring activity shall only request one (1) sample per garment style in any single color and size, and will not expect or require samples for every color, size, or variation. Any unauthorized delivery of unapproved clothing brands or modified custom designs without a fully executed contract modification from the Contracting Officer will result in strict rejection of the shipment at the contractor’s sole expense.

g) The contractor shall execute all logo, lettering, and patch applications in accordance with the following item-specific customization requirements

i. All Polo Shirts and Job Shirts (example #1) shall have a full-color logo embroidered on the left chest,

ii. Tracksuit Jackets and Pants shall have logo (example #18) silkscreened on the front of top and logo (example #19) silkscreened on top of the back.

The Government reserves the right to determine whether a substitute product is technically equal and acceptable.
