Award will be made to the responsible quoter providing best value considering technical factor (track density and storage capacity, with highest preference for Option A) and cost/price factor (total turnkey cost inclusive of shipping). This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Part 12 Acquisition of Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The request for Quotation (RFQ) number is N6660427Q0014
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) requires the Firm Fixed Price (FFP) procurement of Modular Roller Tracks and associated hardware, meeting required Government Technical Specifications contained herein.
This requirement is being solicited as a 100% small business set aside, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 333922 Conveyor and Conveying Equipment Manufacturing. The Small Business Size Standard is 500 Employees. The PSC Code is 3910 Conveyors.
Required Delivery is F.O.B. Destination, Newport, RI, with a lead time no greater than 12 weeks after receipt of order. Offerors shall provide a lead time within the quotation.
Technical Specifications:
1. Flange & Guide Rail Configuration
1.1. Dual Side Retention: Roller tracks must feature integral side flanges (guide rails) on both sides to constrain product travel.
1.2. Modular Assembly Permitted: A cohesive assembly consisting of a single track segment with flanges on each side, OR single-flanged interlocking modular sections mechanically joined to form a unified, dual-flanged channel are both fully acceptable.
1.3. Flange Clearance: Flanges must extend sufficiently above the roller surface to ensure reliable lateral containment of transported material.
2. Width Specifications
2.1. Usable Conveyance Width: A minimum clear width of 2.0 inches (50.8 mm) between the inside faces of opposing flanges is required across all shelf fit scenarios
3. Modular Length & Splicing Performance
3.1. Segment Lengths: Individual manufactured track sections must be modular and measure between
6.0 feet and 20.0 feet in length.
3.2. Continuous Splice Capability: Track segments must include compatible mechanical connectors, splices, or bridge brackets capable of joining segments into a continuous, rigid run of up to 200 feet without roller interruption, significant sag, or structural degradation.
3.3. Roller Pitch & Rotation: Rollers must rotate freely under standard gravity-feed or hand-push loads, with roller spacing (pitch) adequate to support continuous flow without material snagging.
4. Configuration and Quantity (Shelf Fitment Scenarios)
The Government requires the track configurations and quantities to fill Qty (6) shelves which are 1 foot in Width and 200ft in Length.
Because the total outer width of the quoted track assembly dictates how many functional tracks fit across the 12-inch shelf width, the solicitation establishes four target configuration tiers:

NOTE: Offerors are explicitly permitted and encouraged to submit multiple/alternate quotes representing different configuration options (Options A through D) if they manufacture or distribute products with varying dimensional profiles.
Basis of Award
The Government will award a Firm-Fixed-Price contract resulting from this solicitation to the responsible Quoter whose quote represents the Best Value to the Government, price and other factors considered.
Pursuant to FAR 12.203(c)(2), the Government will conduct an evaluation of quotes based on the factors below. The Government reserves the right to select a higher-performing technical quote if the overall value of its technical features justifies any difference in price.
Evaluation Factors
1) Technical Factor — Track Density & Storage Capacity:
Highest Preference: Quotes delivering 5 roller tracks per shelf (Option A: 30 total 200-ft runs), providing maximum operational density and throughput.
Second Preference: Quotes delivering 4 roller tracks per shelf (Option B: 24 total 200-ft runs).
Third Preference: Quotes delivering 3 roller tracks per shelf (Option C: 18 total 200-ft runs).
Baseline / Lowest Acceptable Preference: Quotes delivering 2 roller tracks per shelf (Option D:
12 total 200-ft runs).
2) Cost/Price Factor — Total Evaluated Price:
Evaluated based on the complete turnkey cost to deliver all required track segments, splices, and mounting accessories for the evaluated configuration (inclusive of shipping).

Additional Terms and Conditions
This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.
If no surcharge is applicable, the Government’s preferred method of payment is via credit card.
Otherwise, Electronic Payment may be made via Wide Area Workflow (WAWF).
Offerors shall confirm if Government Purchase Card is an acceptable form of payment within the quotation, including applicable surcharge.
The Government will consider Past Performance information in accordance with DFARS Provision 252.213-7000, whereby negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable.
Quotes and any attachments shall be readable by Microsoft Office or Adobe Acrobat. Offeror shall include the following information with the submissions: point of contact (including phone number and email address), Contractor CAGE Code, and Contractor SAM Unique Entity ID.
Quotes and questions regarding this posting shall be submitted electronically to Hannah Murphy at hannah.l.murphy7.civ@us.navy.mil.Quotes must be received on or before the date as specified in the SAM posting. Quotes received after this date are late and may not be considered for award.
