The following have been modified:

GENERAL INFORMATION

Distribution: TBD NUWCDIVNPT Requisition: 1301055890

NUWCDIVNPT PID: N66604-22-SIMACQ-NPT-10-0237

NUWCDIVNPT Point of Contact: Jay Parker, jay.a.parker2.civ@us.navy.mil, (401) 832 2687 Amendment 0004:

The purpose of this amendment is to:

1. Change proposal due date from 26 May 2023 to 28 July 2023 at 2:00 PM EST.

2. Remove Attachment 3 RI Wage Determination dated 02/3/2023 and replace with RI Wage

Determination dated 06/30/2023.

3. Provide answers to RFI 0004.

RFI 0004

1. AC Utility Power SPD units. At each incoming location. These must be installed at the incoming electrical disconnect or the actual switchgear (Main Distribution Panel -MDP).

The units are approximately 13”H x 11”W x 7”D. They are Fused-Disconnect versions.

We generally mount these on top of the switchgear or directly next to it. Which would the government prefer?

Answer: To be determined by awarded contractors hired lightning protection design engineer.

2. The objective is the keep the connecting conductors ( # 6-# 10 Ga)as short as possible to maintain the maximum performance in the unit’s internal hybrid network. The three phase conductors and the neutral & ground conductors will have to be tied into the appropriate locations in the switchgear. The electrical contractor will have to schedule a power shutdown (1-2 ) Hours to tie in the SPD unit. These are connected in parallel. They are all UL96A listed. Will the government allow for power shutdown during normal business operations or after?

Answer: To be determined by awarded contractors hired lightning protection design engineer.

3. AC Power Generator Auto Transfer Switch (ATS) SPD unit. At each ATS switch. These units are also the same size and rating as the AC Utility Power models listed above.

These units must tie into the Load Side of the ATS switch. Again, they are mounted directly next to the ATS. The Gen-Set must be disabled & tagged Out of Service following all the correct electrical codes during the installation process. These units are also connected in parallel. These are also UL96A listed. Will the government allow for power shutdown during normal business operations or after?

Answer: Power shutdown will be after hours during weekly hours if necessary and or on a Saturday. Contractor to discuss with Contracting Officer prior.

4. Coaxial Cable metallic line SPD. These are generally “F” or “N” type connectors. These have a Ground lug that needs to be tied into the Electrical System’s Ground with a 10-gauge conductor. You will require a short “Patch Cord” to tie the signal back into the building's communication system block. This is a series type connection. They typically handle Communication-Telephone-Internet -Video signals. They are UL 497 listed. Will the government provide drawings of COMMS systems for each BLDG and allow for COMMS interruption during normal business operations or after?

Answer: Any interruption to the COMMS system will not be permitted.

5. What are the model numbers on SPDs for items A, B, C and D? and layouts of the switchgear in these buildings. Will the government add pictures as well? These may mount differently depending on the manufacturer and configuration of the switchgear and ATS and available mounting space.

Answer: Layouts of switchgear will be provided to awarded contractors Lightning Protection design Engineer.

6. Conventional Telephone copper voice communication lines. Commonly referred to as “POTS” lines or Plain Old Telephone Systems. How many active lines are in operation at Building 103, 104, & 111? The installation of these units involves taking the incoming pair at the demarcation location and tying it into the SPD, and then bringing the signal back out back into the buildings punch blocks or internal distribution voice system. Thus, it is a series type connection through the SPD unit. These are UL 497 listed.

Answer: Any interruption to the COMMS system will not be permitted.

7. Antennas All types on each BLDG- The below information is being requested in order to select these Series type SPD devices for each antenna.

a. The type on connector style at the installing demarcation location. Describe the type on each end of the SPD required M-M or F-F are typical

b. The Frequency ranges and the Signal bandwidth

c. The signal’s Impedance, generally 50 or 75 ohms.

d. VSWR Required (Voltage Standing Wave Ratio)

e. Does the specific antenna Send and or just Receive or Both apply.

f. What is each BLDG transmission RF Power

g. Multi-channel or single channel Is “DC” Pass or “DC” Block required

h. What type of modulation characteristics AM, FM , SSB, Pulse, or Other type is government requesting?

i. What type of SPD type shall be required for indoor or outdoor? (NEMA 1 or

NEMA 4X)

j. Is a bulkhead or flange mounting required?

Note: These Antenna SPD’s all have Series connections, and they are listed to UL 497 standards. There is a lot of homework involved in the selection of these type of SPD units. We will need the government clearly state which components they require in order to provide accurate pricing? Any errors will result in a blocked or skewed signal unfortunately. All systems operating or Fiber Optic conductors are not required to have SPD protection as the parasitic conduction phenomena cannot occur with the non-conductive systems.

Answer: Antennas on top of BLDG 111 are not in operation.

All other terms and conditions remain unchanged.
