About this file
This document is a brand name justification for maintenance and monitoring services for a LENEL security system at the Cheatham Annex facility. The Naval Undersea Warfare Center Division Newport requires maintenance and repair services from LENEL-certified technicians for its integrated LENEL OnGuard electronic security and intrusion detection system, which includes security card readers, sensors, keypads, and video cameras. Using any non-LENEL hardware, software, or technicians could compromise the integrity of the system and void warranty terms. Over five million dollars has been invested in the existing LENEL system, so replacing it entirely with an alternative system would require significant time and duplication of costs without ensuring the same level of compatibility. Only LENEL-certified vendors are eligible to propose on solicitation number N6660423Q0756 for ongoing LENEL services at Cheatham Annex issued by the Department of the Navy Naval Sea Systems Command.

BRAND NAME SPECIFICATION JUSTIFICATION
JUSTIFICATION: NUWCDIVNPT Cheatham Annex is required to maintain an integrated and networked Electronic Security Systems/Intruder Detection System (ESS/IDS) consisting of security card readers, sensors, keypads, video cameras (hardware) and software in order to protect the classified spaces, documents and materials used and stored on base. The ESS/IDS is required by Department of Defense (DoD) Manual Number 5200.01, Volume 3, and is used to deter unauthorized access, alarm and alert security personnel in the event of unauthorized access or intrusion, and control and log authorized access to secure and unsecure locations. This requirement is necessitated by the constant need to upgrade and maintain Cheatham Annex's IDS and ESS Infrastructure in accordance with security program requirements.
Access is controlled by card readers and pin pads and monitored with secure closed circuit television (CCTV). It is essential that all of the hardware and software used throughout the ESS/IDS are both compliant with DoD security protocol and compatible with the existing LENEL base ESS/IDS infrastructure. Use of any hardware or software not certified as LENEL-brand hardware or software (or LENEL certified-compatible) could compromise the integrity of the infrastructure.
Likewise, all services such as installations, maintenance, and repair on the LENEL-based ESS/IDS must be accomplished by LENEL-certified technicians only. Allowing technicians who are not LENEL-certified to service the ESS/IDS could also compromise the integrity of the security systems and jeopardize the protection of classified materials, as well as void any manufacturer's warranties. LENEL-brand hardware and software are used exclusively for the LENEL "OnGuard" ESS and IDS systems at Cheatham Annex to ensure compatibility and interoperability throughout the systems. These LENEL-based systems are the only approved security systems for use at NUWCDIVNPT and its detachments under the Department of Navy (DoN) Application and Database Management System (DADMS).
Over the past five years approximately has been invested into the LENEL ESS/IDS at Cheatham Annex. While there are many other companies offering security system hardware and software, it would take months and significant Government resources and funding to acquire and test alternative security system hardware and software to ensure compatibility with the existing LENEL systems.
Additionally, LENEL would need to review and approve the use of any alternative hardware and software from another vendor or the existing LENEL warranties may be voided in accordance with the terms and conditions of their manufacturer's warranty.
It would take an excessive duplication of cost and unacceptable delays in order to replace the entire existing, approved LENEL ESS/IDS systems with another system, which would require DADMS approval; jeopardizing current tasking, and negatively affecting NUWCDIVNPT's ability to complete its mission and remain in compliance with its security program and posture.
RESELLERS: Only LENEL certified vendors can propose on this requirement
