Attachment 5 CI ListThe contractor is also designated Design Agent for systems and components in Attachment 05 - AUTEC Configuration Item List, as such they are required to initiate, design and document changes to those systems through the AUTEC CM process. What is the definition of “Design Agent?” The PWS states the Design Agent is to “initiate, design and document changes to those systems through the AUTEC CM process.” For those systems in the CI list for which the M&O Contractor is listed as the Design Agent, is the contractor also the one who would be implementing approved changes? For instance, for the software systems with M&O as the Design Agent, is the contractor responsible for the software coding/maintenance? For the software systems with an entity other than the M&O listed as Design Agent, does this mean the M&O is not responsible for software coding/maintenance of these systems? For CI’s which the contractor is designated as design agent, the contractor is responsible for development of changes to the configuration and preparing design data packages for Government approval per PWS para 4.1.9.1.2. The contractor is responsible for tasking per PWS para 4.1.9.1.3 through 4.1.9.1.7 for all changes to AUTEC Product Baseline as approved by the AUTEC CCB. AUTEC applications will reside on the government hosted AIDMS AUTEC Integrated Data Management System (govt hosted, mil domain). Electronic Data Interchange (contract hosted, commercial domain). Will the current set of software used on contract be made available to the successful bidder? For the custom built software, will the successful bidder have access to the source code to make approved modifications? All Government software (COTS or GOTS) will be available for the successful offeror. The successful offeror will have all of the software data products that are identified as required by the AUTEC CM process to be delivered with AUTEC Change Proposals.N/A3
Line011Attachment 5 CI Listn/aA significant application (RDAS) used for Post Mission Processing and Analysis was not listed in the CI list. Will this application be made available for use by the M&O contractor? Will the M&O contractor have access to the source code and be allowed to modify the application to meet new data processing and analysis requirements?RDAS is one of the software applications (there are approximately 30) which is on ARGOSNET used for data processing which will be made available to the next contractor. The baseline software products will continue to be available for the follow-on contractor to perform requirements of the contract. For changes to the AUTEC product baseline, the successful offeror will have all of the software data products that are identified as required by the AUTEC CM process to be delivered with AUTEC Change Proposals.N/A3

In consideration for doing so, the government requires that those helos be dedicated to our exclusive use. If the awardee buys those helos, it is contractually agreeing to all of our terms and conditions. However, the awardee is not required to buy those helos. It is free to fulfill the PWS requirement by buying or leasing other helos or another arrangement with helos not solely dedicated to the AUTEC program.N/A3
Line020Attachment 1 PWS Rev 16.5Range User-launched EXTORPS/REXTORPS are estimated at 400 per year.

Vehicle launches from the RANGER are typically 10 from the MK-59 Torpedo Tube.

The ratios of recoveries by platform type for all units are: 30% by helicopter and 70% by range vessel.

An estimated 200 vehicles are recovered by helicopter annually.

If 400 EXTORPS/REXTORPS are launched by range users, and 10 launches are made by RANGER, and if the helicopter’s 30% share of recoveries equals 200, then can it be deduced that there are a total of 667 launches, and with 410 accounted for (by range users and by RANGER) the remaining 257 launches are made by helicopter? The AUTEC Helicopters Launch only MK 30 and EMATT targets. They recover MK 30 targets, Heavyweight and Lightweight Torpedoes. Approximately 10 MK 30's and 5 EMATT's are helicopter launched annually.N/A3

Attachment 01 PWSn/aThere are appears to be a duplication of topics in Subfactors 1 and 2, e.g., Safety and Environmental, Configuration Management. Given the page constraints in Section L.1.3 (d), is it the Government’s intent that the Offer discuss both of these topics in both subfactors? If so, could you please clarify the difference in desired content in each subfactor? It is the Government's intent that these topics be discussed in both Subfactor 1 and 2, to the extent offerors determine is necessary to meet the requirements of each subfactor.N/A3

Specifically, Section L includes “Contractor Housing” while the topic is not included in M.3.1.2.1 (a) through (m).

