1. Are they going to send us a list of all the interfaced items and what they are?

0. All interfaced items are listed in section 4.5. The vendor’s product shall interface with existing facility constraints – power, permanent hydraulic lines, and heat exchanger.

1. Are they going to send us pictures so we can see the full scope of the removal and install?

1. Physical envelope of vendor’s product is detailed in 4.1.4. Pictures provided (distribution D).

1. For the remote (control room) control of the unit - would this be using an existing machine network (Ethernet IP), or our own Ethernet communication, or hardwire to the control room?

2. See Figure 7 and Figure 8 for existing control room remote controls/access. The solution to this question is dependent on the vendor’s design.

1. For connection to the existing hydraulic lines - can you offer some insight into what lines are currently in place, and what type of hydraulic line connection (i.e., quick connections - if so, what is the specification - if now, are the connections standard JIC or SAE fittings?).

3. See Figure 5. (Trying to get more information from NUWC facilities)

1. Same question with regard to connecting to the existing heat exchanger - what type of water system flow and pipe connections are used?

4. Heat exchanger an air-cooled unit. Picture of motor nameplate and manufacturer sticker attached. Pictures of in/out lines attached at the exchanger and existing unit attached.

1. Please define electrical specifications in motor voltage & control voltage desired

5. We are expecting the vendor to design the new hydraulic power unit, including a new motor. This should be a part of their proposal.

1. “The facility shall provide a fuse or circuit breaker as GFE” -> is this the fused disconnect for the control panel? What is voltage, fuse rating?

6. Three circuit breakers are available. The current main motor circuit breaker, the primer pump circuit breaker, and the remote cooling fan circuit breaker. There are heavy duty safety switches for each installed in the equipment room. Pictures provided.

1. “The facility shall provide existing heat exchanger as GFE” -> is this a return line heat exchanger? Air cooled or water cooled? Port size, etc.

7. See question 5.

1. “The system shall be able to be operated from the equipment space” -> Local control and remote control. Will panel have a ‘local/remote’ selector switch?

8. Currently, there is not a “panel,” only an on/off switch (Figure 7). The solution to this question is a part of the vendor’s design.

1. “The system shall be equipped with interlocks on device signals” -> Interlocking with what? What function

9. The function of interlocks on device signals is for safety of the operators and equipment. For example, an interlock can be used to prevent the hydraulic power plant from turning on if the hydraulic fluid reservoir is empty.

1. “The system shall be adapted to existing LBTF hydraulic lines” -> what is LBTF

10. LBTF is the name of the existing facility. This requirement can be reworded as “The system shall be adapted to existing facility hydraulic lines.” We expect the vendor to use the existing hardwired hydraulic piping. Pictures of existing hydraulic lines provided. See question 2.

1. “The system shall be adapted to existing LBTF electric power” -> Not clear what this means

11. This requirement can be reworded as “The system shall be adapted to existing facility electric power.” We expect the vendor to use the same power sources as the current system. Pictures of existing power panel, circuit breakers, and safety switches provided. See question 7.

1. “The system shall have a motor with soft start” -> motor voltage details

12. See question 6.

1. “The system shall be installed with wiring/communication between the system and control room” -> Who is installing the wiring? What do we have to do to provide from our starter panel/ and or terminal strips for all our instrumentation, etc. What kind of communication?

13. Current communication between equipment room and control room is an on/off button (Figure 7) and thermometer (Figure 8). It is expected that the vendor shall install all instrumentation and equipment, including wiring, needed to operate their design.

1. “The system shall be equipped with alarms for high/low pressure, temperature, and fluid level” -> What kind of alarms?

14. Current system does not have alarms. Alarms shall be a part of the vendor’s design/product.

1. “The system shall integrate with current LBTF hydraulic lines” -> What size are the lines? Thread size, flange size, etc. etc.

15. Inquiring about facility diagrams for current hydraulic system.

1. “The system shall integrate with current facility provided power” -> Details on facility power

16. Pictures provided with power panel and circuit information. See question 7.

1. “The system shall be compatible with the current heat exchanger” -> Details on heat exchanger. Mfg, and model would be nice or at least a description of.

17. See question 5.

1. What is the electrical profile – Volts, Phase Hz.?

18. See question 7 for facility electrical details.

1. On the MIL-T-28800, which environment Class 1, 2, 3 or 4?

19. Class 4. Note: MIL-T-28800 is now MIL-PRF-28800 (document has been revised).

1. Section 3.2.1 – need rating of fuse or circuit breaker

20. See question 7.

1. Section 3.2.2 – capacity of heat exchanger

21. Cannot provide, do not have information on unit.

1. Section 4.1.2 – tethered or wireless remote and what functions is the remote to control?

22. Minimally, operators shall be able to turn the hydraulic power unit on and off remotely. See Figure 7 for current remote controls. Vendor’s design of hydraulic power unit shall dictate new remote controlling system.

1. Section 4.1.3 – need detail on which device signals are to be interlocked

23. See question 10.

1. Section 4.1.5 – need to understand LBTF hydraulic line size and distance from power unit to equipment space.

24. Vendor is expected to connect to existing hydraulic lines in the system space, see question 2.

1. Section 4.3.10 – need more detail on what type of wiring/communication is required between the system and control room.

25. Required communication between system and control room is the ability to turn the system on and off and the ability to monitor the temperature of the hydraulic fluid in the system.

1. Sections 4.3.13-15 – are these to be alarms and system shut down, or alarms only. Also, audible and visual alarms, or one or the other?

26. Alarms shall not automatically shut the system down. Design of alarms (audible or visual) is dependent on vendor’s design. See question 15.
