About this file

This document is a Solicitation Amendment for a naval contract to manufacture High Frequency Sail Array (HFSA) Underwater Fiber Optic SONAR Cable Assemblies. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) seeks a contractor to design, produce, and deliver cable assemblies for submarine and surface ship acoustic systems, with a build-to-print approach and an optional build-to-performance specification for the Right Angle Fiber Optic Connector (P1). The solicitation covers cable assemblies for multiple submarine classes including Seawolf, Los Angeles, Virginia, and Columbia, with specific configurations for different sail array modules.

The amendment includes responses to industry questions regarding connector tolerances, coating approvals, and drawing clarifications. The contract requires extensive documentation, testing, and configuration management processes, including a First Article testing phase, Functional and Physical Configuration Audits, and detailed reporting requirements. Potential contractors must comply with strict security protocols, including protecting Controlled Unclassified Information and adhering to National Industrial Security Program Operating Manual guidelines. The contract will be funded through various Navy funding sources including Operation & Maintenance, Shipbuilding and Conversion, and the National Sea-Based Deterrence Fund.

Tyler Shannon, tyler.z.shannon.civ@us.navy.milNUWCDIVNPT POC:

Amendment 0002:

The purpose of Solicitation Amendment 0002 is to respond to the following questions from industry:

Q: Can the Government provide the receptacle tolerances and drawings?

A: The Government does not own this data. Per SOW paragraph 4.2.1, the vendor should ensure that the ARAFOCP1 connector can interface with the DT-100 High Frequency Sail Array Module fiber optic receptacle connector per paragraph 3.2.1.3.18 of AD 3.6 - NAVSEA Drawing No. 53711-8482092.

Q: On previous multi-year solicitations, there was an Applicable Document called DGO-1 Coating Approval SUBMEPP LTR 9078 1843/002.

Does that apply?

A: Yes, this letter applies as well as TRI Formula 209 Coating Approval SUBMEPP LTR 9078 1802/030. Both letters are now incorporated into the SOW as ADs and attached to the solicitation in SAM.

Q: Document 7335294 rev B is not legible. Can a better copy be provided?

A: It appears that the formatting of this drawing was corrupted when uploading or downloading from SAM. We have re-uploaded this drawing separately.

The following changes have also been made:

1. Added DGO-1 Coating Approval SUBMEPP LTR 9078 1843/002 and TRI Formula 209 Coating Approval SUBMEPP LTR 9078 1802/030 as Applicable Documents.

2. Re-added Document 7335294 Rev B due to a formatting issue.

All other terms and conditions remain unchanged.