In addition, M.3.1.2.1 (f) refers to “Recruitment and Retention” though the area is not one of the topics in Section L.3.1.2.1. (Topic addressed separately in Section L.3.1.2.2.)

4.1.9.1 Configuration Control

4.1.9.1.1 The AUTEC Configuration Management Plan (ACMP) . . .

Do the Performance Objectives under 4.1.9 AUTEC Product Baseline apply to all items under 4.1.9 or only Configuration Control? By their placement they would apply to all of Product Baseline, but by their content they only seem applicable to Configuration Control. Also, each of the subsequent 4th level headings under 4.1.9 have their own Performance Objectives, but Configuration Control does not. Performance Objective, Acceptable Quality Level (AQL) Effective Management and Operation of Manifest, Cargo, and Flight Services., 98% on time Manifest reservations made without error. 95% on time flight and cargo services.

The 95% on time flight and cargo services isn’t something the contractor has any control over. Would the USG consider deleting this metric?

Is the contractor obliged to handle any cargo besides passenger luggage?

Both the Performance Objective and the AQL imply that the contractor has some role in operating the aircraft. Would the USG consider rewording Performance Objective to Effective Management and Operation of Passenger Support Services?

Would the USG consider rewording the AQL to 98% on time Manifest reservations made without error. The government has added the word "Support" to the performance Objective -- Effective Management and Operation of Manifest, Cargo, and Flight Support Services. The word "cargo" has been replaced with the word "baggage" in the AQL and PWS 4.1.11.1 and 4.1.11.2. The government does not agree with changing the AQL percentages.Attachment 01 - PWS 16.5.23

If so, does the lowering and lifting gear require weight-handling certification? If so, how often?Yes, the Contractor is responsible. Even though the cables are used for lifting, since they are an integral part of a larger machine and used only for lifting the nacelle, they don't fall under the Navy Crane Center and NAVFAC P-307 and do not need to be "certified". They do require maintenance. Line065Attachment 1 PWS Rev 16.5Performance Objective: Effective and efficient transient and permanent party housing program on a break even basis.

4.3.3.1.1.1.2 The Contractor shall collect fees for transient lodging from authorized users at rates established by the Government. Fees collected shall be used to operate a transient lodging program in an effort to operate on a break even basis.

4.3.3.1.2.1 PPH addresses both Navy - Unaccompanied Housing (N-UH) and Government Furnished Property utilized by the Contractor to house their Permanent Party.

4.3.3.1.2.2 The Contractor shall conduct an annual housing inspection of AUTEC's PPH to assess the condition of every unit

1. It is unclear how Transient Housing can operate on a “breakeven basis.” Does this mean the contractor’s expenses or does it include the Government’s as well? How is this determined and who administers this account?

2. It is not possible to operate the PPH on a “breakeven basis” as the performance objective requires because no fees are collected for these rooms, nor is the contractor responsible for any expenses except for maintenance and cleaning after a change of occupancy. Would the Government consider a separate Performance Objective for PPH?

3. It is unclear if the annual housing inspection applies to all PPH or only those units being used by the Contractor personnel. The previous paragraph suggests that it’s only for Contractor PPH, but the phrase “every unit” suggests that this means every Government-furnished house on the island. Could the Government please clarify? 1. Breakeven means that revenue equals contractor operating costs except for the cost of room renovations.

2. PPH is not expected to operate on a "breakeven basis" The Performance Objective will be modified to clarify that.

3. "Every unit" is inspected.N/A3

Recommend that this requirement be deleted from the RFP. This same situation holds true for the sentence, The plan shall clearly identify any Government support or subsidies apart from Government provided buildings required for implementation of recreational activities (e.g. space available barge use; utilities; additional GFP, etc.)’ Any offeror other than the incumbent would have a difficult time ‘clearly’ identifying these types of support or subsidies.
