About this file

This document contains a template for providing past performance references for a federal solicitation. The solicitation is for air terminal and ground handling services at Naval Air Station Sigonella in Sicily, Italy. Offerors are required to provide up to three past performance references involving similar scope, magnitude, and complexity to the work described in the Performance Work Statement. For each reference, details must include the contract number, procuring agency, points of contact, value, period of performance, description of work, and statements about on-time and quality completion. Offerors must also characterize the relevance of each reference as very relevant, relevant, somewhat relevant, or not relevant based on definitions of scope, magnitude, and complexity provided.

The number, type, frequency, duration and impact of any quality, delivery or cost problems in performing the contract, the corrective action taken, if any, and the effectiveness of the corrective action

Does the contractor consider their past performance to be very relevant and why:

See definitions below

Does the contractor consider their past performance to be somewhat relevant and why:

Does the contractor consider their past performance to be NOT relevant and why:

The definitions for “Relevant”, ”Not Relevant” “scope”, “size” and “complexity” are as follows:

Past Performance Relevancy Ratings

Adjectival Rating
Description
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
Scope
Defined as providing Air Terminal and Ground Handling Services.
Magnitude
Defined as the annual/monthly average number of aircraft, passengers, and tons of cargo in comparison to the required effort estimated historical workload (Appendix D of the PWS).
Complexity
Defined as experience providing services in the functional areas of performance: Air Terminal Operations (managing/disseminating mission information; ensuring readiness of terminal resources required to receive, document, plan, and move passengers/cargo; ensuring maximum aircraft utilization and on-time aircraft departure reliability); Aircraft Services (handling/processing/manifesting cargo/mail, and loading/unloading aircraft); Passenger/Baggage Services (handling/processing/manifesting passengers/ baggage); Electronic Data, Records, Reports, etc.
