(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(3) VOLUME REQUIREMENTS:
(a) VOLUME I – TECHNICAL CAPABILITY
The technical volume shall be no more than 15 pages. Submissions must have 1 inch margins and be 12 pt. font. If any proposal is not in compliance with the page limitation, any pages beyond 15 will be removed and not evaluated.

Sub-factor 1.1 – Staffing
The offeror shall submit a plan which describes proposed manning levels and skills mix necessary to ensure all required personnel resources are provided to successfully accomplish all performance requirements on the start date of the performance period. The offeror shall submit an organizational chart which identifies all on-site management and supervisory positions, the number of personnel assigned to each of the following functional areas: Air Terminal Operations Center, Aircraft Services, Passenger and Baggage Services, Records, Reports, and Electronic Data Interchange, Communications Management and Information Systems, whether individuals in each position are full time or part-time, length of work shifts (i.e., 8 or 12 hours), and any cross-utilization of personnel between functional areas. If names are submitted, they will be removed prior to evaluation.

This evaluation factor is addressed by demonstrating all phases of contract implementation and key events from the time of contract award until the performance start date. (b) VOLUME II – PAST PERFORMANCE
The Offeror shall describe its past performance on directly-related or similar federal, state and local government, or private contracts and subcontracts, which are ongoing or were completed within the last three (3) years from the closing date of this RFP, and which are of the same or similar scope, magnitude and complexity as the PWS contained in this RFP (not more than three references). Offerors must clearly state whether the work performed on referenced contracts was done as a prime contractor or a subcontractor. Offerors shall provide a detailed explanation demonstrating the similarity of referenced contracts to the requirements of the RFP.
Specifically, Offerors shall use the Past Performance Information Sheet (Attachment 1) to provide the required information regarding its past performance on no more than three (3) recommended relevant (“same or similar”) contracts obtained from the Government and/or commercial sources. The Past Performance Information Sheet is a mandatory document that the Offeror must complete and return with its proposal.
Attachment (2), Past Performance Survey/Questionnaire is provided for INFORMATIONAL PURPOSES ONLY. Offerors SHALL NOT complete or submit this form. Attachment (2) will be completed by the past performance references provided by the Offeror in Attachment (1), and may be utilized in the Offeror’s past performance evaluation. The Offeror shall provide the information requested above for past performance evaluation, or affirmatively state on the Past Performance Information Sheet that it possesses no recent or relevant past performance.

CLINs 0X02, MHE Repairs, are Not Separately Priced (NSP) by the contractor (See PWS paragraph 1.12.8). For the MHE Repairs CLINs, the Government has established a not-to-exceed amount and the contractor shall use the Government-provided amounts in the CLIN 0X02 and CLINs Pricing Matrix in its proposal.
(2) Attachment (3) entitled “CLINs Pricing Matrix” shall be completed and submitted in Excel format. Offerors are instructed to fill in their Unit Prices for each CLIN by contract year in the blocks highlighted in yellow. This will automatically calculate the Totals by CLIN by multiplying the unit prices by the Government-provided Quantities. This will subsequently calculate the Total Amount for the respective Contract Year and the Total Contract Value (over five contract years, plus the potential six-month option at FAR clause 52.217-8).
(3) CLIN 0003 is included in the SF 1449 – CLIN schedule entitled SUPPLIES/SERVICES for the Transition Phase. If the awardee of this contract is not the incumbent contractor, there will be a transition period.
Note that this CLIN is NSP. Do not propose a price for this CLIN. During the transition period, the new awardee will be responsible for establishing a fully operational organization by the performance start date. The incumbent contractor will maintain performance during the transition period. The transition will be in accordance with PWS paragraph 4.8 entitled “Phase In” and paragraph 4.9 entitled “Phase Out.”
ALL PRICES SHALL BE PROVIDED IN EUROS ONLY.
