The tables above represent the Government’s estimated labor mix for the CPFF tasking. Offerors may propose this estimated labor mix or deviate. If an Offeror’s proposed labor mix differs from the Government’s estimate by 5% or greater, in terms of both labor category or task level of effort distribution, the Offeror shall provide a rationale to explain how the Offeror’s mix is more appropriate than the Government’s estimate, as well as what the benefit of the deviation is to the Government. The rationale shall not exceed 5 pages. The labor matrix is not subject to a page limitation. In order for the labor mix rationale to demonstrate the deviating labor mix is appropriate, it shall address items (1) through (3) below.

(1) Why the Offeror’s deviation is more beneficial to the Government than the estimated labor mix.

(2) How the proposed labor mix deviation in terms of level and area of expertise (e.g., proposed labor categories) is suitable for performance of the SOW tasking as it relates to the estimated level of effort per SOW task and associated SOW complexity identified in the SOW.

(3) How relationships between labor categories will be structured and operate in concert at the task and/or subtask level to accomplish the tasking efficiently and effectively (e.g., peer review process, senior to junior level oversight and interaction, etc.)

(4) Labor Categories cited must be titles listed at the NUWC Division Newport Contracts Website http://www.navsea.navy.mil/Home/WarfareCenters/NUWCNewport/Partnerships/CommercialContracts /LaborCategories.aspx. For Labor Categories that provide for various Levels (I, II, III, IV), select the Level that matches the proposed individual . Note for Service Contract Labor Standards (SCLS), formerly Service Contract Act (SCA) Labor Categories Only: Offerors may propose an SCLS labor category listed in the SCLS Directory of Occupations (see http://www.dol.gov/whd/govcontracts/sca.htm) even if the SCLS labor category is not listed at the NUWC Division Newport Contracts Website. The appropriateness of any proposed SCLS labor category not listed at the NUWC Division Newport Contracts Website shall be included in the Offeror's explanation provided in accordance with paragraph (a), above.

(5) Number of hours must be assigned to each Labor Category selected.

(6) The offeror shall include a breakdown of the proposed distribution of hours between Government site(s) and contractor(s) site(s). If the proposed distribution of hours varies by more than five percent (5%) from the Government’s estimated distribution of hours as specified below of the solicitation, the offeror shall provide an explanation detailing why the proposed distribution is appropriate and how contract performance will not be negatively impacted by the variance.

(7) 20% of the labor hours are anticipated to be performed at the Contractor Facilities; 80% of the labor hours are anticipated to be performed at the Government Site.

(8) If a single labor category is proposed with both Key and Non-Key Personnel the offeror shall breakdown the distribution of hours between each Key and Non-Key Person.

(9) Identify all proposed Key Personnel who are not currently employees of the Offeror or proposed subcontractor, and who are proposed to immediately relocate. Provide a statement signed by that person indicating their intent to be hired or relocated if the contract is awarded to the Offeror. If the signed statement includes any references or enclosures the offeror shall provide the references and enclosures with the statement as part of the proposal. Failure to provide references or enclosures or submission of enclosures that violate DFARS 222.7402 and DFARS 252.222-7006 may render an offeror's proposal ineligible for award.

(10) Provide resume(s) for Key Personnel. Key Personnel must be personnel that will be charged directly to the contract and not as part of any indirect cost. Qualifications of Key Personnel shall not be based on the presumption of future education or experience.

(11) Resumes are not required for Non-Key Personnel. Resumes submitted for Non-Key Personnel will not be evaluated.

(12) Each resume shall not exceed two (2) pages. Resumes shall include: employee name, number of years of professional experience, current position/title/employer, educational history, chronology of professional experience, current level of security clearance.

Spreadsheets, either in the format above or contractor format, shall contain intact formulas used to calculate any aspect of the proposal (i.e., burdened labor rates, fee, etc.). Spreadsheets provided without intact formulas are unacceptable and may render an offeror’s proposal ineligible for award. However, prime offerors and subcontractor offerors shall provide a single spreadsheet supporting the total amount of all CLINs listed in Section B of the solicitation.

If the offeror intends to subcontract 70% of the total cost of all work to be performed, provide information required by FAR 52.215-22(c).

(d) Cost Line. (CLIN 0002, 0003, and 0005 CFFF CLINS): Offerors shall include burdened labor costs of the prime offeror and the subcontractor(s). (3) Indirect Rate Supporting Rate Documentation: Offerors shall provide the supporting information and identify the basis of proposed rates for indirect costs (e.g., Forward Pricing Rate Agreement and date of agreement, bidding rates and the date of submission; or, actual rates used and the effective date, billing rates, and the date of approval, etc.).

(4) Uncompensated Overtime: For the prime and each subcontractor, briefly summarize company policies on uncompensated time and state what, if any, impact the policies may have on the efforts described in the Statement of Work. In accordance with FAR 52.237-10 Identification of Uncompensated Overtime, if uncompensated time is included in the offer or any of the supporting cost data, the uncompensated time should be clearly identified with an explanation as to why it is needed.

(5) FCCOM: Offerors shall submit form CASB-CMF if proposing Facility Capital Cost of Money (FCCOM) and show the calculation of the proposed amount. Additional narrative may be submitted as a separate document, if necessary, to describe derivation of labor rates, use of uncompensated overtime pools to which indirect rates are applied, etc.

(6) Subcontracted Costs. Each subcontractor offeror estimate shall be addressed separately. Prime offerors shall briefly state in their Cost Narrative the contract type for each subcontractor offeror and provide rationale as to the appropriateness of the proposed subcontract type. (7) Subcontractor offerors shall provide contact information for their cognizant DCAA and DCMA Branch Offices with the name, phone number, and email address of a point of contact for each who is familiar with their company.

(8) In accordance with current NAVSEA policy, for any fully burdened labor rate (calculated as direct labor plus all applicable burdens and fee) greater than $156.00 per hour, the Offeror shall provide a justification containing the following:

(a) Justify why the proposed individual qualifies for a fully burdened labor rate of greater than $156.00 per hour, focusing on specific qualifications and experience.

(b) Justify why the qualifications and experience outlined in (a) are needed to accomplish the tasking of the Statement of Work/Performance Work Statement, including why the tasking cannot…
