2The Gov’t states that even with CPARS, the offeror must submit a PPQ in Section J. There is no Section J PPQ. Can the Gov’t please provide offerors with the PPQ form that is to be used for this opportunity so we can meet the Section L requirements or remove the PPQ requirement all together if the offeror has a CPARS?PPQ is in Section J titled “Past Performance Reference.” Section L has been edited to change all references to the PPQ to PPR.
3What goes into Volume I. The Gov’t states that a cover letter is required for VOL I. However, what VOL does the offeror submit the SF 1449, SF 30, and Reps and Certs?Per paragraph 1.3 of Section L, all should be submitted with the cover letter. Paragraph 1.3 has been edited to make that more clear.
4The additional three plans to be submitted with the technical approach – Preventative Maintenance Plan, Water Treatment Plan, and QC Plan as stated in paragraph 3.1.1 are the only plans to be submitted. However, the last paragraph in this section also addresses HVAC Water Loop Maintenance Plan, Oil Analysis Plan, and Safety Plan. Can the Gov’t please clarify what plans are required for proposal submission?Only the Preventative Maintenance Plan, Water Treatment Plan, and QC Plan require the plan itself to be submitted with the proposal. As stated in Section L, the offeror must address, “how the Preventative Maintenance Plan, Water Treatment Plan, HVAC Water Loop Maintenance Plan, Oil Analysis Plan, Quality Control Plan, and Safety Management Plans will be managed, and what level of quality control will be provided to ensure proper documentation.”
5Can you specify what wearable materials are covered under this contract? We’d like to know if filters and other wearable material are covered. I understand that incidentals are covered, but are “every day” wearables covered? All parts of the HVAC systems are covered under this contract – including but not limited to wear parts like filters, belts, couplings, fuses, etc. and also parts that should last the life of the system such as pipes, ductwork, electrical feeds, etc.
