About this file

This statement of work outlines hardware, engineering, and technical services required by the Naval Undersea Warfare Center Division in Newport, Rhode Island to support submarine and surface ship systems programs. Products and services include engineering studies, design work, fabrication, assembly, installation, testing, maintenance and repair across both SUBSAFE-certified and non-SUBSAFE systems. Performance is expected at naval facilities in Newport, Portsmouth, Pearl Harbor, Puget Sound, and overseas locations. The solicitation seeks proposals for multiple-award IDIQ contracts with a combination of cost-plus-fixed-fee, firm-fixed-price, and cost contract line items over a five-year period. Offerors must be SUBSAFE-certified due to work on submarine systems. The incumbent contracts are held by Electric Boat, Huntington Ingalls, and Oceaneering International and expire in 2020. Proposals are due on specified dates in 2019 with contracts to be awarded thereafter.

STATEMENT OF WORK

1.0 BACKGROUND

The Platform and Payload Integration Department, Code 40, of the Naval Undersea

Warfare Center Division, Newport (NUWCDIVNPT) conducts and oversees programs involving research and development, concept development and testing, analysis and evaluation, modernization and improvements on current commissioned, as well as new submarines and surface ship systems of the United States and foreign navies. Code 40 is also responsible for designing and fabricating future prototype systems for submarines and surface ships.

Various programs are in critical stages of development, while others are undergoing restructuring to meet the current growth of our submarine force and the ever increasing competitive environment. At the same time, the operational characteristics of the fleet systems are being modified, modernized, and improved. The critical nature and urgency of the problems that arise from these programs demand expeditious means of satisfying them. In addition, these programs often involve work within the Submarine Safety

(SUBSAFE) boundary on submarines requiring an added level of special administrative and technical controls to ensure conformance to technical specifications during design, upgrade, maintenance, and testing.

2.0 SCOPE

The contractor shall provide hardware, systems engineering, technical analyses, mechanical and electrical design, manufacturing, installation, test and evaluation, maintenance, and repair services, including services in the field, to support existing and future fleet systems programs. This scope encompasses efforts for both SUBSAFE and non-SUBSAFE hardware and systems. The non-SUBSAFE efforts will require skills and expertise from the designated Planning Yards and are integral to the SUBSAFE system operation.

7.0 QUALITY SURVEILLANCE & PERFORMANCE

STANDARDS

The Government will conduct quality surveillance via various methods including formal and informal meetings, review of technical reports, review of monthly progress reports, and review of deliverables.

Contractor performance will be evaluated in the areas of technical quality, responsiveness, timeliness, and cost. Technical quality will be evaluated against the performance standards defined in the performance requirements summary table (PRST;

SOW Attachment 3). Responsiveness will be evaluated based upon the Government’s experience interacting with the contractor during performance. Timeliness will be evaluated based on the contractor’s ability to meet CDRL schedules with minimal variance. Cost will be evaluated based upon the contactor’s ability to manage to the negotiated costs.
