About this file
This document is a Solicitation Amendment for a Navy contract (N6660425R0104) issued by NUWC DIV NEWPORT, addressing questions from industry about a cable and connector procurement. The solicitation covers cable assemblies for Seawolf, Los Angeles, Virginia, and Columbia submarine classes, involving 8 cable variants and P1 connectors. Key clarifications include: (1) any proposed connector not based on the specified part number would require first article qualification, (2) offerors must provide data rights information, and (3) the Government prefers a delivery rate of 8 cables per month per submarine class, potentially up to 32 cables monthly. The amendment confirms that only one ARAFOCP1 design/qualification effort is required for two P1 connectors that mate to the same receptacle. The solicitation closes on 12 September 2025 at 1400 with no further extensions, and all other terms and conditions remain unchanged.

Amendment 0006:
The purpose of Solicitation Amendment 0006 is to respond to the following questions from industry:
Q1: Procurement by our company of the P1 connector from its manufacturer might involve high costs and significant schedule impact. our company is capable of fabricating this connector, but if our company fabricates (rather than procures and supplies) P1, the resultant item will require qualification and first article testing...even if made to the same design. The language of the Solicitation (Sect. 4.1) specifies that qualification and first article testing is required for an alternative *design* (as opposed to the same basic design made by a different manufacturer).
A1: The current drawing package does not provide enough detail to manufacture a connector as a build to print. Therefore, any connector that is proposed not based on the specified part number would constitute an alternative design under the solicitation and therefore would require first article qualification.
Q2: Further to Note 1, our company would intend to produce a backwards-compatible P1, substantially similar to the extant P1, but perhaps with trivial variants in non-interface dimensions which would not affect fit, form, or function. Our company would recognize the results of this effort as its own IP, and thus would struggle to comply with any requirement (e.g., of Sections 4.2.1 and 4.2.6) to provide detailed manufacturing drawings to USG.
A2: Offerors are required to accept all terms and conditions of the contract in terms of both material and data deliverables. However, offerors should consider the ability to submit data assertions in accordance with DFARS 252.227-7013 which would be particularly relevant if the delivered design includes data not produced using Government funds. In accordance with Sections L and M paragraph 3.1.2.5, offerors are required to discuss the extent of the data rights to be provided relative to the design of the ARAFOCP1. Preference will be given to any offerors that provide the full data rights.
Q3: Cables 7335184 and 7335393 are substantially similar and differ primarily in lengths and clocking. However, because the cables are detailed on separate drawings, it appears that a separate qualification effort is needed for each.
Per the requirements of the solicitation, any offeror intending to propose on Offer B (build-to-specification ARAFOCP1) will design and A3:
qualify one unit each of CLIN 0010AA (Seawolf Class - 100 Deg, 7335184-1), CLIN 0010AB (Los Angeles Class - 235 DEG, 7335393-1), and CLIN 0010AC (Columbia Class - 0 DEG, 7335393-5).
Q4: It is the understanding at our company that production quantities of the bulk cable cannot be ordered until after approval of the QUAL units.
This is expected to negatively impact cost and schedule. (This impact could be mitigated by doing qualification on cables 7335184 and 7335393 concurrently, and ordering bulk cable for both drawings as if they were one.)
A4: The Government's stated requirement is included in the solicitation and reflected in Section B. However, FAR 52.212-1 allows offerors to propose alternate structures that would benefit the Government.
Q5: There are expected to be significant initial set-up costs for the HFSA cables' production; however, there is significant cross-over in the set-up for the cables' variations. In other words, once the set-up is complete for a 7335393-3, say, it will also be mostly complete for a 7335393-4.
Thus, there are pricing interdependencies based on quantities of the several cable variants, which makes pricing in the Attachment 1 Pricing Tables less straight-forward. We understand and appreciate what USG is striving to do with this, so this point is simply informational.

A5: See the answer to question 4.
Q6: The Solicitation CLINs 0001 through 0008 include cables for Seawolf, Los Angeles, Virginia, and Columbia (3, 2, 2, and 1 cable variants, respectively). We assume that due to inherent similarities in CLINs 0001 through 0003 (7335184-1, -3, and -2, respectively), all three of the Seawolf cables would be "covered" by a single First Article, required by CLIN 0010AA. Likewise, CLIN 0010AB Los Angeles First Article would cover Los Angeles cables CLINs 0004 and 0005, and CLIN 0010AC Columbia First Article would cover Columbia cable CLIN 0008.
However, there does not appear to be a requirement for a Virginia First Article to cover the two Virginia cables CLINs 0006 and 0007. Is there no specific First Article requirement for these cables? (Or are the Virginia cables considered similar enough so that the Los Angeles First Article would cover them?)"
A6: Per the requirements of the solicitation, any offeror intending to propose on Offer B (build-to-specification ARAFOCP1) will design and qualify one unit each of CLIN 0010AA (Seawolf Class - 100 Deg, 7335184-1), CLIN 0010AB (Los Angeles Class - 235 DEG, 7335393-1), and CLIN 0010AC (Columbia Class - 0 DEG, 7335393-5). The Virginia Class cable assemblies are considered similar enough to the other cable assemblies that a unique First Article unit is not requested or required by the solicitation.
Q7: There are 8 cable variants (CLINs 0001 through 0008). The Solicitation has a clear delivery requirement of 8 cables per month. Is the requirement for 8 total cables per month? Or would 8 cables per month of any or all CLINs be required, i.e., potentially up to 64 cables per month?
A7: Although the preference would be to get 64 cables/month in times where surge is needed by the fleet (i.e. immediately upon contract award to help with our backlog), we would be satisfied with 8 cables per month per class of boat. For example, if we have delivery orders out for Seawolf, Los Angeles, Virginia and Columbia, then in a given month we could get 8 cables total for Seawolf (CLINs 0001-0003), 8 cables total for Los Angeles (CLINs 0004-0005), 8 cables total for Virginia (CLIN 0006-0007) and 8 cables total for Columbia (CLIN 0008), for a total of 32 cables/month.
Q8: Do the two P1 connectors 7487572 and 7335402 both mate to the same receptacle? (Presumably these mate to the DT-100 hydrophone connectors, and P2 mates to the hull fitting--please confirm.) If both P1 connectors can reliably mate to the same receptacle, then only one ARAFOCP1 design/qualification effort would be needed; if not, there would be two separate (but related and similar) ARAFOCP1 design /qualification efforts: ARAFOCP1 and ARAFOCP2.
A8: Yes, the two P1 connectors both mate to the same receptacle and so only one ARAFOCP1 design/qualification effort is required.
Please note that the solicitation closes on 12 September 2025 at 1400 and there will be no further extensions.
All other terms and conditions remain unchanged.
