RFQ number N6660427Q0014 is a 100% small business set-aside with a NAICS code of 333922 (Conveyor and Conveying Equipment Manufacturing) and a size standard of 500 employees. The PSC code is 3910 Conveyors. Required delivery is F.O.B. Destination, Newport, RI, with a maximum lead time of 12 weeks after receipt of order.

The Government requires modular roller tracks with dual side flanges, a minimum 2.0-inch usable width, roller spacing no greater than 6 inches, and a load capacity of 2.0 lbs per linear foot. Acceptable roller materials include steel, aluminum, or high-performance polymers. Track segments must measure 6.0 to 20.0 feet in length and be capable of splicing into continuous runs up to 200 feet. The Government requires track configurations for six 1-foot-wide by 200-foot-long shelves, with four configuration options based on total track width: Option A (2.40 inches or less, 5 tracks per shelf, 6,000 linear feet); Option B (2.41–3.00 inches, 4 tracks per shelf, 4,800 linear feet); Option C (3.01–4.00 inches, 3 tracks per shelf, 3,600 linear feet); and Option D (4.01–6.00 inches, 2 tracks per shelf, 2,400 linear feet). Offerors may submit separate quotations for multiple configuration options. Award will be made to the responsible quoter offering the best value using a two-phase evaluation: Phase 1 identifies the Lowest Price Technically Acceptable (LPTA) quote within each configuration option; Phase 2 conducts a trade-off analysis among the four LPTA quotes, with technical preference favoring higher track density and cost evaluated on complete turnkey pricing including shipping. Quotations must be submitted electronically to hannah.l.murphy7.civ@us.navy.mil by the deadline specified in the SAM posting.

Amendment 0001: The purpose of this amendment is to update required specs

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Part 12 Acquisition of Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The request for Quotation (RFQ) number is N6660427Q0014

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) requires the Firm Fixed Price (FFP) procurement of Modular Roller Tracks and associated hardware, meeting required Government Technical Specifications contained herein.

This requirement is being solicited as a 100% small business set aside, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 333922 Conveyor and Conveying Equipment Manufacturing. The Small Business Size Standard is 500 Employees. The PSC Code is 3910 Conveyors.

Required Delivery is F.O.B. Destination, Newport, RI, with a lead time no greater than 12 weeks after receipt of order. Offerors shall provide a lead time within the quotation.

Technical Specifications:

1. Flange & Guide Rail Configuration

1.1. Dual Side Retention: Roller tracks must feature integral side flanges (guide rails) on both sides to constrain product travel.

1.2. Modular Assembly Permitted: A cohesive assembly consisting of a single track segment with flanges on each side, OR single-flanged interlocking modular sections mechanically joined to form a unified, dual-flanged channel are both fully acceptable.

1.3. Flange Clearance: Flanges must extend sufficiently above the roller surface to ensure reliable lateral containment of transported material.

2. Width, Spacing, and Material, Specifications

2.1. Usable Conveyance Width: A minimum clear width of 2.0 inches (50.8 mm) between the inside faces of opposing flanges is required across all shelf fit scenarios

2.2. Roller Spacing: Roller centers must be spaced no more than 6 inches (152.4 mm) to ensure continuous and smooth product flow.

2.3. Roller Material: Wheels and rollers must be constructed of a durable, impact-resistant material.

Acceptable materials include steel (carbon, galvanized, or stainless), aluminum, or high-performance polymers such as ABS (Acrylonitrile Butadiene Styrene), PVC (Polyvinyl Chloride), or Nylon

2.4. Load Capacity: Each linear foot of the track assembly must be capable of supporting a minimum load of 2.0 lbs (0.91 kg) without functional degradation or excessive deflection.

3. Modular Length & Splicing Performance

3.1. Segment Lengths: Individual manufactured track sections must be modular and measure between

6.0 feet and 20.0 feet in length.

3.2. Continuous Splice Capability: Track segments must include compatible mechanical connectors, splices, or bridge brackets capable of joining segments into a continuous, rigid run of up to 200 feet without roller interruption, significant sag, or structural degradation.

3.3. Roller Pitch & Rotation: Rollers must rotate freely under standard gravity-feed or hand-push loads, with roller spacing (pitch) adequate to support continuous flow without material snagging.

4. Configuration and Quantity (Shelf Fitment Scenarios)

The Government requires the track configurations and quantities to fill Qty (6) shelves which are 1 foot in Width and 200ft in Length.

Because the total outer width of the quoted track assembly dictates how many functional tracks fit across the 12-inch shelf width, the solicitation establishes four target configuration tiers:

Scenario

Total Exterior Track Width

Usable Tracks per Shelf (12" Width)

Total Continuous Track Runs (6 Shelves)

Total Linear Footage Required

Option A (Optimal Density)

2.40 in. or less

5 tracks

30 runs (200 ft each)

6,000 linear ft

Option B (High

2.41 in. to 3.00 in.

4 tracks

24 runs (200 ft

4,800 linear ft

Option C (Standard

3.01 in. to 4.00 in.

3 tracks

18 runs (200 ft

3,600 linear ft

Option D (Minimum Acceptable)

4.01 in. to 6.00 in.

2 tracks

12 runs (200 ft

2,400 linear ft

NOTE: Offerors are explicitly permitted and encouraged to submit multiple/alternate quotes representing different configuration options (Options A through D) if they manufacture or distribute products with varying dimensional profiles.

NOTE: Offerors who wish to be considered for multiple configuration options must submit a separate and complete quotation document for each option. For example, if an offeror wants to quote for both Option A and Option B, they must submit two separate quote documents: one for

Option A and one for Option B. Each quotation must be clearly marked with the corresponding configuration option (e.g., "Quote for Option A," "Quote for Option B").

Basis of Award

The Government will award a Firm-Fixed-Price contract resulting from this solicitation to the responsible Quoter whose quote represents the Best Value to the Government, price and other factors considered.

The Government’s evaluation will consist of a two phased approach as detailed below:

Phase 1: Lowest Price Technically Acceptable (LPTA) Evaluation per Configuration option (A, B, C, or D).

The Government will group all submitted quotes by their designated configuration option (A, B, C, or D).

Within each group, the Government will evaluate quotes to determine which offeror provides the Lowest Price Technically Acceptable (LPTA) solution for that specific configuration. A quote will be deemed "technically acceptable" if it meets all the technical specifications outlined in the solicitation for the corresponding option. This will result in the identification of up to four LPTA quotes, one for each configuration option.

Phase 2: Best Value Trade-Off

The Government will then conduct a final trade-off evaluation considering only the LPTA quotes identified from Phase 1 for each configuration option, to select the quote that represents best value to the Government.

Pursuant to FAR 12.203(c)(2), the Government will conduct an evaluation of quotes based on the factors contained below . The Government reserves the right to select a higher-performing technical quote if the overall value of its technical features justifies any difference in price.

Evaluation Factors

1) Technical Factor — Track Density & Storage Capacity:

Highest Preference: Quotes delivering 5 roller tracks per shelf (Option A: 30 total 200-ft runs), providing maximum operational density and throughput.

Second Preference: Quotes delivering 4 roller tracks per shelf (Option B: 24 total 200-ft runs).

Third Preference: Quotes delivering 3 roller tracks per shelf (Option C: 18 total 200-ft runs).

Baseline / Lowest Acceptable Preference: Quotes delivering 2 roller tracks per shelf (Option D:

12 total 200-ft runs).

2) Cost/Price Factor — Total Evaluated Price:

Evaluated based on the complete turnkey cost to deliver all required track segments, splices, and mounting accessories for the evaluated configuration (inclusive of shipping).
