PRIMARY: Contract Specialist ALTERNATE: Procuring Contracting Officer Name: Joseph Scarpa Name: Kathleen Hourihan Email: Joseph.Scarpa@navy.mil Email: Kathleen.Hourihan@navy.mil

1.1 PROPOSALS

Offerors shall submit proposal by electronic means to Joseph.Scarpa@navy.mil and Kathleen.Hourihan@navy.mil.

Submissions must be received by the closing date and time located on the cover page of the SF 1442. Proposal attachments must be in formats readable by Microsoft Office or Adobe PDF.

Proposal Format. This section specifies the format that Offerors shall use in submitting proposals in response to this solicitation. Offerors shall comply with the detailed instructions for the format and content of the proposals;

proposals that do not comply may be considered unacceptable and may render the Offeror ineligible for award.

(A) Organization. In the Technical Proposal, the Offeror shall provide information and documentation to clearly and concisely identify the Offeror’s overall ability to meet the requirements of the solicitation. The Offeror shall divide the Technical Proposal into the following factors in the order listed below:

2.0 TECHNICAL PROPOSAL

2.1 Factor 1: Technical Capability

2.1.1 Subfactor (a): Experience and Capability to Complete Project

Provide a technical capability statement outlining experience and capability to complete the project identified in the Specification and Drawings.

2.1.2 Subfactor (b): Technical Solution to Complete Project

Provide a narrative describing your understanding and technical solution to complete the project described in the solicitation. Describe steps to complete the project, demonstrating you will complete the project safely, timely, and to the quality levels specified in the solicitation.

2.1.3 Subfactor (c): Environmental, Health, and Safety

Provide documentation of your current intrastate and interstate Workers Compensation Experience Modification Ratings (EMR). If any EMR is 1.00 or higher, describe circumstances and your response to improve jobsite safety.

Provide OSHA Form 300 Log of Work-Related Injuries and Illnesses (with personal identifiable information redacted) and Form 300A Summary of Work-Related Injuries and Illnesses for each year 2018, 2019, and 2020, and 2021 to date.

Provide documentation of environmental, health, or safety citations or violations since 1 Jan 2018 from federal, state, other Government, and quasi-Government authorities, and your response to the incident.

2.2 Factor 2: Key Personnel

2.2.1 Identify and provide resume(s) for a minimum of two (2) Key Personnel covering the below areas of expertise.

(a) Site Safety and Health Officer (SSHO): Provide an SSHO that meets the requirements of U.S. Army Corps of Engineers (USACE) Engineer Manual (EM) 385-1-1 Section 1. The SSHO must have the required training, experience, and qualifications in accordance with EM 385-1-1 Section 01.A.17, and associated sub-paragraphs.

USACE Engineer Manuals are at https://www.publications.usace.army.mil/USACE-Publications/Engineer-Manuals/

(b) Quality Control (QC) Manager: Resume must demonstrate a minimum of 5 years of combined experience as a superintendent, inspector, QC Manager, project manager, or construction manager on similar size and type construction contracts, which included the major trades that are part of this contract. The individual must be familiar with the requirements of the EM 385-1-1 and have demonstrated experience in the areas of hazard identification and safety compliance. The individual is required to have completed the course Construction Quality Management for Contractors and have a current certificate. Offeror must provide a copy of the certificate with their proposal.

(c) Superintendent: Resume must demonstrate a minimum of 10 years of experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity to this requirement. The individual must be familiar with the requirements of EM 385-1-1 and have demonstrated experience in the areas of hazard identification and safety compliance. The resume must demonstrate that the individual is capable of interpreting a critical path schedule and construction drawings.

The SSHO may also serve as the Quality Control Manager or the Superintendent, but not both. The SSHO, Superintendent, and Quality Control Manager roles must be staffed by a minimum of two people. If an Offeror proposes to have any Key Person fill multiple roles, the individual’s resume must demonstrate that they meet the above qualifications required of each applicable position.

Qualifications of Key Personnel shall not be based on the presumption of future education or experience. The qualifications listed in each individual proposed Key Personnel resume, not the specific individual, are the materially relevant aspects of the proposed Key Personnel partially forming the basis of award under C-237-H002, Substitution of Key Personnel. Therefore, even if a proposed Key individual becomes unavailable to the offeror between proposal submission and award, the Government will evaluate and make its award decision based on the qualifications listed on the proposed resume(s). When the Government awards a contract under those circumstances, the Government will require the awardee to use the qualifications listed on the relevant proposed Key Personnel resume as the basis for replacing that individual under C-237-H002 during contract performance.

Each resume should be limited to two pages. Resumes shall include: employee name, number of years of professional experience, position/title/employer, educational/training history, chronology of professional experience.

2.2.2 Identify all proposed Key Personnel who are not currently employees of the offeror or proposed subcontractor. Provide a signed Letter of Intent (LOI), dated no earlier than the solicitation release date, by that person indicating their intent to be hired if the contract is awarded to the offeror. If the signed LOI includes any references or enclosures, the offeror shall provide the references and enclosures with the LOI as part of the proposal.

Failure to provide references or enclosures or submission of enclosures that violate DFARS 222.7402 and DFARS 252.222-7006 may render an offeror’s proposal ineligible for award.

Note: Resumes are not required for Non-Key Personnel.

2.3 Factor 3: Past Performance

Provide a maximum of three past performance references that reflect recent and relevant experience performed within three years of the solicitation closing date. Include contract number, contract type (firm fixed price, time & material, or cost type), total contract amount, short description of work performed, and the names and e-mail addresses for Contracting Officer, Contracting Officer’s Representative (COR) if applicable, Government Program Manager (PM) or Construction Manager (CM), or industry equivalent (if non-Government effort). Past performance references shall demonstrate the ability to handle the scope and magnitude of this proposed construction project.

The Offeror shall include a brief discussion on how the references provided are relevant to the work being proposed.

3.0 PRICE PROPOSAL

3.1 Factor 4: PRICE

Indicate pricing in Section B for Contract Line Item Number (CLIN) 0001. Provide one price to complete the entire job.

For CLIN 0002 Submittals – Not Separately Priced, indicate “0” or “NSP” or leave blank.
